“Backup” in Windows 11 can mean several different features, and each fails for different reasons. Windows Backup uses a personal Microsoft account and OneDrive; File History uses an external drive or network location; legacy Backup and Restore uses its own backup sets and system-image tools. Start by identifying the feature that is failing, then follow the matching fix.
Identify which Windows 11 backup feature is failing

The modern Windows Backup app is not a full system-image utility. It does not create a complete offline copy of Windows or preserve every installed program. It mainly restores selected files, preferences, settings, and app information when you set up another Windows device. See Microsoft’s Windows Backup documentation for the current feature scope.
1. Fix the Windows Backup app
Check that you are using a personal Microsoft account
The Windows Backup app is intended for personal Microsoft accounts, such as an @outlook.com or @live.com address. Work and school accounts are not supported for this consumer backup workflow.
- Open Settings > Accounts > Your info.
- Check which account is connected.
- If you are using a local account, select Sign in with a Microsoft account instead and complete the sign-in process.
Open Windows Backup and enable the required options
Open Start, type backup, and select Windows Backup. You can also open Settings > Accounts > Windows backup.

Depending on your Windows build, the page includes options such as:
- Folders — synchronizes selected folders through OneDrive.
- Apps — enables Remember my apps.
- Settings — enables Remember my preferences.
Enable the required items and select Back up. If the button remains unavailable or an error appears, check OneDrive before changing Windows system settings.
Check OneDrive sign-in and available storage
Windows Backup depends on OneDrive for folder backup and some settings. Select the OneDrive cloud icon in the notification area and check for:
- An account sign-in prompt.
- A synchronization error.
- An account that has exceeded its Microsoft storage limit.
A free Microsoft account includes 5 GB of OneDrive storage. If the selected Desktop, Documents, Pictures, Music, or Videos folders contain more data than the remaining space, Windows cannot complete the upload. Find a blocked file or folder
One problematic item can prevent a protected folder from completing. Check the folders for these common restrictions:
- A file path that is 260 characters or longer.
- A file larger than 250 GB.
- Invalid characters in a file or folder name: \ : / * ? < > ” |.
- A name beginning with a space.
- A blocked or restricted file type.
- A folder or file for which your account lacks permission.
- A folder protected by an organization’s domain policy.
Shorten long paths, rename invalid items, move unsuitable files outside the protected folder, or correct the permissions. Microsoft lists further OneDrive restrictions and limitations.
2. Repair OneDrive folder backup
Windows Backup and OneDrive folder backup overlap, but they are not identical screens. To configure OneDrive’s folder protection:
- Select the OneDrive cloud icon in the notification area.
- Select Help & Settings, then Settings.
- Open the Sync and backup tab.
- Select Manage backup.
- Turn on the required folder and select Save changes.
The folders must be the local Windows folders that OneDrive is configured to protect. If the option is missing, OneDrive may not be signed in, may be controlled by an organization, or may need updating.

Fix a OneDrive permissions error
If OneDrive reports “You do not have access permissions to the item”, check the affected file:

- Open File Explorer.
- Right-click the file and select Properties.
- Open the Security tab.
- Select Edit under Groups or user names.
- Select your account and confirm that Full control is allowed.
- Select Apply, then OK.
- Restart Windows and retry the backup.
OneDrive folder protection is synchronization, not a complete local backup. It does not create a bootable Windows image, preserve every installed program, or provide a disconnected copy that ransomware cannot reach.
3. Fix File History when the drive is disconnected
If File History says “Reconnect Your File History Drive”, connect the configured external drive and wait for the next scheduled run. To start it immediately:
- Open Control Panel.
- Go to System and Security > File History.
- Select Run now.
For a network destination, open the same File History page and reselect the network location if its path or credentials have changed.

- Open Control Panel > System and Security > File History.
- Select Select drive.
- Choose the external drive or network location.
- Select OK.
- If prompted, choose whether to move the existing File History files or start fresh.
Before starting fresh, verify that the old destination does not contain the only usable copy of your files.
Make sure File History includes the missing folder
File History normally backs up libraries, including the default Documents, Pictures, Videos, and Music libraries. It does not automatically include every folder on the C: drive.
To add a separate folder, right-click it in File Explorer and select Show more options > Include in library. Also check that the destination has free space and that the drive letter or network path has not changed. A scheduled backup may not run immediately after a file changes, so use Run now when testing.
4. Troubleshoot Backup and Restore (Windows 7)
Backup and Restore (Windows 7) is a deprecated legacy component. Windows 11 may still expose it for compatibility and access to older backup sets, but it is not the modern Windows Backup app and is not Microsoft’s primary consumer backup workflow.

To look for it, open Control Panel > System and Security > Backup and Restore (Windows 7). Its presence and available options vary between Windows builds.
Restore files from an older backup
- Connect the external backup drive.
- Open Control Panel.
- Search Control Panel for backup.
- Select Backup and Restore (Windows 7).
- Select Select another backup to restore files from.
- Choose the external storage device and follow the restore wizard.
Restore a legacy system image
A system image is not normally restored from the standard Settings backup page. Use Windows Recovery Environment:

- Open Settings > System > Recovery.
- Under Advanced startup, select Restart now.
- Select Troubleshoot > Advanced options > System Image Recovery.
The exact recovery choices depend on the Windows build and whether a usable system image is detected.
5. Diagnose VSS errors
System-image and some Windows backup operations use the Volume Shadow Copy Service (VSS). VSS creates a consistent snapshot while applications are running. If one VSS writer or provider fails, the entire backup can fail even when the destination drive is healthy.
Check VSS writers immediately after the failure
- Search for Command Prompt.
- Right-click it and select Run as administrator.
- Run vssadmin list writers.
Look for a writer with a failed state or a nonzero last error. Run this command immediately after the backup fails because restarting services can reset the reported status.
Read the event logs
Open Event Viewer and inspect:
- Windows Logs > Application
- Windows Logs > System
Filter your attention to entries from VSS, Microsoft-Windows-Backup, SPP, and Service Control Manager. An event may identify an application writer such as SQL Server or Hyper-V. Microsoft documents cases involving Microsoft-Windows-Backup Event ID 521 and VSS error 0x800423F4.
If a particular application writer is named, update, repair, or restart that application before retrying. Do not apply server-specific registry fixes from unrelated VSS articles to Windows 11 automatically; for example, Microsoft’s swprv repair guidance addresses a specific older Windows Server problem.
6. Check the backup destination
A backup can fail because the destination is full, intermittently disconnecting, read-only, or logically damaged. Before retrying:
- Confirm that the drive appears in File Explorer.
- Create a test folder on it to verify write access.
- Check available free space.
- Try another USB port and cable.
- Remove USB hubs while diagnosing.
- Test another destination drive if one is available.
If the drive disconnects during copying, suspect the cable, USB power, port, hardware, or file system before changing backup settings.
Check the file system with CHKDSK
Open an elevated Command Prompt and substitute the correct drive letter:
chkdsk E: /f
The /f switch repairs logical file-system errors. If Windows cannot lock the volume, it will offer to run the check after restarting.

For a deeper scan that also checks for bad sectors, use:
chkdsk E: /r
/r includes /f and attempts to recover readable information from bad sectors. It can take considerably longer. Do not format or reinitialize the drive until existing backups have been copied or verified elsewhere; doing so can destroy File History data, legacy backup sets, and system images.
7. Repair Windows components
Install pending Windows updates and restart before running repair commands. If Windows Backup, File History, VSS, or related Control Panel components appear damaged, use Microsoft’s supported DISM-then-SFC sequence.
Open Command Prompt as administrator and run:
DISM.exe /Online /Cleanup-image /Restorehealth
After it completes successfully, run:
sfc /scannow
Leave the Command Prompt window open until verification reaches 100 percent. DISM repairs the Windows component store; SFC then checks protected system files and replaces corrupted files where possible.

Replace C:\RepairSource\Windows with a valid repair-source path. Do not use an arbitrary folder as the source.

A basic example is:
wbadmin start backup -backupTarget:E: -include:C: -allCritical -quiet

Important cautions:
- A command with specified parameters creates a VSS copy backup.
- A copy backup does not update normal scheduled-backup history.
- A backup to the same remote share for the same computer can overwrite the previous backup.
- If that operation then fails, both the old usable backup and the new usable backup may be unavailable.
- -addtarget with wbadmin enable backup can format a selected disk and permanently erase existing data.
Use wbadmin when you understand the destination and retention implications; it is not a risk-free replacement for clicking a backup button.
Recommended diagnostic order
- Identify whether the failure is Windows Backup, OneDrive, File History, or legacy Backup and Restore.
- Confirm the Microsoft account and OneDrive sign-in status.
- Check OneDrive storage capacity and synchronization errors.
- Check the destination connection, free space, and write access.
- For File History, reselect the drive and select Run now.
- For image or VSS failures, run vssadmin list writers.
- Review the Application and System logs in Event Viewer.
- Test the destination with chkdsk E: /f.
- Repair Windows with DISM followed by SFC.
- Retry the backup, then verify that files can actually be opened or restored.
Do not consider the problem solved merely because the backup job reports success. Open the destination, check recent files, and perform a test restore of at least one file. A backup that cannot be restored is not a usable backup.

Can a VSS error mean that the backup drive is fine?
Yes. VSS coordinates the backup software with Windows and application writers. A failed SQL Server, Hyper-V, or other application writer can abort the backup even when the external drive is healthy.
Should I format the backup drive if Windows cannot use it?
No—not until you have verified or copied any existing backups elsewhere. Formatting can destroy File History data, legacy backup sets, and system images. First test the cable, port, free space, write access, and file system.
Is System Restore a backup of personal files?
No. System Restore restores system files and settings using restore points. It is separate from personal-file backups such as File History, OneDrive folder backup, and Windows Backup.
