Starlink satellites may be able to reach a location even when Starlink cannot offer service there. A satellite footprint is only one part of availability: service also depends on Starlink’s authorization to operate in the relevant jurisdiction, whether service can be ordered at the specific address, and any separate rules for installing or using the equipment. Check Starlink’s availability map first, then verify the rules that apply to your country and intended use.

Why satellite coverage does not guarantee Starlink service

Satellite coverage is a technical question: can the network serve a location? Availability is also a commercial and regulatory question: is Starlink authorized to offer the service there, and can it take orders for that location and service type?

Starlink’s availability map distinguishes areas where service is available from areas that are pending. Its pending-status wording is “Pending service coverage or regulatory approval.” That makes regulatory approval one possible reason for a pending area; it does not establish which specific permission is outstanding in a particular country.

In practical terms, availability depends on several separate checks:

  • Satellite reach: whether the network can technically serve the area.
  • Jurisdictional authorization: whether Starlink has the governmental approvals needed to provide the service in that country or territory.
  • Orderability at the address: whether Starlink currently offers a service category and plan for the particular location.
  • Installation and use rules: whether local property, building, permitting, or mobility requirements allow the intended setup.

These checks are related, but none substitutes for the others. A satellite signal overhead does not prove that service can be ordered, and an orderable residential service does not establish permission to use a terminal on a moving vehicle or vessel.

What spectrum rules and local licensing can mean

There is not one global “Starlink spectrum license” that answers every country’s availability question. Depending on the jurisdiction and the service, the relevant legal questions may include spectrum rights, approval of user terminals, telecommunications authorization, or permission to provide service in that market. These can be distinct issues, and the exact names, agencies, and procedures vary by country.

Starlink’s terms state that required governmental authorizations must be obtained and maintained. That establishes the general authorization condition, but it does not identify every applicable license or provide a complete country-by-country list of approved frequencies. For a specific country, use the current records or guidance of its national communications regulator rather than inferring permission from satellite coverage or approval in a neighboring market.

How to check whether Starlink is available where you are

  1. Check the service address on Starlink’s availability map. Enter the location where the terminal will be used and note the status and service options shown. A country-level impression is not a substitute for the address-level result.
  2. Read the current Starlink terms for the relevant country or region. Confirm the authorization condition and any terms that apply to the service you intend to order.
  3. Check the national communications regulator’s current information. Look for the rules or authorization records that apply to satellite internet service and user terminals in that jurisdiction. If the records do not clearly cover your intended service, do not assume that map coverage settles the legal question.
  4. Check property and installation requirements. For a rooftop, rented home, business site, or shared building, confirm applicable building codes, zoning, permits, lease terms, landlord or owner approval, and association rules.
  5. Check the exact use category if the terminal will move. Verify that the specific kit and service are approved for the country and type of use, rather than relying on a residential availability result.

Why an address can matter even in an approved country

A country’s general authorization status does not necessarily mean every address can place an order on the same terms. Starlink’s map asks users to check availability and plans for their service area, so the result at the intended address is the practical starting point for ordering. Plans and service categories may differ by location.

Interpret the map as an availability check, not as a full legal opinion. A result indicating that service can be ordered does not remove separate obligations tied to the property or the way the service will be used.

Stationary installation and use while moving are different cases

For a fixed installation, Starlink’s terms place responsibility on customers to comply with applicable building, zoning, association, lease, owner-approval, and permitting requirements. A service being available at a property does not itself grant permission to mount equipment on a roof or shared structure.

In-motion use has additional limits. Starlink’s terms restrict it to designated kits and countries or uses with the required approvals. Starlink says eligible plans may serve international waters, while use on land and in territorial waters depends on local government approval. A residential plan or an available address therefore does not establish authorization for use in a moving vehicle, boat, or aircraft.

What buying a Starlink kit does—and does not—establish

A Starlink kit is receiving equipment, including a user terminal, Wi-Fi router, power supply, and mount. Buying the hardware does not itself provide the governmental authorization required for service, confirm that Starlink will accept an order for a particular address, or satisfy installation rules. Check service availability and applicable local requirements before treating ownership of a kit as proof that it can legally and practically be used.

What a cross-country answer can establish

The general rule is clear: technical reach, permission to provide service, address-level orderability, and permission for a particular installation or mobile use are separate questions. The exact spectrum authorization and licensing requirements cannot be determined without naming a country and checking its current regulator information. Map statuses and rules can change, so confirm both when making a purchase or deployment decision.
