Google crawling, indexing, and ranking are three separate stages. Crawling is discovering and fetching a URL; indexing is analyzing and potentially storing its content; ranking is selecting results from the index for a particular search. A page can be crawled but not indexed, or indexed without appearing for the query you care about.
What happens at each stage?
Crawling: Google discovers and fetches a URL
Google does not keep a central registry of every web page. It can learn about a URL from a page it already knows, a link on another page, or a sitemap. Googlebot may then fetch it. Google’s systems decide which sites to crawl, how often to return, and how many pages to fetch, taking site responses and the need to avoid overloading servers into account. Google can also render pages and run JavaScript while crawling. Google’s guide to how Search works explains the process.
Access can be limited by robots.txt rules, login requirements, network problems, or server errors. A sitemap can help Google discover URLs, but it does not compel Google to crawl them.
Indexing: Google analyzes and may store what it fetched
After fetching a page, Google analyzes its text, relevant page attributes, and media. It may identify similar or duplicate URLs and choose one representative—the canonical URL—to include in the index. Signals considered can include HTTPS, redirects, sitemap inclusion, and rel="canonical" annotations. Google makes the canonical choice; a publisher’s preferred URL is not an absolute guarantee.

Not every fetched page is indexed. Google identifies low-quality content, noindex directives, and technical or design obstacles as possible reasons a page may not be included. Google’s canonicalization documentation describes how it handles duplicate URLs.
Ranking and serving: Google matches indexed pages to a query
When someone searches, Google looks through its index for pages that match the query and serves results it considers relevant and high quality. Its ranking systems use many factors, and results can vary with context such as location, language, and device. Ranking is programmatic; Google says it does not accept payment to rank pages higher. Being indexed does not guarantee that a page will appear for a particular search. It may not be relevant enough, may not meet quality expectations, or may be affected by other serving rules. Index status and search visibility answer different questions.

Each stage has a different question and a different set of possible obstacles:

Google’s crawling troubleshooting guide covers availability, URLs that are not being crawled, crawl efficiency, and overcrawling. Search Console can help inspect a URL and understand page visibility. Requesting a recrawl or submitting a sitemap does not guarantee inclusion or a particular timeline; Google’s crawling and indexing FAQ explains these limits.
Robots.txt and noindex do different jobs
Use the control that matches your goal. robots.txt controls whether a crawler can access a URL; a noindex directive tells Google not to include accessible content in its index. Blocking a URL from crawling with robots.txt does not itself guarantee that the URL will be excluded from search results, because Google may still know the URL from elsewhere. A practical way to diagnose a missing page
- Check discovery: Use Search Console’s URL Inspection tool to inspect the page, and confirm that it is linked from a page Google can reach or included in a sitemap.
- Check fetch access: Review robots.txt, authentication, network access, server responses, and availability. Googlebot must be able to fetch the page to analyze it.
- Check index eligibility and canonicalization: Look for a noindex directive, technical obstacles, and duplicate URLs. Confirm which URL Google treats as canonical rather than assuming it selected the address you prefer.
- If indexed, check the search itself: Consider whether the page directly satisfies the query and whether the result may differ by location, language, or device.
Google does not guarantee that it will crawl, index, or serve a page, even when it follows the Search Essentials. Each stage is a separate decision, so diagnose the stage that matches the symptom rather than treating every visibility problem as a crawling issue.
