If an AI agent can do more than its task requires—or has taken an unexpected action—limit its ability to act, check what it did and what systems it could affect, then correct the permissions and safeguards. Don’t rely on telling the model to stop: restrict the tool or authorization in the application or connected service.
How do I stop an AI agent from taking unexpected actions?
Use your system’s incident-response process and control the agent through the application or downstream service, not through a prompt alone. The right first change depends on whether harmful activity is ongoing and how the agent is deployed.
- Contain the relevant access. Disable or narrow the tool, integration, account, or permission that enables the unexpected action. If abuse is active or impact is continuing, disable or revoke the affected authorization through the relevant system. Otherwise, identify the affected scope and constrain it carefully rather than revoking every credential indiscriminately. The mechanics depend on the downstream service. OWASP’s AI Agent Security Cheat Sheet recommends minimizing permissions and limiting undesirable actions.
- Review available activity records. Check the agent’s decisions, tool calls and results, inputs and outputs available in the audit trail, authorization outcomes, and downstream effects. Look for unusual call frequency, elevated privileges, or repeated attempts to bypass approval. Preserve useful evidence while protecting secrets and avoiding unnecessary sensitive content in logs.
- Assess possible impact. Identify the connected systems, records, messages, and actions that may have been affected. OWASP emphasizes auditability and monitoring, but does not prescribe one forensic procedure or log-retention period for every deployment.
- Correct the controls before restoring access. Remove unnecessary functions, narrow credentials, enforce permissions independently of the model, and add approval gates where an operation has serious consequences.
- Set boundaries and watch for recurrence. Use limits on actions, rate, cost, retries, and tool-chain length; alert on anomalous behavior; and test changes to tools, memory, and integrations against adversarial inputs.
Why can an agent with too much access cause harm?
OWASP describes Excessive Agency in LLM06:2025 as “the vulnerability that enables damaging actions to be performed in response to unexpected, ambiguous or manipulated outputs from an LLM, regardless of what is causing the LLM to malfunction.” It identifies three contributing conditions: excessive functionality, excessive permissions, and excessive autonomy.
Possible triggers include hallucination or confabulation, a poorly performing model, direct or indirect prompt injection, compromised extensions or peer agents, and poorly engineered prompts. These are possibilities, not a diagnosis of a particular incident. Use logs and downstream evidence to establish what happened.

Example: an email agent that can send
An agent asked only to read email may also have a send-message tool and credentials with send permission. An injected email or unexpected model output could prompt it to send a message. The risk comes from the combination of an unnecessary capability, permission to use it, and autonomy to act without review. OWASP’s recommended direction is to use read-only capabilities when they meet the task, narrowly scoped credentials, human review for sending, and rate limits. How do I limit an AI agent’s permissions?
Reduce authority at both layers: the tools the agent can call and the permissions the connected application or service grants. A narrow tool is not enough if its account has broad access; a restricted account is not enough if the agent has unnecessary tools that can expose or alter data.

- Grant only task-required functions. Remove dormant integrations and broad capabilities. Prefer a narrow operation designed for the task over an open-ended shell or URL-fetching tool when a constrained function will work.
- Scope credentials to the task and user. Use minimum necessary permissions and user-scoped authorization where appropriate, rather than broad shared identities or wildcard access.
- Enforce authorization outside the model. Check access in application logic or the downstream service. A system prompt or model-generated rationale is not an access-control boundary.
- Put high-impact actions behind approval. Require human review for actions that are irreversible, externally visible, financial, administrative, or destructive. Validate approval independently and bind it to the specific operation being approved, so it cannot be reused for a different action.

How should I monitor the agent without exposing more data?
Record enough security metadata to reconstruct activity: tool calls and results, authorization decisions, relevant agent inputs and outputs, and unusual action patterns. Alert on unexpected call volume, privilege changes, repeated approval failures, or activity outside the agent’s expected task. Keep logs useful but restrained: do not record credentials, tokens, or unnecessary sensitive content in plain text. Monitoring, rate limits, and bounded retries can help reveal or limit damage, but they do not replace least privilege or independent authorization.

- Test direct and indirect prompt-injection scenarios, especially content the agent retrieves from email, web pages, documents, or other untrusted sources. Treat that material as untrusted input, validate tool inputs, and never let model decisions substitute for access control.
- Review permissions whenever tools, integrations, memory, or the agent’s task change; remove capabilities that are no longer required.
- Bound the number and rate of actions, retries, and chained tool calls, and set cost limits where applicable.
- Require operation-specific review for consequential actions and independently verify that the approved operation matches the one being executed.
- Monitor authorization outcomes and unusual behavior, while minimizing sensitive information retained in logs.
OWASP’s guidance supports these controls, but does not define a universal incident sequence, credential-revocation procedure, or log-retention period. Follow the policies and technical procedures for the specific agent and connected services.
