To preserve links when converting a Word document to PDF, create and verify them in the DOCX, export using a route with documented link-preservation options, then test the final PDF. For relative file links, also test the PDF beside its linked files in the folder arrangement you will deliver. A link annotation can survive conversion while its relative destination still fails to resolve: no universal rule guarantees that every PDF viewer will resolve relative file links after files move.

What “preserve a link” means

A link has both a visible appearance and a destination. The visible text might read “installation guide,” while its destination is a web address, a location inside the document, or a separate file. Word lets you create links to webpages, files, and document locations, and edit the visible text separately from the destination. Check both: seeing blue, underlined text in a PDF does not establish that it points to the right place or that the destination will open.

  • Web hyperlinks: point to a web address. Their destination does not depend on the PDF and another file remaining together in a particular folder, though network access or the target page may change.
  • Internal links: point to a bookmark, heading, or other location within the document. Confirm that the destination remains present and navigable in the exported PDF.
  • File hyperlinks: point to another file. A relative file link depends on a base location or folder relationship, so conversion and later file moves require special testing.

“Relative” is context-dependent: some parts of a destination are omitted and supplied by the location containing the link. Microsoft explains this concept for web URLs and separately describes defaults for file links in Excel workbooks. The Excel behavior is not a documented guarantee for Word DOCX files, so do not infer Word’s exact path-storage or resolution behavior from it.

Use a workflow that checks both conversion and relocation

  1. Inventory the destinations. In Word, identify whether each important link goes to a website, an internal document location, or a file. For a file link, record the intended relationship between the DOCX, the linked file, and ultimately the PDF.
  2. Verify links in the DOCX. Use Word’s Edit Hyperlink interface to inspect the destination, not just the displayed text. Confirm that internal destinations exist and that file paths point to the intended files in the arrangement you intend to use.
  3. Keep a deliberate folder layout. If linked files must travel with the document, place them in a planned folder structure before conversion. Word’s interface and the cited Excel documentation do not establish a universal DOCX relative-path rule; do not assume moving the DOCX or PDF will preserve a working relationship automatically.
  4. Select a converter with relevant link options. Check the documentation for the specific conversion route and version you use. Options and behavior differ; do not assume one product’s settings describe all Word-to-PDF exports.
  5. Inspect and click links in the exported PDF. Test representative external, internal, and file links in the actual PDF. For file links, test with the PDF and linked files in the intended delivery arrangement, using the PDF reader your audience is expected to use.
  6. Test the final assembled file. If you merge, overlay, optimize, or otherwise process the exported PDF, repeat the checks on that final artifact. A successful first export does not prove a later processing step retained the links.

Choose an export route with documented link handling

Route What is documented Practical implication
Adobe Acrobat PDFMaker for Word Adobe documents an “Add Links” setting for including active links and hypertext in PDF output. Separate PDFMaker guidance describes link recognition, including hyperlinks, internal document links, and tables of contents. Review the link options for the PDFMaker route you are using, then verify the PDF. This documentation describes that conversion path, not every later PDF-processing step.
LibreOffice Writer PDF export The Writer Guide describes an export option for sending defined relative links to the PDF. Enable and verify the relevant option when using this route. It does not establish that all PDF viewers will resolve those links after files move.
Microsoft Office PDF export Microsoft documents PDF export and warns that hyperlinks may not convert correctly with “Best for printing.” Do not assume this option preserves hyperlinks; inspect the actual output. The warning is specific to the documented option, not a claim that every Office export loses links.

These route-specific descriptions are not interchangeable guarantees. Compare whether your chosen converter documents link inclusion or recognition, whether it covers the link types you use, and whether any later assembly or optimization step could change the result.

Why relative file links can fail after moving a PDF

For a relative link to work, the reader and software must resolve its destination against an appropriate base location. The source material does not establish exactly how Word versions store relative file hyperlinks inside DOCX, what base path is used after a DOCX is moved, or how PDF viewers resolve relative file links across operating systems. Viewer security settings can also affect whether local files open. As a result, a converter can preserve a clickable link annotation without ensuring that its relative file destination works for every recipient.

Keep related files together in the intended delivery structure and test the moved or packaged copy, not merely the original working PDF. If recipients cannot rely on a shared folder layout, consider whether a stable web destination or a self-contained document is more suitable than a relative link to a separate local file. That is a delivery choice, not a promise that a particular alternative will suit every document.

Check accessibility and document navigation

Microsoft notes that accessible PDFs can contain hyperlinks and bookmarks. Link preservation is therefore only one part of a usable export: a PDF should also retain useful navigation and accessible structure for its audience. Microsoft’s online accessibility conversion route sends the document to a Microsoft service, so account for that handling when choosing a route for sensitive material. Verify navigation in the final PDF rather than assuming that a visible link or a successful export establishes accessibility.

Troubleshooting common failures

The link text appears, but clicking does nothing

  • Check whether the final PDF contains an active link, rather than only styled text, by testing it in a PDF reader.
  • Revisit the converter’s link-inclusion or link-recognition settings. For PDFMaker, review “Add Links” and the applicable recognition options.
  • If the file was assembled or overlaid after export, test the original export and final assembled file separately to isolate where the link disappeared.

Web links work, but internal links do not

Inspect the internal target in Word and confirm it remains in the exported document. Then test the PDF’s internal link in the reader used for delivery. Different link types can be treated differently by conversion routes, so success with a web link is not a test of an internal destination.

A file link works before moving the PDF but not afterward

Restore the intended folder relationship between the PDF and linked file, then test again. If the PDF must be relocated, test from the new location and intended reader; do not assume that a relative link will resolve to the same file after a move. The available documentation does not establish universal viewer behavior.

Links are missing after AEM PDF Generator processing

Adobe documents a specific AEM PDF Generator case: when converting Word documents with the Assembler Service’s PageOverlay option, hyperlinks do not appear unless forms and annotations are embedded. Adobe says to set embedFormsAndAnnots to true to preserve forms and annotations, including hyperlinks. This applies to that AEM configuration; it is not a general setting for Word exports or other PDF tools.

Links fail with “Best for printing”

Microsoft warns that hyperlinks may not convert correctly with its “Best for printing” option. Try a different documented export route or setting, then inspect and click the links in the resulting PDF.
