Claude Code does not have one universal token cap. What limits you depends first on how you signed in: a Claude subscription has plan-usage allowances, Anthropic Console/API access has token and request throughput limits plus spending controls, and cloud-provider access is governed by that provider’s account. Identify your route before diagnosing a stop or estimating cost.

Which Claude Code account or provider are you using?

Claude Code can authenticate through a Claude subscription, the Anthropic Console/API, or a third-party cloud provider such as Amazon Bedrock or Google Cloud’s Agent Platform. Those routes have different meters and billing sources. The Claude Code authentication documentation describes the provider options.

Third-party cloud provider Usage is billed to the cloud account and subject to its billing controls. Check that provider’s billing console.

Subscription usage is not an API invoice, and an API rate limit is not a subscription allowance. Plan terms, seat tier, model, and actual workload all affect how much work a subscription allowance supports, so a fixed number of prompts or coding hours does not apply to everyone.

How do Claude Code subscription limits work?

On Pro and Max, /usage shows plan-usage bars and a breakdown, rather than an API bill. Team and Enterprise seat allowances use rolling five-hour and weekly windows and are shared across Claude Code, Claude chat, and Cowork. Available usage varies with the seat tier and how the products are used; consult the current plan display rather than relying on a universal request count. The subscription usage summary is based on local session history, so it is approximate and does not include usage from other devices or claude.ai. If a request for plan usage is rate-limited, the command may show a last-known snapshot instead of a fresh reading. It is therefore useful for orientation, but it is not a complete account-wide ledger.

How do Anthropic API rate limits work?

API rate limits control throughput, not total monthly spend. Anthropic measures Messages API limits by model class in three dimensions: requests per minute (RPM), input tokens per minute (ITPM), and output tokens per minute (OTPM). The applicable values depend on the organization’s usage tier, model class, and account settings. New or low-history organizations may have lower limits than published standard tier values; the organization’s live Rate limits page is the account-specific reference. RPM, ITPM, and OTPM are separate constraints

  • RPM: how many requests the organization can make in a minute.
  • ITPM: input-token throughput, subject to the documented caching rules below.
  • OTPM: output-token throughput.

A request can be throttled by any applicable dimension. A high request count is not required: large inputs or outputs can exhaust token throughput even when request volume is modest.

Limits replenish continuously, so bursts can still be throttled

Anthropic describes enforcement using token buckets that replenish continuously up to a maximum capacity, rather than simple fixed minute blocks. For example, a nominal 60 RPM may be enforced at roughly one request per second; a sudden burst can trigger throttling even if the longer-window average is below 60 requests a minute. A sharp traffic ramp can also produce an acceleration-limit 429 response.

Standard rate-limit errors use HTTP 429 and include a retry-after value. Response headers can also report limits, remaining capacity, and reset details. When available, those response details are more useful for diagnosing a specific throttle than assuming it means a monthly spend cap has been reached.

Cached input tokens generally do not count toward ITPM

For most Claude models, only uncached input tokens count toward the API’s ITPM limit. Anthropic documents an exception for Claude Haiku 3.5, where cache-read input tokens also count. Model-specific cache and rate-limit policies can change, so check the current API documentation for the model you are using.

How do I check Claude Code token usage and cost?

Run /usage for the current route’s view

In Claude Code, enter /usage. For API access, the Session section reports session token counts and a local dollar estimate. For subscription access, the command shows plan-usage bars and a breakdown instead. Session totals reset when you use /clear. The command’s display and its limitations are covered in Anthropic’s cost documentation.

Use Claude Console for authoritative API billing

Claude Code calculates its API dollar figure locally from token counts and list pricing, unless an administrator has configured contract rates through managed settings. Anthropic says that number is an estimate, not the billing source of truth. Confirm API charges on the Claude Console Usage page; administrators can also set workspace spend limits. Use the Rate limits page for current throughput values and headroom.

Use the cloud account for third-party billing

If Claude Code is configured through a cloud provider, its usage is billed and managed in that provider’s billing system, not as an Anthropic API invoice. Check the relevant provider console for charges and account controls.

How can you keep API costs within a budget?

For print mode, the CLI flag claude -p --max-budget-usd <amount> sets a maximum budget based on Claude Code’s client-side cost estimate. Treat it as a guardrail, not an exact billing ceiling: the estimate can differ from the final charge. Verify actual API spend in Claude Console, and ask an organization administrator about workspace spend limits when applicable. Anthropic documents the flag in its cost controls guidance.

Anthropic’s current Claude Code cost page gives enterprise-deployment estimates of around $13 per developer per active day and $150–250 per developer per month, and says 90% of users in those deployments are below $30 per active day. These are broad deployment estimates reported by Anthropic, not subscription prices, API rate limits, or a forecast for an individual developer; actual individual costs vary widely.

Why did Claude Code stop letting me work?

Start by identifying the authentication route and the exact signal shown. A subscription usage bar, an API 429, and a billing or spend-cap notice describe different constraints.

  • Subscription route: inspect /usage for the plan-usage display. Remember that Team and Enterprise usage is shared with Claude chat and Cowork and operates on rolling windows.
  • Anthropic API route: for HTTP 429, inspect retry-after and response headers, then compare the affected RPM, ITPM, or OTPM dimension with the Console’s Rate limits page. A 429 can indicate throughput throttling or an acceleration limit; it does not by itself prove a monthly budget was exhausted.
  • API spending concern: check the Console Usage page for billing, and ask an administrator whether a workspace or organization spend limit applies.
  • Cloud-provider route: inspect that provider’s billing and quota controls.

Because plan allowances, API limits, and cloud billing are separate systems, the most reliable diagnosis comes from the usage display or billing console belonging to the route you actually configured. Current account settings take precedence over generic figures in documentation.
