AI agent orchestration is the control logic that decides what an agent does next, which tools or specialists it can use, what information they receive, and when the workflow is finished. It matters because those decisions shape an AI system’s reliability, security, traceability, and cost—not just its ability to produce an answer.
How AI agent orchestration works
An orchestrated run is a control loop. An application prepares input for an agent; the agent responds with a result, a request to use a tool, or a transfer to another agent. The orchestration layer decides what happens next, executes permitted work, and continues until the agent returns a final result or the workflow pauses, fails, or requires approval. OpenAI describes the agent runtime and continuation choices in its running agents documentation.
- Prepare the input. Supply the current task and only the relevant context, state, and available tools.
- Choose the next action. Application code may follow a fixed route, the model may select among allowed actions, or the system may combine both.
- Execute and validate. Run an authorized tool call or pass bounded work to a specialist; inspect the result before continuing.
- Continue, pause, or finish. Return control to the current agent, hand it to another agent, request human review, or stop when the work is complete.
- Carry state forward deliberately. Choose how history and session state persist between turns or resume after a pause.
The key design decision is not whether a workflow is “AI-driven” or “code-driven.” It is which choices the model may make and which the application must constrain, validate, log, or route for approval. Fixed code paths are easier to make explicit; model-directed routing can adapt to open-ended requests. Many systems use both. Which orchestration pattern fits the task?
Choose a pattern based on dependencies, parallelism, and who should own the final response. These patterns can be combined in one workflow.

Sequential and concurrent workflows
Sequential orchestration is the straightforward choice when one stage needs the output of another. Concurrent orchestration can reduce unnecessary waiting when tasks are independent, but the system still needs a deliberate merge rule: decide how to reconcile disagreement, handle a missing result, and determine whether one failed check should block completion. Microsoft outlines both shapes in its multi-agent patterns guide.
Manager-and-specialist versus handoff
These patterns differ mainly in control ownership. In a manager pattern, specialists act like tools: they return bounded work and the manager remains responsible for the response. In a handoff, the specialist becomes the active agent for that branch. OpenAI’s orchestration guidance covers both arrangements. Use the manager pattern when a central agent should integrate the pieces; use a handoff when the specialist should carry the interaction forward.

Group chat and dynamic planning
A group chat needs a defined rule for choosing who speaks next; otherwise, participation can become difficult to control. Dynamic planning gives a manager more latitude to break down and revise work, which is useful when a task has no predetermined route. That flexibility also adds planning and coordination overhead, making it a poor fit for simple, deterministic, or time-sensitive tasks. Microsoft describes group chat and dynamic planning among its orchestration patterns.
Why orchestration matters
Orchestration makes responsibilities across agents, tools, and systems explicit. It determines what information crosses a boundary, which components can take external actions, how conflicting results are handled, where a person can intervene, and what an operator can inspect when a run goes wrong. Those decisions affect reliability, security, user experience, and debugging. Microsoft’s architecture guide and Copilot Studio guidance discuss these design concerns.

More agents do not automatically make a system better. Each added boundary can mean more prompts, context transfers, traces, permissions to manage, and opportunities for error. OpenAI puts the simplest starting point plainly: “Start with one agent whenever you can.” Add a specialist when it provides a concrete benefit—such as distinct expertise, tools, policy boundaries, prompt clarity, or a reusable responsibility—not just because a task can be divided.
Design state and context explicitly
Choose where state lives
Multi-turn workflows need a defined way to preserve and resume state. Application-managed history, SDK sessions, and server-managed conversation or response identifiers are distinct approaches. Select one intentionally and reconcile it with other state sources; mixing strategies without coordination can duplicate context. The available continuation mechanisms are described in OpenAI’s runtime documentation.

Set the context passed to specialists
A downstream agent should receive the information needed for its task, not an automatic dump of everything the upstream agent knows. Define the handoff payload and verify whether conversation history is actually included; do not assume it is. Typed payloads or schemas can help validate important boundaries. - Limit access. Give each agent and tool only the permissions its task requires. A connected specialist may have permissions the parent agent does not, so delegation must not become a way around the parent’s restrictions.
- Gate consequential actions. Require human approval where an action is high-impact or requires judgment, and provide a way to pause or escalate.
- Check more than the final answer. Apply relevant policy and safety checks to inputs, tool calls and responses, intermediate outputs, and the final result.
- Define failure behavior. Decide what happens when a tool or agent fails, returns incomplete work, conflicts with another result, or exceeds the task’s authorization.

Distinguish tool access from agent messaging
For connected systems, tool and data access is different from agent-to-agent coordination. Microsoft describes the Model Context Protocol (MCP) as a way to connect agents to tools and data, and Agent-to-Agent (A2A) as a way for agents on different platforms to exchange messages using published capabilities and task contracts. They address complementary architectural needs, not interchangeable ones. See Microsoft’s multi-agent patterns guide.
Trace runs so failures can be diagnosed
A conventional stack trace may not explain why an AI workflow took a particular path. Record enough to follow the run: agent invocations, parent and specialist session relationships, relevant prompt and tool paths, retrieved context, state transitions, errors, and usage. This helps distinguish a faulty decision from missing context, a failed tool, or an unexpected handoff. Microsoft discusses audit and monitoring in its Copilot Studio guidance; Anthropic’s architecture guide also describes observability for agent systems.
How to choose an orchestration design
Before selecting a framework or adding agents, answer these questions for the workflow you actually need to run:
- Is the route known in advance, or must it adapt to the task?
- Which stages depend on earlier results, and which can run in parallel?
- Should a manager own the final response, or should a specialist take over a branch?
- What state persists, what context crosses each boundary, and how does a paused run resume?
- Which tools and permissions does each agent need, and which actions require approval?
- How will the system handle errors, conflicting outputs, cancellation, and escalation?
- Can operators trace and audit the path through agents, tools, and state changes?
- Does the expected capability or governance benefit justify the added coordination and debugging work?
Architecture guidance can help compare these designs, but it does not establish a universal performance or cost winner. The right choice depends on the workflow, its controls, and the overhead the application can support.

Begin with the simplest workflow that meets the need. Keep a single agent if it can do the job clearly and safely. Add a fixed sequence for dependent stages, parallel work for genuinely independent checks, or a bounded specialist when a distinct capability or policy boundary warrants it. Define state, payloads, permissions, approvals, and tracing as part of the workflow—not as afterthoughts.
