For most conventional U.S. small businesses, Gusto is the clearest default HRIS choice in 2026. Its public pricing, payroll tax filing, unlimited payroll runs, benefits support, onboarding, time tools, and small-business focus make it easier to evaluate than many alternatives. But it is not universally best: choose BambooHR for deeper core HR and performance management, Rippling for HR-and-IT automation, Justworks for a PEO model, ADP RUN for established payroll support, or OnPay for straightforward full-service payroll at a published starting price.

The right choice depends less on the number of HR features than on your payroll geography, benefits model, employee-experience requirements, automation needs, and tolerance for quote-based pricing.

Gusto is the clearest all-around recommendation for a conventional U.S. small business that wants payroll and HR in one approachable system. Its public product information covers payroll tax filing, unlimited payroll runs, benefits support, onboarding, time and attendance, performance tools, contractor payments, broker integration, and numerous integrations.

Gusto’s published plans are:

  • Simple: $49 per month plus $6 per person.
  • Plus: $80 per month plus $12 per person.
  • Premium: $180 per month plus $22 per person.

Gusto states that it files federal, state, and local payroll forms. That reduces administrative work, but it should not be treated as a complete transfer of employer responsibility. Before signing up, confirm how the service handles your states, tax registrations, notices, payroll corrections, and the information your business must provide.

Why Gusto is the default

  • Pricing is visible enough to estimate before requesting a sales call.
  • Payroll, tax filing, benefits support, and basic HR functions are available in one small-business-oriented platform.

Its published tiers are Core at $10 per employee per month, Pro at $17, and Elite at $25 for companies with more than 25 employees. Companies with 25 or fewer employees start at a stated $250 per month flat rate. Payroll and benefits administration are add-on capabilities, so a comparison with Gusto or OnPay is incomplete unless those modules and their costs are included.

BambooHR is particularly relevant if you need performance reviews, one-on-ones, recognition, employee community features, compensation planning, or engagement analytics. Those needs can justify choosing a deeper HR platform even when another vendor has a simpler bundled payroll price.

BambooHR’s main trade-off

Rippling is the strongest choice when the HR system needs to operate as part of a wider business infrastructure. Its platform combines HR, payroll, benefits, time and attendance, recruiting, global employer-of-record services, IT, device management, finance, and workflow automation.

The practical distinction is automation. A business may want employee changes to connect with app access, device logistics, permissions, finance processes, or other systems. Rippling is designed for that kind of cross-system workflow rather than only storing employee records and running payroll.

Rippling’s current public pricing is quote-based. Products can be purchased separately alongside a required core platform; most products are billed per employee per month, while some include a monthly base fee. Request a quote that clearly separates:

  • Required core-platform fees
  • Payroll, benefits, time, recruiting, and other HR modules
  • IT, device, app-management, finance, or global-service modules
  • Implementation and migration charges
  • Employee minimums and any monthly base fees
  • Initial contract length, renewal pricing, and cancellation terms

Rippling can scale well when a company has outgrown disconnected HR and IT tools, but it is not sensible to compare an unbundled Rippling base figure with an all-in-one competitor’s total. Normalize the feature set first.

4. Justworks: best for a PEO model and benefits access

Justworks should be evaluated as a PEO-oriented service, not merely as another HRIS subscription. Pricing is based on active W-2 employees and varies by plan and user type. The important decision is therefore not just the monthly software charge. Compare the cost and value of outsourced support, benefits access, administrative responsibility, plan choices, and the change in your employer-services relationship.

Choose Justworks when the model is the point

Justworks makes sense when you want a provider to take a larger role in HR administration and benefits coordination. It is less appropriate if you only need inexpensive payroll software or want maximum control over a standalone HR stack. ADP RUN is a strong candidate for a small business that prioritizes payroll processing, tax filing, direct deposit, reporting, multi-jurisdiction payroll, compliance assistance, and access to live support. ADP presents packages for businesses with 1–49 employees, ranging from Essential Payroll through HR Pro Payroll & HR.

Depending on the package and selected services, ADP can extend into HR, recruiting, learning, time, retirement, health, and workers’ compensation capabilities. This breadth is useful for a business that wants an established payroll provider and may add services over time.

ADP does not publish one universal current price for every package and configuration on its comparison page. Ask for a written total-cost quote and specifically check setup fees, per-payroll-run charges, year-end services, tax filing, multi-state support, optional modules, employee minimums, contract length, and renewal terms.

ADP RUN is a better fit than a self-service-oriented alternative when payroll expertise and support are central buying criteria. It may be less attractive to a very small company that wants to compare plans entirely online before speaking with sales.

6. OnPay: best straightforward value alternative

OnPay is a credible option for a small business that wants payroll, HR tools, and benefits support in one service without the broader PEO structure of Justworks or the HR-and-IT scope of Rippling. OnPay advertises pricing starting at $49 per month plus $6 per employee per month and says it handles federal, state, and local taxes while providing payroll and HR support.

That starting structure makes OnPay easy to put beside Gusto in an initial price comparison. For 10 employees, the advertised formula comes to $109 per month before benefits premiums, implementation fees, or other extras. Confirm what is included in the specific package, particularly for multiple states, benefits administration, support, and unusual payroll requirements.

How to choose an HRIS: the seven questions that matter

1. Where are your workers, and how are they paid?

Start with payroll scope rather than feature count. Identify whether you have employees in one state or several, international employees, contractors, multiple pay rates, commissions, bonuses, hourly time tracking, or unusual pay schedules. Multi-jurisdiction and international requirements can change the shortlist more dramatically than a missing HR feature.

Ask each vendor to confirm support for every current state and worker type, and ask what happens if you hire in another state. A vendor’s general statement about tax filing is not the same as confirmation that your exact jurisdictions and registrations are supported.

2. How deep must core HR be?

List the employee-data functions you actually need: employee records, document storage, onboarding and offboarding, approval workflows, PTO, reporting, employee self-service, and compliance tools. If these are the center of your process, BambooHR deserves a serious comparison even if payroll is handled through an add-on or integration.

3. Do you need benefits administration or a PEO?

Separate three different needs:
