Short answer: the best proctoring software depends on the exam’s risk, platform ecosystem, desired level of human oversight, accessibility needs, and privacy requirements. No product can honestly promise completely cheating-free exams.

For configurable higher-education LMS deployments, start with Proctorio or Respondus Monitor. For managed AI-plus-human support, compare Honorlock and ProctorU by Meazure Learning. For enterprise certification and sponsor-controlled delivery, evaluate Questionmark, Pearson VUE OnVUE, Inspera Proctoring, and PSI. Those detection capabilities should be treated as vendor-described functions, not as independently validated accuracy statistics. A phone, speech, face, or behavior signal may have an innocent explanation. The institution still needs a fair review standard, an accommodation path, and a way for the student to challenge a decision.

Choose it when: you want vendor-managed candidate support alongside automated signals and access to human intervention.

Choose it when: your assessments already run through ExamSoft or you need recorded monitoring connected to a controlled exam-delivery workflow.

Watch out for: buying on the product name alone. Confirm the exact Windows, macOS, iPad, camera, microphone, network, authoring, and review requirements, as well as how ExamMonitor interacts with other ExamSoft products.

7. Talview: best for AI-forward assessment and human escalation

Talview offers a broader assessment suite rather than only a webcam tool. Its listed products and modes include automated, record-and-review, live remote, identity-verification, secure-browser, online-exam, and in-center proctoring.

Its current positioning emphasizes an agentic AI approach that reasons across identity, behavior, and environment signals and escalates cases for human review. That may appeal to enterprise, admissions, certification, and recruitment teams that want one assessment ecosystem with multiple delivery methods.

Agentic AI is a product-positioning term, not a standardized performance certification. Ask for operational evidence: false-positive handling, human-review controls, audit logs, explainability, accessibility testing, data-processing terms, and the process for correcting an erroneous flag.

Choose it when: you need a broad assessment and talent workflow with several proctoring modes.

Watch out for: allowing marketing language to substitute for product-specific evidence. Require a demonstration using your actual exam rules and candidate populations.

8. Safe Exam Browser: best open-source secure-browser foundation

Safe Exam Browser, often called SEB, is an open-source kiosk browser that turns a computer into a controlled exam workstation. It can restrict system functions, other websites, and applications, and supports Windows, macOS, and iOS.

SEB can integrate with LMSs such as Moodle, ILIAS, and OpenOlat. Depending on the configuration, it can also connect to server-side or video-conferencing components. It is not inherently a centralized commercial proctoring service: by itself, it primarily controls the device and exam environment.

That distinction makes SEB powerful for institutions that want control and are able to manage configuration, infrastructure, support, identity workflows, and optional supervision components. It can also be a poor fit for a school seeking turnkey live proctoring and vendor-operated candidate support.

Choose it when: your technical team wants an open-source secure-browser foundation and can operate the surrounding stack.

Watch out for: underestimating implementation. The institution owns deployment, LMS integration, troubleshooting, accessibility testing, updates, candidate instructions, and any additional proctoring service.

9. Questionmark: best for enterprise certification and regulated assessment

Questionmark combines live online proctoring, record-and-review, secure-browser, and onsite options in an assessment platform. Its documentation describes webcam and audio supervision, identity checks, automated flagging for later review, and live-proctor controls that can pause or terminate an exam.

It also describes accessibility features such as text-to-speech, delivery in more than 30 languages, and a FedRAMP-authorized platform position. These claims must be scoped carefully: FedRAMP authorization, accessibility support, and a particular proctoring service are different questions. Verify which service boundary, feature, plan, and geography apply to your purchase.

Choose it when: a certification body or regulated organization needs multiple delivery modes, audit-oriented administration, and a mature assessment platform.

OnVUE is not a generic plug-in that any school can independently adopt. Availability depends on the exam sponsor. For participating exams, candidate requirements commonly include a compatible computer with webcam, identity photos, a 360-degree room scan, session recording, and restrictions on leaving the camera view or using a phone unless the exam rules allow it.

Choose it when: you are an exam sponsor, certification body, or candidate inside the Pearson VUE ecosystem.

A notable strength is the choice among a locked browser, a fully open assessment, or a locked assessment with explicitly permitted resources. The available evidence for this review is less comprehensive than for the other 11 options, so PSI should be treated as sponsor and program dependent rather than as a universal institutional platform.

How to choose proctoring software

1. Start with the exam’s actual risk level

A low-stakes quiz may not justify identity proofing, room scans, continuous recording, and human review. Better question design, randomized items, time limits, question pools, oral follow-ups, or project-based assessment may provide enough integrity at lower privacy and support cost.

High-stakes certification and licensure exams have a different risk profile. They may justify identity proofing, a secure browser, live human oversight, intervention, recorded evidence, and a formal audit trail. The right system is not the one with the longest feature list; it is the least intrusive layered control that reasonably matches the consequences of a compromised result.

2. Select layers instead of a single magic feature

Each control answers a different question:

  • Identity verification: Is the person taking the exam the authorized candidate?
  • Authentication: Can the candidate prove control of the account or credential at exam time?
  • Secure browser or device controls: What can the computer access or run?
  • Video and audio monitoring: What happened in the room and during the session?
  • Event detection: Which moments deserve a closer look?
  • Human review: Does the available evidence violate the published exam rules?
  • Appeal: Can the candidate explain a technical, accessibility, or environmental issue?

NIST identity guidance distinguishes identity proofing from authentication and recognizes additional risks in remote identity proofing. Ask a vendor exactly what evidence it collects, how that evidence is validated, what happens when verification fails, and whether a human can resolve an exception without forcing the candidate into an opaque automated loop.

3. Separate detection from adjudication

An AI or rules engine can flag a second face, a sound, a phone-like object, a tab change, or an unusual movement. It cannot automatically establish intent in every case. Glare, poor lighting, unstable internet, a shared household, disability-related movement, an authorized calculator, or a required accommodation can all create confusing events.

Before launch, write a policy that defines who reviews flags, what evidence they may consider, how long they have, what threshold applies, how the student is notified, and how an appeal works. Never present an automated suspicion score as proof of cheating.

4. Treat accessibility as a launch requirement

Test accommodations with the actual exam configuration, not in a separate demonstration. Check:

  • Screen readers, text-to-speech, magnification, keyboard navigation, and captions where applicable.
  • Extra-time and pause rules that do not trigger a false security event.

  2. Candidate runs the system check and resolves permissions.
