To decide whether an AI model is ready for production, test the complete system in conditions that closely match its intended use—not just on a general benchmark. Define who will use it and who may be affected, measure task performance and relevant risks, validate the integrated workflow, and set monitoring and response procedures before launch. NIST’s voluntary AI Risk Management Framework offers a lifecycle structure for this work, but it does not prescribe universal pass/fail thresholds.

What does “ready for production” mean?

Readiness is a decision about a specific system in a specific setting, not a permanent property of a model or a score on a benchmark. A model can perform well on a test set and still fail when inputs, users, workflows, or operating constraints differ from the test conditions.

Start by defining the intended purpose, users, affected people, workflow, system boundaries, and operating conditions. Record what happens if an output is wrong, delayed, unavailable, or misunderstood. Those consequences determine which performance measures and trustworthiness risks matter. NIST organizes its voluntary AI RMF around four functions—Govern, Map, Measure, and Manage—and applies them across the AI lifecycle. It is guidance, not a certification or a guarantee of trustworthiness: NIST AI Risk Management Framework.

Set the evidence and decision criteria before testing

Translate the intended use into measurable performance and assurance criteria before looking at results. Document the test data, metrics, methods, and tools, and decide what evidence would support a launch, a limited pilot, additional mitigation, or a no-go decision. Include uncertainty and comparisons to relevant benchmarks rather than reporting a single result without context.

NIST recommends rigorous testing and performance assessment with measures of uncertainty, benchmark comparisons, and documented results. Its guidance does not set universal thresholds, sample sizes, or test durations; establish those for the particular use and organizational risk tolerance. See the NIST AI RMF Core.

Build tests that resemble deployment

Use test scenarios, inputs, workflows, and populations that approximate the conditions in which the system will operate. A benchmark can help compare candidates, but it cannot by itself establish that results will generalize to a different operating context.

  • Represent the actual setting: Include expected input variation, workflow constraints, and relevant users or affected populations.
  • Look beyond aggregate results: Where population differences could affect performance or impact, analyze results by relevant groups rather than relying only on an overall average.
  • Protect human participants: If people are subjects of the evaluation, follow applicable human-subject protections and make the sample representative of the relevant population.
  • Record the test conditions: Preserve the test sets, methods, tools, and metrics so results can be interpreted and compared.

The NIST AI RMF Core calls for documented evaluation and attention to whether test conditions represent deployment.

Evaluate the whole risk profile, not accuracy alone

Choose measures that reflect the system’s intended task, then assess relevant trustworthiness properties alongside task performance. The right set depends on the use; not every property carries equal weight in every deployment.

  • Validity and reliability: Does the system perform the intended task consistently under expected conditions?
  • Generalization and robustness: How does it behave when inputs or operating conditions vary, and what are its documented limits?
  • Safety and failure behavior: Does it fail safely when it encounters situations outside its knowledge or intended scope?
  • Security and resilience: Can it withstand relevant threats and continue to behave appropriately under disruption?
  • Privacy and fairness: Could use or outputs expose sensitive information or cause uneven impacts?
  • Transparency and accountability: Can users interpret outputs appropriately, and can the organization understand, review, and take responsibility for system behavior?

Document contexts for which the system was not designed, as well as uncertainty and limitations in the evidence. Involve domain experts and, where appropriate, users, affected communities, independent assessors, or reviewers who were not among the front-line developers. NIST’s framework describes these trustworthiness concerns and evaluation activities across the lifecycle: AI Risk Management Framework and AI RMF Core.

Validate integration and choose deployment scope

Model-only results do not demonstrate that the end-to-end workflow is ready. Validate the integrated system in its intended production environment, including how it interacts with existing systems and how people use its outputs. Assess organizational change, user experience, recalibration needs, and applicable legal, regulatory, and ethical requirements.

If evidence is incomplete or risk exceeds tolerance, a limited pilot with clear controls may help gather evidence before broader deployment. The pilot design should fit the system and setting; NIST’s lifecycle guidance supports piloting and production integration but does not prescribe one universal pilot format. See NIST AI RMF 1.0.

Compare candidate models on equal terms

Test candidates on the same task and deployment-representative conditions. Consider these dimensions together rather than collapsing them into a universal score:

Comparison dimension What to examine
Task performance and uncertainty Measures tied to intended use, uncertainty in results, and comparisons with relevant benchmarks.

The sources do not provide a single weighting formula. Set minimums and trade-offs according to the intended use and risk tolerance, and document the rationale for the choice.

Plan monitoring and response before launch

Pre-deployment evaluation is not permanent proof that a system will remain suitable. Before launch, define how the organization will detect changes in performance or input distributions, incidents, errors, emerging risks, and user concerns. Assign responsibility for review and response, and establish escalation, recovery, updates, and removal from production where appropriate.

  • Schedule regular testing and reassessment during operation.
  • Track incidents, errors, distribution shifts, and feedback from users.
  • Provide human override or an appeal route when the use case calls for one.
  • Define how changes to the model or workflow are reviewed and how the system can be rolled back or decommissioned.

NIST states that “AI systems should be tested before their deployment and regularly while in operation.” Its lifecycle guidance covers operational monitoring, incident response, and change management: NIST AI RMF Core and AI RMF 1.0. The NIST AI Resource Center also provides TEVV resources and tools to support implementation.
