If you need to install Office without downloading the program files on every computer, Microsoft provides two supported approaches: the Microsoft 365 account-based offline installer and the Office Deployment Tool (ODT). Neither is a universal, official ISO download for Office 2016, Office 2019, or Microsoft 365 Apps.
Microsoft 365’s consumer offline package is delivered as O365HomePremRetail.img. For volume deployments, ODT downloads an Office source folder containing Click-to-Run files. Retail Office 2016 and Office 2019 installations are retrieved from the Microsoft account that owns or redeemed the license.
This guide explains which method applies to each edition, how to create reusable offline installation media, and why an offline installer does not remove the need for licensing or activation.

Before you begin: Office 2016 and 2019 support has ended
Office 2016 and Office 2019 reached end of support on October 14, 2025. Microsoft provides no extension and no Extended Security Updates for these products. Existing installations can continue to run, but they no longer receive normal security updates, bug fixes, or technical support.
This applies to the supported Windows desktop editions and applications covered by the product lifecycle, including Word, Excel, Outlook, PowerPoint, Access, Publisher, Project, and Visio. If you are setting up a new computer, consider Microsoft 365 Apps or a currently supported perpetual Office release instead of deploying an unsupported version.
Download the Microsoft 365 consumer offline installer
The Microsoft 365 account portal provides an offline installer for the subscription or account that supplies it. It is not a universal package that activates every Microsoft 365, Office 2019, or Office 2016 license.

- Open the Microsoft 365 account download page and select Install for your Microsoft 365 product.
- In the Install window, open the Choose a version drop-down list.
- Select Offline installer.
- Choose the installation language.
- Select Install and save the resulting
O365HomePremRetail.imgfile. - Double-click the
.imgfile in Windows to mount it as a virtual drive. - Open the mounted drive, then open its
Officefolder. - Run
Setup32.exefor 32-bit Office orSetup64.exefor 64-bit Office.
The image contains the Office installation files and can be copied to removable storage for use on another compatible computer. You need an internet connection to download the image, and Microsoft 365 activation normally requires internet access after installation.
After installation, update Office from an Office application:
Open an Office app → File → Account → Update Options → Update Now
Reinstall retail Office 2016 or Office 2019
Retail copies are linked to a Microsoft account after the product key is redeemed. The account, rather than the key, is used for later installations.

- Go to office.com/setup.
- Sign in with the Microsoft account you want to associate with the license.
- Enter the 25-character Office product key.
- Complete the redemption process.
- Use the same account for future installations.
If the product key was already redeemed
- Open the Microsoft account dashboard.
- Select Sign in and use the account associated with the Office purchase.
- From Overview, select Office apps.
- Locate Office 2016 or Office 2019.
- Select Install.
- Use the available language and bit-version options if you need to change those settings, then select Install again.
If the setup page says, “This product key has already been used,” the key has normally already been redeemed. Do not keep trying to redeem it. Sign in to the Microsoft account used during the original redemption.
Microsoft does not show the complete product key in Office or in the account dashboard. In an installed Office application, check the linked account at File → Account → Product Information. The account appears beside Belongs to.
Create a reusable offline source with the Office Deployment Tool
ODT is Microsoft’s supported method for downloading Office installation files to a local folder or network share. It is particularly useful for administrators installing Microsoft 365 Apps or Office 2019 volume editions on multiple computers.
Download ODT from Microsoft’s Download Center. The self-extracting package extracts files such as:

configuration.xmlThe ODT setup.exe is the deployment engine. The Office payload is downloaded separately, usually below an OfficeData directory. It is normal not to see a traditional, standalone Office installer executable in the downloaded payload.
ODT commands
Open an elevated Command Prompt, change to the folder containing ODT, and use these commands:
setup.exe /download configuration.xmlThis downloads the files defined in the XML file but does not install Office.
setup.exe /configure configuration.xmlThis installs or modifies Office using the XML configuration. If SourcePath is specified, ODT uses that source. Without it, ODT looks beside setup.exe and may fall back to the Office CDN.

setup.exe /helpThis displays ODT help. The older /packager mode is not a good basis for a new deployment: Microsoft deprecated the ability to create App-V packages for Microsoft 365 Apps on January 13, 2026.
Download Microsoft 365 Apps with ODT
The product ID must match the license assigned to the user or organization. A configuration that uses the wrong product ID can install successfully but fail activation.
The following example downloads 64-bit Microsoft 365 Apps for enterprise in English to C:OfficeSource:

Use the product ID for the actual assigned license, not merely the name shown in a third-party guide. Microsoft 365 Apps for business and Microsoft 365 Business Standard use business product IDs; many other plans use an enterprise product ID.

Download Office 2019 volume-license media with ODT
Office 2019 volume editions use Click-to-Run, not the older MSI technology. Valid primary product IDs include:

The required channel for Office Professional Plus 2019 and Office Standard 2019 is PerpetualVL2019, not Current or another Microsoft 365 channel.

Channel="PerpetualVL2019">Volume activation can use MAK, KMS, or Active Directory-based activation, depending on the organization’s licensing and infrastructure. A downloaded source does not provide a license or activation key.
Remove an older MSI installation during deployment
To remove supported MSI-based installations while deploying Office 2019, add:
<RemoveMSI />This can remove supported MSI-based Office, Visio, and Project installations from 2007, 2010, 2013, or 2016. It does not remove older Click-to-Run products. Those need an ODT Remove configuration or the normal uninstall process.
What about Office 2016 ISO downloads?
Office 2016 was distributed through both Click-to-Run and Windows Installer (MSI), depending on the edition and licensing channel. That is why there is no single ODT procedure that covers every Office 2016 copy.
For retail Office 2016, use the Microsoft account dashboard after redeeming the key. For volume licensing, use the organization’s licensed MSI media or its approved deployment source. Some Project and Visio scenarios use ODT Click-to-Run, but that does not create a generic Office 2016 ISO.
Do not install an Office 2016 MSI package beside Microsoft 365 Apps or Office 2019 Click-to-Run without checking compatibility. Office products must generally use compatible installation technologies, versions, update channels, and bitness. A 32-bit Office installation cannot be combined with a 64-bit Office, Project, or Visio installation.

The issue is often the installation technology rather than the product year. Microsoft 365 Apps, Office 2019, Office 2021, and Office LTSC use version number 16.0, while Office 2016 may be MSI or Click-to-Run.
Can you make an ISO from the downloaded files?
Yes, an organization can create an ISO as a container for a complete, licensed ODT source folder. Microsoft’s documented tools provide either the consumer .img image or an ODT folder tree; they do not provide a generic “download Office ISO” command.

After downloading the complete source to a folder such as C:Office2019Source, use Windows or an ISO-authoring utility to create an image from that folder. The resulting ISO is organization-created media, not a separate Microsoft-issued Office ISO.
Do not treat ISO files from unofficial download sites as equivalent to Microsoft media. Such downloads can be bundled with counterfeit or stolen product keys, unauthorized reinstallation media, or modified files. Verify the source and license before using any Office image.

Microsoft 365 Apps
You can download the program files once and install them later without downloading the payload again. However, Microsoft 365 activation depends on the assigned subscription and normally requires an internet connection. Shared-computer activation also requires users to connect periodically to obtain and renew licensing tokens.
For a supported shared computer, the ODT configuration can include:

Office 2019 volume licensing
After the files are downloaded, Office 2019 can be installed and activated without internet access when the organization has an appropriate offline activation method, such as KMS, MAK, or Active Directory-based activation. The required license and activation infrastructure must still be available.

Troubleshoot common offline-installation problems
ODT appears to do nothing
setup.exe /download may show little or no progress. Check the configured source location for:
OfficeDataODT returns to the command prompt after downloading. If the expected files are missing, inspect the ODT logs in %temp%.
There is no obvious Office installer executable
This is normal for Click-to-Run. The downloaded payload contains files such as .cab and .dat. The ODT setup.exe remains the deployment engine. Use:
setup.exe /configure configuration.xmlThe product installs but will not activate
Check the product ID, account, and license. An incorrect Microsoft 365 product ID can prevent activation. For retail Office, sign in with the account that redeemed the key. In Office, check File → Account → Product Information → Belongs to.

Make sure the source files are in the expected location and that SourcePath points to the parent source directory. It should point to C:Office2019Source, for example—not to C:Office2019SourceOffice or C:Office2019SourceOfficeData.

Wrong bitness or incompatible existing Office
Use the same 32-bit or 64-bit architecture as compatible Office products already installed. Mixed bitness is unsupported. Also check whether an existing installation uses MSI or Click-to-Run before deploying another Office product.
DownloadPath causes an error
When DownloadPath is used, the configuration must also specify a Version. ODT still requires network connectivity when running in download mode, even if the source is another network location.
Bottom line
There is no current, universal Microsoft ISO for Office 2016, Office 2019, or Microsoft 365 Apps. Use the method that matches your license:

office.com/setup, then install from the associated Microsoft account. - Volume Office 2019: use ODT to download a reusable Click-to-Run source and install it with
/configure. - Office 2016 volume licensing: use the organization’s correct MSI or approved Click-to-Run media.
You can package an ODT source folder into an ISO for internal use, but it remains your organization’s container and does not change the licensing, activation, or support status of Office.
FAQ
Does Microsoft provide an Office 2019 ISO?
Microsoft does not provide a generic public Office 2019 ISO in its current retail or volume-license workflow. Retail users install from the Microsoft account dashboard, while volume customers use ODT to download a Click-to-Run source folder.
Is the Microsoft 365 offline installer an ISO?
The consumer offline installer is normally an .img file named O365HomePremRetail.img. Windows mounts it as a virtual drive, but Microsoft does not present it as a generic ISO that activates any Office license.
Can Office be installed without internet access?
The Office files can be downloaded once and installed later offline. Microsoft 365 activation normally requires internet access, while Office 2019 volume editions can use offline activation methods such as KMS, MAK, or Active Directory-based activation.

What does setup.exe /download do?
It downloads the Office files specified in an ODT XML configuration. It does not install Office. Use setup.exe /configure configuration.xml to install from the downloaded source.
Why does my ODT folder not contain a normal Office installer?
ODT downloads a Click-to-Run payload, commonly including .cab and .dat files under OfficeData. The ODT setup.exe is the deployment engine, not a conventional standalone Office setup package.
Can I use an Office 2016 product key to install Office 2019?
No. A product key is tied to its specific Office entitlement. Redeem or install it through the Microsoft account associated with that product, and do not assume that an offline image supports a different Office release.
Can Office 2016 MSI be installed beside Microsoft 365 Apps?
It is commonly blocked because MSI and Click-to-Run installations use incompatible technologies and shared components. Check Microsoft’s coexistence rules, including installation technology, version, update channel, and 32-bit or 64-bit architecture.
Is Office 2016 still supported?

Use the Microsoft 365 .img installer for supported consumer subscriptions, the Microsoft account dashboard for retail Office, and ODT for volume deployments. If you create an ISO from ODT files, it is simply your own licensed installation container; it is not a universal Microsoft Office ISO.
