To add AI code review to a GitHub pull request, request GitHub Copilot as a reviewer on a PR, then choose whether reviews should run automatically for new pull requests, draft PRs, and later pushes. Start with a manual request to see how its feedback fits your process; keep human approvals and deterministic checks in place while you assess it.
Request Copilot on a pull request
On GitHub.com, open the pull request and select Request beside Copilot in the Reviewers panel. This is the simplest way to try a review before enabling automatic coverage.
From the GitHub CLI, use one command for a new pull request or another for an existing one:
gh pr create --reviewer @copilot
gh pr edit PR-NUMBER --add-reviewer @copilot
Replace PR-NUMBER with the pull request number. The REST API can also request a review using the reviewer identity copilot-pull-request-reviewer[bot]. GitHub says reviews commonly take less than 30 seconds; this is an indicative vendor statement, not a service-level guarantee. See GitHub’s code review instructions.

Choose when reviews run
Copilot does not automatically review every pull request by default. Repository owners and organization owners can configure automatic reviews for eligible repositories and users. User settings and rulesets are separate configuration routes, and either can enable a review. Check your organization’s current policy and billing settings because eligibility and plan availability vary.
New and draft pull requests
The basic automatic-review trigger runs when a pull request is opened, or the first time a draft pull request becomes open. Separate controls can enable reviews while a pull request remains a draft.
New pushes
Enable the option to review new pushes if you want another review after commits are added. Without it, a pull request is generally reviewed once; later changes may need a manual review request. This distinction matters if your team expects AI feedback on revisions, not only on the initial submission.

GitHub’s current documentation says automatic reviews of pull requests authored by members without a Copilot license require the organization or enterprise to enable that usage. Consult GitHub’s overview of Copilot code review for current trigger, policy, and eligibility details.

Repository instructions help align reviews with local conventions and priorities. Add .github/copilot-instructions.md for repository-wide guidance, such as architectural context or areas reviewers should scrutinize. For rules that apply only to certain files, use .github/instructions/**/*.instructions.md.
Copilot can also use AGENTS.md; GitHub’s instructions say it reads CLAUDE.md, GEMINI.md, and REVIEW.md when present. These custom instructions and skills are taken from the pull request’s head branch—the branch containing the proposed changes—so updates to that branch affect the context available for its review.

For additional context, repository-level agent skills and configured MCP servers can connect reviews to relevant systems such as issue trackers, documentation, service catalogs, or incident tools. A PR description containing identifiers recognized by a configured MCP server can help signal which context is relevant. GitHub and Playwright MCP servers are documented as enabled by default, but repository administrators can change MCP settings.
Select review effort and keep coverage boundaries in view
GitHub offers two review-effort levels. Choose based on the change’s complexity and risk; the descriptions indicate intended use, not a measured accuracy comparison.

GitHub notes that larger pull requests and custom instructions generally increase consumption. The estimates are not fixed prices, and model changes can affect them.

Copilot does not review every file type. GitHub’s overview lists dependency-management files such as package.json and Gemfile.lock, log files, and SVG files among exclusions. Preserve the checks that cover those files and the rest of your codebase, including tests, linting, static analysis, and human review by code owners where appropriate.
Keep AI feedback separate from merge approval
By default, Copilot submits a Comment review, not an approval or a change request, and its comment does not satisfy required approvals. A review may include an approval assessment, but that assessment is not itself an approval. As GitHub stated on September 1, 2026, “An approval assessment alone does not count toward merge requirements.”
Administrators can enable Copilot approvals at enterprise, organization, and repository levels, and repository administrators can limit which paths may count. GitHub’s September 1, 2026 announcement describes actual approvals as a public preview. A new commit after an approval dismisses it, as with a human approval. Keep human approval requirements intact unless administrators have deliberately decided which repositories and paths are suitable for AI approval.

Plan for usage and billing
Copilot code review has two possible cost components: AI Credits for model interactions and GitHub Actions minutes for agentic context gathering and tool use. GitHub’s documentation estimates the per-review AI cost shown above; those estimates exclude Actions minutes. For users without a plan that includes code review, GitHub says enabled use is billed directly to the organization or enterprise as paid additional usage. Automatic review consumption is attributed to the pull request author, while manually requested reviews are attributed to the requesting user, subject to documented bot and billing exceptions.
In a billing announcement dated April 27, 2026, GitHub said that starting June 1, 2026, code reviews on private repositories would consume Actions minutes in addition to AI Credits; private-repository usage beyond included minutes is billed at standard Actions rates. The announcement says Actions minutes for public repositories remain free. Check current account billing, budgets, usage reports, plan entitlements, and Copilot policy settings before expanding automatic reviews: rates and allowances can change.
