For both users to create and edit files, each needs an account with an eligible Office licence, or the second person must receive a shareable Microsoft 365 Family benefit. Each person should sign in with their own account.
What matters: the licence, not just the computer
Installing Office on a shared PC and licensing the people who use it are separate issues. Microsoft says each person who uses Microsoft 365 or Office on a device must have an account associated with a licence. A second person who signs in without an associated subscription can view and print files, but cannot create or edit them. Microsoft’s sign-in guidance explains this distinction.
For Microsoft 365 subscribers, the apps can be installed on devices and signed in on up to five devices at once per person, according to Microsoft Support. That device allowance does not give other people a licence: each user still needs their own entitlement. See Microsoft’s installation guidance.
Which Office option covers a second user?

How to share Microsoft 365 Family
- The subscription owner opens Microsoft 365 subscription sharing management and chooses to share the subscription.
- Invite the other person using their Microsoft account. They need to accept the invitation and join the owner’s family group.
- On the shared computer, have each person sign in to Office with their own account. Microsoft’s sharing instructions cover the invitation process.
Sharing provides the other person with their own subscription benefit; it is not the same as letting them use the owner’s login. Microsoft 365 Family supports sharing with up to five other people, subject to the family-group requirement.
If the second person can open files but cannot edit
That behavior is consistent with Microsoft’s stated limits for someone who signs in without a subscription: viewing and printing are available, but creating and editing are not. Have that person check which account is signed in and whether it has an eligible licence or accepted Family share. For a work or school account, ask the administrator to verify that desktop-app access is assigned to that specific user.
