Microsoft Office Picture Manager is not included with Office 2013, Office 2016, Office 2019, Office 2021, Microsoft 365, or later Office desktop releases. Windows 10 and Windows 11 do not install it either.
Microsoft’s currently documented way to obtain the legacy program is to install it as an optional component of SharePoint Designer 2010. You do not need to install a complete Office suite first. The important part is choosing a custom installation and selecting only Picture Manager.
What you need before installing Picture Manager
- A Windows 10 or Windows 11 PC.
- Internet access to download SharePoint Designer 2010 from Microsoft.
- Administrator permission to install desktop software.
Use Microsoft’s Where is Picture Manager? support page as the starting point. Microsoft’s current instructions name SharePoint Designer 2010, not SharePoint Designer 2007. Old articles that point to Office 2007 downloads may lead to removed or unofficial download links.

When your browser displays the download prompt, select Run. If you select Save, wait for the executable to finish downloading and then open the saved
.exefile from your Downloads folder. -
Accept the license terms and select Continue.

At Choose the installation you want, select Customize. Do not choose the default installation if your goal is only Picture Manager.

In the feature list, expand Office Tools.

Select Microsoft Office Picture Manager.

Click the drop-down arrow beside Microsoft Office Picture Manager and choose Run from my computer.

Select Install Now and wait for setup to complete.
The Run from my computer setting is essential. If Picture Manager is left as Not Available, it will not be installed. Selecting the default installation can also install other SharePoint Designer components without explicitly enabling Picture Manager.

Open Picture Manager after setup
- Press the Windows key.
- Type Picture Manager.
- Select Microsoft Office Picture Manager from the search results.
You can also press Windows+R, type mspub? No—Picture Manager does not use that Publisher command. The reliable method is to find it from the Start menu by searching for its full name.
Once open, use File > Add Picture Shortcut to add the folder containing your images. Picture Manager uses folder shortcuts rather than automatically presenting your entire Pictures library in the same way as the Windows Photos app.

Does Picture Manager work on Windows 11?
Microsoft documents Picture Manager as a legacy component that can be installed separately. Its support article does not describe it as a current, actively supported Windows 11 or Windows 10 application. Therefore, installation may succeed, but Microsoft does not present it as a modern Windows feature with current development or support guarantees.

Windows 10 and Windows 11 include the Photos app, which Microsoft identifies as the successor to Picture Manager. Photos is an alternative, not an installer for Picture Manager. Installing or updating Photos will not add the old Office application.
Can you install Picture Manager from Office 2019, Office 2021, or Microsoft 365?
No. Installing or repairing Office 2019, Office 2021, Microsoft 365, or another Office release from 2013 onward does not restore Picture Manager. Microsoft’s documented cutoff is Office 2013 and later: Picture Manager is not included in those releases.
The separate SharePoint Designer 2010 procedure is therefore the relevant method when you specifically need the old application.

Is there a command-line installation method?
Microsoft’s current support instructions provide only a graphical installation procedure. They do not provide a Command Prompt, PowerShell, msiexec, registry, or other command-line method for installing Picture Manager. Follow the installer screens instead of relying on an undocumented command.

What if the installer conflicts with an existing Office installation?
SharePoint Designer 2010 is an older Microsoft installation package, so a PC with a newer Office installation may display compatibility or configuration messages. Do not remove Microsoft 365 or your current Office installation merely to try to expose Picture Manager. The Microsoft procedure treats SharePoint Designer 2010 as the separate installation source.
If setup refuses to continue, note the exact message, confirm that you downloaded the installer from Microsoft, and check whether your organization’s security policy blocks older desktop installers. On a work-managed PC, an administrator may need to approve the installation.

FAQ
Is Microsoft Office Picture Manager included in Windows 11?
No. Windows 11 does not include Picture Manager. Microsoft identifies the Photos app as its successor and documents Picture Manager as a separate legacy installation through SharePoint Designer 2010.
Can I install Picture Manager with Microsoft 365?
Not from the Microsoft 365 installer. Microsoft 365 and Office 2013 or later do not include Picture Manager. Microsoft’s documented installation source is SharePoint Designer 2010.
Should I download SharePoint Designer 2007 or 2010?
Use SharePoint Designer 2010. That is the version named in Microsoft’s current support instructions. Older 2007 download links are no longer the authoritative method.

Does installing the Windows Photos app install Picture Manager?
No. Photos is an alternative and Microsoft’s identified successor for Windows 10 and Windows 11. It does not install the legacy Office Picture Manager program.
