A semiconductor process does not move directly from a promising lab result into a production fab. It typically passes through basic and applied research, pathfinding and prototyping, pilot-line evaluation, and scale-up. Each stage asks a harder question: not only whether the process can work, but whether it can be integrated, measured, repeated, qualified, and sustained in a manufacturing environment.
This is a roadmap rather than a universal checklist. Stages may overlap, and development can take place in universities, national laboratories, company fabs, shared research centers, or foundries. The details and acceptance criteria are often proprietary.
How does a semiconductor process go from the lab to a fab?
The Semiconductor Industry Association describes five broad phases of semiconductor innovation before production. As a technology advances, teams generally narrow the field of candidates while taking on greater investment and risk; only a small share of innovations reach production.
- Basic research: Fundamental, often precompetitive work expands scientific and engineering knowledge. Findings may be shared; national laboratories are one setting identified by the SIA.
- Applied research: Researchers test concepts against more specific technical aims, building on basic findings. This work may occur in academia or industry and may become proprietary.
- Pathfinding and prototyping: Teams assess whether a concept is viable and make a small number of working semiconductors that meet selected criteria. The goal is to learn whether the idea could become useful, not to produce at commercial scale.
- Piloting: The process is exercised using manufacturing-like equipment and integrated fabrication steps. Teams study interactions, measurements, and repeatability under more realistic conditions.
- Scaling to volume production: A receiving manufacturer adapts, integrates, and qualifies the process within its products, equipment, quality systems, and operating practices before expanding output.
These phases describe a common progression, not a rigid sequence that every process follows. The SIA’s account of the phases is available in its report on semiconductor innovation.

What is a semiconductor pilot line?
A pilot line bridges exploratory research and commercial production. It gives researchers and industrial partners access to manufacturing-like tools, materials, process integration, and measurement so they can evaluate a process in a setting more representative than an isolated laboratory experiment.
Imec describes its NanoIC pilot line as enabling technology testing before transition to high-volume production at commercial foundries. Its facility supports research involving new materials, process steps, and modules. Imec’s 2026 inauguration release describes a cleanroom capacity of over 12,000 m²; that is a facility figure, not a measure of production-fab capacity. See imec’s NanoIC pilot-line information.
Piloting does not itself certify that a technology is ready for manufacturing. A process still has to fit into a complete manufacturable flow and be transferred to a production fab or foundry, where equipment, process conditions, design rules, quality systems, and customer needs may differ. NIST describes validation, integration, and transfer as central to commercial-scale advanced-packaging manufacturing in its program announcement.

How do chipmakers test a new manufacturing process?
“Does it work?” breaks into several separate questions. Pilot-line work gathers evidence to answer them together rather than relying on a single successful demonstration.

- Can the result be measured reliably? Metrology and characterization help distinguish process behavior from measurement uncertainty.
- Does the process fit with adjacent steps? Integration work tests how a new module interacts with upstream and downstream parts of the fabrication flow.
- Are defects and variability understood? Wafer-level results, roughness, uniformity, and defectivity help reveal whether behavior is controllable and repeatable.
- Can a manufacturer transfer and scale it? Validation has to support operation in a commercial environment, not merely a successful lab result.
NIST’s 2026 discussion of manufacturing excellence also identifies process and equipment innovation, in-line metrology for process control, and data analytics. It places those capabilities alongside ecosystem coordination, fab profitability, design-for-manufacturing and R&D, workplace culture, and customer trust. What does a pilot-line evaluation look like?
An example announced by imec on October 1, 2026, is the evaluation of AlixLabs’ atomic layer etch pitch-splitting process in the NanoIC pilot line. The work combines the process with imec’s lithography, process integration, and metrology capabilities.

In the announced approach, imec prepares line-and-space structures. AlixLabs develops and assesses the process first on coupons, then transfers selected conditions to full wafers. The processed wafers return to imec for characterization. Measurements include critical dimension and its uniformity, line-edge and line-width roughness, pitch walking, profile and recess, and stochastic defectivity. The imec announcement describes an evaluation; it does not establish universal pass/fail limits or show that the process has entered high-volume deployment.
The progression from coupons to full wafers illustrates how an isolated process experiment can move toward integrated, wafer-level evaluation. It also shows why a pilot result must be interpreted in context: measurements and selected conditions provide evidence, but do not alone prove that a receiving manufacturer can sustain production.

Why does transfer and scale-up take more work?
A lab result may depend on a narrow experimental setup, a limited number of samples, or conditions that are difficult to reproduce. Production calls for a process that can be integrated with surrounding steps, controlled through measurement, run on production equipment, and sustained at acceptable yield, reliability, cost, and throughput.

The receiving organization also needs practical means to operate and support the process. Depending on the technology and manufacturer, that can involve process documentation, equipment qualification, trained staff, materials and supply-chain support, and agreement on how performance will be monitored. These needs follow from the work of validation, integration, and transfer; there is no single readiness checklist established for every process.
In the AlixLabs evaluation, imec describes further integration, equipment qualification, and engagement with semiconductor manufacturers as next steps toward the longer-term objective of high-volume manufacturing deployment. An evaluation announcement is therefore evidence of ongoing development, not proof of volume production.

There is no universal time-to-volume schedule or yield threshold established for all semiconductor processes. Readiness depends on the technology and the receiving manufacturer’s requirements. A useful way to judge progress is to ask whether the evidence covers the physical result, measurement reliability, integration with the full flow, variability and defects, and the receiving organization’s ability to qualify and sustain the process.

When comparing pilot-line programs or development routes, focus on the capabilities relevant to the intended transfer:
- Available equipment and wafer scale.
- Which process modules and adjacent steps can be integrated.
- Metrology and defect-characterization capabilities.
- Access to industrial partners and a route to commercial foundries.
- The validation and transfer evidence required by the intended receiving manufacturer.
These dimensions help frame a comparison, but they do not rank pilot lines by themselves. The specific process and its eventual manufacturing partner determine which capabilities matter most.
