Microsoft is expanding what Copilot can do on Copilot+ PCs, with announced features that combine local files, Windows actions and on-device models with cloud AI. But Microsoft’s new RTX Spark systems—including Surface Laptop Ultra—are being promoted as “builder PCs,” not under the Copilot+ name. That is a difference in product branding and positioning, not proof that the machines lack the earlier Copilot+ requirements or cannot run related features.

What new AI features is Microsoft adding to Copilot+ PCs?

In its October 7, 2026 Windows announcement, Microsoft described a “hybrid intelligence” approach: Copilot can route suitable work between models running on the PC and models in the cloud. The company outlined three capabilities for Copilot on Copilot+ PCs:

  • Local context: With permission, Copilot can use relevant files and recent activity on the PC.
  • Local actions: Copilot can help carry out tasks across Windows, including organizing files, checking device diagnostics, troubleshooting, coding and workflows.
  • Local models: Copilot can use models running on the PC for appropriate tasks while also drawing on cloud intelligence.

Microsoft says these Copilot experiences will begin rolling out on Copilot+ PCs “in the coming months.” Availability and timing may vary by device, market and silicon platform, so the announcement does not mean the features are already available on every Copilot+ PC.

Microsoft also said Copilot+ PCs handle more than 2 trillion local inferences per month across experiences such as search, imaging and video calls. That is Microsoft’s reported figure, not an independently audited usage measurement. The company additionally claimed that more than 40% of laptops being built for business are Copilot+ PCs; the announcement did not give a separate methodology for that figure.

Which other Windows AI and developer tools did Microsoft announce?

Some October announcements extend beyond consumer Copilot features and remain planned or preview-stage rather than generally available:

  • GitHub HydraFusion: Microsoft said it will be extended to route work to local models, with an experimental preview planned for later in October 2026 in the GitHub Copilot app, CLI and Visual Studio Code.
  • Windows ML: Microsoft announced llama.cpp support in this runtime for deploying models across GPU, NPU and CPU.
  • Windows agent setup for mini PCs: Microsoft said it will include a native Windows gateway for OpenClaw and integration with Microsoft Execution Containers for sandboxing. The company also described planned Entra and Agent 365 controls for agent activity; these are Microsoft product statements, not independent security assessments.

Microsoft’s model announcements include MAI Code 1.1 Flash, which it describes as a 137-billion-parameter model with 6.8 billion active parameters, a 256K context window and a local implementation using 3-bit precision. It also named DeepSeek V4 Flash at 284 billion parameters among models running locally on RTX Spark. These are vendor-reported model specifications and availability details.

Why aren’t RTX Spark laptops using the Copilot+ name?

The timeline explains the apparent contradiction. On May 31, 2026, Microsoft said PCs with NVIDIA RTX Spark would “join the Copilot+ PC category,” describing systems with both NPUs and GPUs. In a September 24 Windows Central interview, however, Microsoft Surface Corporate Vice President Brett Ostrum said of newer Surface PCs: “these are not called Copilot+ PCs. They do meet all the requirements of our previous bar for what Copilot+ devices are. We still lean into the narrative around AI on the edge and being able to have a hybrid solution out there.” Windows Central also reported that NVIDIA had not used Copilot+ PC branding for the RTX Spark platform.

Microsoft’s October launch materials foreground “builder PCs,” RTX Spark and hybrid intelligence, and describe Surface Laptop Ultra as built around RTX Spark. The evidence supports a distinction in naming and product positioning. It does not establish that Microsoft has abolished the Copilot+ category or that RTX Spark devices cannot use Copilot+ features. Windows Central’s broader interpretation of why the branding is changing is reporting analysis; Ostrum’s quoted remarks are the direct evidence about the name.

What is RTX Spark, and what has Microsoft announced?

Microsoft’s June ecosystem announcement describes RTX Spark as an Arm-based AI superchip developed with MediaTek and Microsoft for local personal AI agents on Windows laptops and compact desktops. Microsoft and NVIDIA’s October materials identify Surface Laptop Ultra as an RTX Spark laptop and name Microsoft Surface, ASUS, Dell, HP, Lenovo and MSI among PC makers working with the platform. Microsoft’s May and June announcements also named planned compact desktops from vendors including Acer and Gigabyte; these announcements alone do not establish that every model is available to buy.

Surface Laptop Ultra

Microsoft’s announced specifications for Surface Laptop Ultra include an NVIDIA Blackwell RTX GPU with up to 6,144 cores, an NVIDIA Grace CPU with up to 20 cores, and up to 128 GB of unified memory. Microsoft says the system can run models exceeding 120 billion parameters locally and describes performance of up to one petaflop of AI compute. Memory is shared and varies by configuration; these are vendor specifications, not independent benchmark results.

Microsoft also announced a desk-based developer system built around the platform. It is a separate product from the laptop and was announced for U.S.-only pre-order through Microsoft.com.

Microsoft’s October announcement also describes local use of MAI Code 1.1 Flash and other models on RTX Spark, including an upcoming NVIDIA Nemotron model and DeepSeek V4 Flash. It says HydraFusion will route tasks to local models when appropriate and describes local coding, image-generation and video-generation workflows. Named models, model sizes, context windows and rollout status are vendor announcements and can change.

How should buyers compare Copilot+ PCs and RTX Spark systems?

The labels point to different positioning, not a simple test of whether a PC has AI. Copilot+ is Microsoft’s everyday AI PC category; RTX Spark is being used to position higher-compute systems for demanding local AI and creation. The comparison below reflects what Microsoft has announced, not a guarantee that every device in either group has identical capabilities.

For a specific purchase, compare the exact PC configuration, software support, model compatibility, battery and form factor, price and current availability. The Copilot+ label alone should not be treated as a complete specification for local AI capability.

How strong are Microsoft’s RTX Spark performance claims?

Microsoft reported comparisons of RTX Spark systems against a 16-inch MacBook Pro with M5 Pro: up to 2.1 times faster time to first token, 4.3 times faster AI image generation and 6.2 times faster AI video generation. Microsoft said these tests used preproduction machines in September 2026 and provided workload and software details in footnotes. They are commissioned vendor test results tied to specified tasks, not broad independent benchmarks or a guarantee of results for every application.

Likewise, the claims of models exceeding 120 billion parameters fitting locally and up to one petaflop describe Microsoft’s announced platform and configuration capabilities. They should not be read as a promise that every RTX Spark laptop ships with the same memory, performance or software setup.
