Apple has reportedly restricted several ad-tech companies on devices running iOS 27, but the available reporting does not establish a complete list, the criteria for inclusion, or the current status of each company. AdExchanger reported on October 2, 2026, citing two sources familiar with WebKit changes, that a remotely maintained list could affect hundreds of vendors. That makes the story consequential for publishers—but it does not prove that every named company is blameless or that Apple’s restrictions are justified.
Which ad-tech companies did Apple reportedly block?
AdExchanger named The Trade Desk and its Unified ID 2.0 initiative, LiveRamp, ID5, Permutive, and Audigent among firms reportedly affected on Apple devices running iOS 27. The publication attributed the details to two unnamed sources with direct knowledge of WebKit changes.
Those names should be treated as reported, not as an independently confirmed or exhaustive list. AdExchanger said it could not access or document the complete list. The story also described a difference between being on a potential list and being actively blocked, so its reporting does not establish that every named vendor was experiencing the same restriction at the time of publication.
How is the reported restriction supposed to work?
According to AdExchanger’s sources, Apple was moving beyond an initial group of vendors to a dynamic list maintained remotely. Apple devices would regularly consult the list, potentially allowing a vendor to be added or removed without waiting for a new iOS release. The sources said vendors might not know whether they were on the potential list or actively blocked.

Why could a WebKit restriction matter to publishers?

Smaller publishers can be more exposed to changes in tracking and targeting. In its 2025 decision on Apple’s App Tracking Transparency (ATT) system, France’s Autorité de la concurrence said smaller publishers depended more on third-party data and had less first-party data or access to alternative targeting options. That finding concerns ATT, not the later reported WebKit list. It is relevant context for potential exposure, not proof that the reported iOS 27 actions have caused financial harm.
What is established—and what is not—about fairness?
The “innocent victims” characterization goes beyond what the available evidence establishes. The reporting describes companies as potentially excluded, but it does not demonstrate that all affected firms are innocent, explain Apple’s criteria, or show that every restriction lacks a valid privacy or security basis. Nor does the existence of a privacy rationale, by itself, establish that a particular restriction is proportionate.

To assess the reported actions, readers would need answers to distinct questions:
- Purpose: What privacy or security risk is Apple seeking to address?
- Scope: What specific behavior or technology triggers a restriction, and how broadly is it applied?
- Evidence: What process supports adding a vendor, and can the decision be reviewed?
- Notice and challenge: Does a vendor learn why it was restricted and have a route to contest or remedy the decision?

What regulators have said about Apple’s other advertising and privacy decisions
France’s ATT decision addressed consent design, not the WebKit list
In Decision 25-D-02, dated March 31, 2025, France’s Autorité de la concurrence found that “the design and implementation of the ATT prompt were neither necessary for nor proportionate with Apple’s privacy protection objectives.” The authority said publishers subject to data-protection requirements needed a further consent window, while the ATT design made refusal possible in one action and required a second confirmation to consent. It imposed a €150 million fine. The authority’s decision is under appeal at the Paris Court of Appeal.
That is a regulator’s finding about ATT’s consent prompt and implementation. It is not a ruling on the separate iOS 27 WebKit restrictions reported in 2026.

The EU gatekeeper decision addressed Apple Ads’ market role
On February 5, 2026, the European Commission decided that Apple Ads and Apple Maps should not be designated as gatekeeper services under the Digital Markets Act. It concluded that the services were not important gateways for business users to reach end users and cited Apple Ads’ very limited scale in the EU online advertising sector. That decision concerns the legal test for DMA gatekeeper designation; it does not determine whether the reported WebKit vendor restrictions are fair or lawful.
What do Apple’s fraud figures show?
Apple reported that in 2025 it prevented more than $2.2 billion in potentially fraudulent transactions, rejected more than 2 million app submissions, and terminated 193,000 developer accounts over fraud concerns. Those are Apple’s company-reported annual App Store enforcement totals. They help explain Apple’s stated focus on platform safety, but they are not measurements of ad-tech vendor enforcement and do not establish whether any particular WebKit restriction is warranted.
What remains unknown
- The complete list of vendors affected, and which are actively blocked rather than only potentially listed.
- Apple’s criteria, evidence, and company-specific reasons for adding or removing a vendor.
- The present status of the named firms and the practical effect on publishers using their services.
- Whether vendors receive notice and have a formal way to appeal or resolve a restriction.
Until those details are public, the most accurate conclusion is limited: trade-press sources describe a potentially broad, remotely maintained WebKit restriction system, while the full scope and justification remain unverified.
