Before an AI agent changes cloud infrastructure, check the exact impact, the identity and permissions it will use, the independent controls that constrain it, whether the action needs human approval, and whether the full change can be audited afterward. Treat the agent’s explanation as useful context—not proof that its proposed action is safe.
1. Map the change and its blast radius
Review the actual proposed operations, not just the agent’s summary. Identify what will be created, modified, exposed, or deleted, and where the change will run. The same review applies whether the agent acts through infrastructure-as-code (IaC), a cloud API, or an orchestration tool; the interface does not change the consequences of the operation.
- Scope: Record the affected account, subscription, or project, plus the environment and specific resources.
- Dependencies: Check connected services, network boundaries, data stores, and workloads that may be affected indirectly.
- Outcome: Compare the proposed end state with the requested result. Look for side effects, policy exceptions, or changes beyond the request.
- Consequences: Escalate deletion, sensitive-data exposure, privilege changes, and other hard-to-reverse or high-impact operations for closer review.
Agents can take autonomous, multistep actions through tools, so a seemingly small request may lead to a wider set of operations. Microsoft identifies excessive agency and prompt injection that drives an agent to act as agent-specific risks. Microsoft’s AI agent shared responsibility model also distinguishes responsibility by deployment model; its allocation details should not be assumed to apply to other providers.
2. Verify the effective identity and permissions
Determine which identity performs each operation and what it can reach in practice. The effective permission set may include delegated credentials, assumed roles, tool permissions, and cross-account or cross-project access—not merely the role named in a deployment file.

- Use an identity dedicated to the agent where practical, and make its activity distinguishable from human activity in logs.
- Grant only the permissions and resource scope needed for the task; use temporary access where practical.
- Trace delegated and chained access paths to see whether they expand the agent’s reach beyond the immediate environment.
- Review privilege changes separately: an agent that can grant permissions may be able to widen its own or another identity’s access.
AWS recommends clear trust boundaries and separation between agent and human permissions. See its agent identity and permission management guidance and guidance on separating agent and human user permissions. Microsoft likewise describes least privilege for agents in Microsoft Entra Agent ID guidance.
For Google Cloud specifically, use the smallest IAM scope that meets the task, and prefer narrower predefined or custom roles over basic roles in production when they are suitable. Google warns that broad service account impersonation can create access paths to resources outside the immediate project. 3. Enforce guardrails outside the agent
Put authorization and policy enforcement in controls that do not depend on the agent following its instructions. Prompts, explanations, and model refusals are not reliable substitutes for platform- or pipeline-enforced boundaries. AWS’s guidance is to enforce security with deterministic, infrastructure-level controls external to the agent’s reasoning loop.
- Use the platform’s authorization mechanisms to limit which operations the agent’s identity can perform.
- Apply deployment-pipeline or infrastructure policy checks to the proposed change, independently of the model’s judgment.
- Ensure blocked operations remain blocked even if the agent is prompted to perform them or offers a plausible justification.
This principle applies across providers and tools, while the exact policy mechanisms differ by platform. AWS describes it in Four security principles for agentic AI systems.

4. Match approval to consequence and reversibility
Require prior approval for high-consequence or difficult-to-reverse actions, such as deleting critical resources, exposing sensitive data, or changing access boundaries. The reviewer should be named and accountable, and should be able to understand the proposed effect rather than approve a vague agent summary.
There is no single approval model for every operation. For routine, tightly bounded actions, post-action review may be appropriate only when independent preventive controls and ongoing evaluation show that the workflow is reliable. Requiring approval for every low-risk action can overwhelm reviewers and encourage rubber-stamping. AWS frames the decision plainly: “The agent recommends, and a human approves or rejects.” Its agentic AI security guidance discusses both high-consequence human decisions and approval fatigue.

5. Make the change traceable after deployment
An investigation should be able to connect what was proposed with what was approved and what the cloud actually did. Preserve a chain of evidence linking the source change, commit or run, reviewer, agent identity, deployment execution, and resulting cloud API activity.
- Record the proposed change and its source, such as the relevant commit or deployment run.
- Retain the approval decision and identify the accountable approver.
- Correlate CI/CD history with provider audit events that show the operations performed by the agent identity.
- Protect logs against alteration, and monitor for unexpected activity after deployment.
- Verify that the resulting infrastructure matches the intended state; define how to reduce or revoke access if it does not.
For Google Cloud, Google recommends correlating CI/CD records with Cloud Audit Logs to help determine why a deployment occurred and who approved it; review allow-policy changes in those logs as well. See Google’s service account security guidance.

Review checklist
- List the exact resources to be created, modified, exposed, or deleted, and the account, subscription, project, and environment involved.
- Compare the proposed result with the request; identify side effects, dependencies, and policy exceptions.
- Identify the identity for every operation and confirm that agent activity is attributable and distinct from human activity.
- Trace effective permissions across roles, delegated credentials, tools, and cross-boundary access; narrow scope and duration where practical.
- Confirm authorization and policy checks are enforced independently of the agent’s instructions.
- Decide which operations require prior approval, and make the accountable approver responsible for understanding the proposed impact.
- Confirm the source change, execution, approval, agent identity, and cloud audit events can be correlated, with logs protected from alteration.
- Plan post-deployment verification, monitoring, and a way to revoke or reduce access if the change behaves unexpectedly.
