Software development techniques organize how a team specifies, builds, tests, releases, and maintains software. Software development management coordinates that work: setting priorities, defining responsibilities, managing scope and risk, and keeping stakeholders involved. The right approach depends on how stable the requirements are, how costly change would be, and how often users can review working software—not on which method is most fashionable.

What software development techniques and management mean

The software development life cycle (SDLC) describes the activities involved in creating and maintaining software. Common activities include understanding requirements, designing a solution, implementing it, testing it, deploying it, and maintaining it. The SDLC is a lifecycle, not a single mandatory sequence: a team can move through these activities in ordered phases or revisit them in repeated cycles. IBM describes the SDLC as “a structured and iterative methodology used by development teams to build, deliver and maintain high-quality and cost-effective software systems.” IBM’s SDLC overview explains the lifecycle and its models.

In this context, software development techniques can refer to the process models, engineering practices, and team workflows used to carry out that lifecycle. Management is the coordination around the work: deciding what matters most, agreeing on scope and timing, assigning responsibilities, handling risks and dependencies, and communicating with stakeholders.

These areas overlap, but they are not interchangeable. The Project Management Institute distinguishes project-management methodology, which guides the project manager’s work, from product methodology, which guides how product requirements, architecture, testing, and other development details are produced. A team therefore needs both a way to build the product and a way to coordinate the project around it. PMI’s explanation of product methodologies discusses the distinction.

How Waterfall and Agile organize the work

Waterfall and Agile are useful contrasting approaches, but they are better understood as tendencies on a spectrum than as a choice between two rigid templates. The California Department of Technology compares Waterfall’s fixed scope and estimated resources and time with Agile’s fixed resources and time and estimated scope. Its comparison also contrasts major delivery after sequential phases with incremental development. The California Department of Technology’s comparison provides the basis for these distinctions.

Decision area Predictive or Waterfall tendency Adaptive or Agile tendency
Requirements Define and approve much of the scope before execution. Refine understanding as work and feedback progress.
Delivery Deliver the main product after sequential phases. Deliver functional increments over repeated cycles.
Planning Create a more detailed longer-term plan before execution. Continue planning as the team learns.
Change Changes after phase sign-off can be more disruptive. Expect change and incorporate it through reprioritization.
Stakeholder input Concentrate input around definition and review points. Use frequent collaboration and feedback where possible.
Signals of fit Stable needs, formal approvals, and predictable constraints. Uncertain or changing needs, accessible stakeholders, and value from incremental delivery.

Waterfall: plan and proceed through phases

Waterfall is a predictive, sequential approach. Teams typically define and approve requirements and plan phases up front, then move through the work in order. That structure can suit projects where needs and approvals are stable and where formal planning matters. The trade-off is that a change discovered late may affect work already completed or approved, making it harder to absorb.

Agile: learn and adapt in increments

Agile is adaptive and iterative. Teams work in short cycles, seek feedback, and deliver increments so they can adjust as they learn more about user needs. It is particularly useful when requirements may evolve, but it depends on meaningful collaboration and timely access to stakeholders. Microsoft Learn describes Agile development as an iterative approach that emphasizes collaboration and customer feedback. Microsoft’s Agile development overview provides further explanation.

How Scrum and Kanban fit

Scrum and Kanban are ways to organize Agile work; neither is a synonym for the whole SDLC. The team still needs to address requirements, design, implementation, testing, deployment, and maintenance regardless of its workflow. IBM’s SDLC overview discusses both approaches as ways of organizing development work.

Scrum uses time-boxed sprints

In Scrum, work is organized into time-boxed sprints. A team selects work for a sprint, focuses on completing it, and uses regular review and planning points to inspect progress and adapt. This creates a recurring planning rhythm; it does not eliminate the need to test or maintain what the team delivers.

Kanban makes ongoing work visible

Kanban represents tasks on a visible board and supports managing work as a continuous flow. This can help a team see what is in progress and prioritize or move work without organizing every item into a sprint. A board is useful only if it reflects the real state of work and the team uses it to coordinate decisions.

How to choose an approach for a project

Choose based on project conditions, not the label. Consider where uncertainty lies, how expensive changes would be, what governance or documentation is required, whether stakeholders can review working results, and how the team can deliver tested increments. The California Department of Technology presents Waterfall and Agile as ends of a spectrum, allowing teams to tailor their practices to the work.

  1. Identify the main uncertainty. Determine whether the biggest unknown is user needs, technology, external approvals, dependencies, or delivery constraints.
  2. Clarify decision-making and feedback. Establish who can set priorities and how often users or stakeholders can review working results.
  3. Set the planning rhythm. Favor more upfront baselining when requirements and approvals must be stable. Use shorter feedback cycles when learning about the product is central.
  4. Make work and risk visible. Use a cadence and workflow that help the team see priorities, progress, dependencies, and risks. Scrum commonly uses sprints; Kanban makes ongoing work visible.
  5. Plan the whole lifecycle. Include design, testing, release, and maintenance rather than treating coding as the entire project.
  6. Reassess as evidence changes. Adjust the process when assumptions change; a methodology label by itself does not ensure good delivery.

What good development management coordinates
