Do not assume the Google search antitrust ruling has already changed your Google Ads prices, reach, or campaign performance. The December 5, 2025 final judgment limits certain exclusive distribution arrangements, requires specified data sharing with certain competitors, and requires Google to offer search and search text ad syndication to qualifying competitors. It does not establish that ordinary advertisers have a new place to buy ads or that existing Google Ads auctions have changed.
For now, advertisers should preserve a useful performance baseline, verify any claim of newly available Google search ad inventory, and distinguish measured campaign changes from predictions about what the remedies may do.
What the search judgment changes—and what it does not establish
The U.S. Department of Justice’s September 2, 2025 summary says the remedies bar Google from certain exclusive contracts involving the distribution of Google Search, Chrome, Google Assistant, and the Gemini app. They also require Google to make specified search index and user-interaction data available to certain competitors and to offer search and search text ad syndication to qualifying competitors. The court’s final judgment, filed December 5, 2025, sets the legal terms for those remedies.

The underlying liability ruling was about Google’s conduct in general search and search advertising, not a finding that a particular advertiser’s campaign will now perform differently. The DOJ’s summary says the district court found Google violated Section 2 of the Sherman Act through monopolization. The court wrote, “Google is a monopolist, and it has acted as one to maintain its monopoly.” That is a statement of the court’s liability finding, not a forecast of campaign results.

The case’s timeline also helps put the remedies in context: the DOJ says the liability bench trial began in September 2023 and lasted nine weeks; the remedies trial took place over 15 days in May 2025. These are historical case figures, not measures of market or advertiser impact.
Who can use the search text ad syndication remedy?
The final judgment does not create an unrestricted new ad-buying channel. Its search text ad syndication requirement applies to qualifying competitors and to eligible queries originating in the United States from those competitors’ human end users. Queries from a syndicator itself and synthetic queries are excluded. The judgment specifies a five-year license term, subject to the remaining term of the judgment.

That scope matters when a platform or vendor claims it offers Google search text ads through syndication. The judgment’s terms do not, by themselves, establish that a provider qualifies, that a service is live, that it is open to all advertisers, or that a particular campaign is eligible. Ask for concrete details about the provider, inventory, query origin, and access conditions before treating the claim as a usable buying option.
What advertisers should check now
1. Save a comparable campaign baseline
Keep reports for spend, impressions, clicks, conversions, conversion value, cost per click, and impression share. Use comparable date ranges and preserve the relevant campaign settings alongside the numbers. The court did not prescribe this checklist; it is a practical way to tell whether a later change is real for your account.

2. Verify claims about new inventory
If a provider says it can sell Google search text ads through syndication, ask whether it is a qualifying competitor under the judgment and whether the inventory serves eligible U.S. queries from human end users. Confirm availability, access requirements, reporting, and what campaign controls you retain. Do not shift budgets based solely on a general announcement that syndication is required.
3. Watch for specific auction or policy disclosures
The judgment establishes a process through which plaintiffs and the Technical Committee may propose periodic reporting about certain search text ad auction changes, with protections for trade secrets. It does not promise public disclosure of every experiment or every auction adjustment. Look for relevant Google notices and court compliance records, and check whether a disclosure actually applies to the campaigns you run.

4. Test whether a measured change is attributable to the remedies
Compare equivalent periods and note changes that could independently affect results, including budget, bids, targeting, creative, seasonality, and conversion measurement. If a metric moves, separate what your account data shows from an explanation of why it moved. The official materials reviewed do not quantify a post-remedy change in ordinary advertisers’ costs, reach, or auction outcomes.
5. Evaluate diversification only when there is a real alternative
If a viable alternative becomes available, compare its actual U.S. query reach, audience intent, eligible inventory, reporting and conversion data, controls, pricing, and incremental results. A competitor’s potential access to data or future syndication is not evidence that moving spend will improve performance. Treat diversification as a campaign decision to test against your goals, not as an automatic response to the judgment.

Do not mix the search case with the separate ad-tech case
On September 16, 2026, the DOJ announced remedies in a distinct online advertising technology case in the Eastern District of Virginia. Its summary discusses Prebid and publisher ad-server integrations, publisher access to and export of DFP and AdX data, and restrictions on preferential bidding. Those developments concern different proceedings and market mechanics; they should not be presented as provisions of the search judgment or as proof that search advertisers’ campaigns changed.
What is established about advertiser impact so far?
The DOJ’s September 2, 2025 summary, updated April 15, 2026, and the December 5, 2025 final judgment establish the remedies and their legal scope. They do not document an immediate change to a typical advertiser’s prices, reach, or campaign performance. The DOJ’s approximately 90 percent figure refers to Google’s share of all U.S. search queries “for years,” as described in its 2025 summary; it is not a newly measured 2026 market-share figure.
As of October 7, 2026, the responsible advertiser response is to monitor account-level results and verify any provider’s claims against the judgment’s limits. A legal requirement that may create options for qualifying competitors is not the same as an available product, and neither fact alone predicts how an advertiser’s campaigns will perform.
