Google and Microsoft are facing separate criticism over the land and power impacts of data center expansion. In Muhos, Finland, authorities are investigating whether forest clearing linked to a planned Google site required an environmental impact assessment. In the United States, critics say Microsoft’s wetlands and native-garden landscaping does not answer concerns about the energy source for its facilities, including a planned long-term agreement tied to a Texas gas plant.

Why are the data center plans being criticized?

The disputes involve different projects and different questions. The Google case concerns forest clearing in Muhos and whether a required environmental assessment was carried out. The Microsoft criticism focuses on whether ecological landscaping at data center sites can meaningfully address the impacts of energy-intensive facilities when some power choices involve fossil fuels.

Neither case establishes that the companies’ projects have been found unlawful. The Finnish regulator’s inquiry was ongoing in the reporting available from Agence France-Presse (AFP) on October 4, 2026. The criticism of Microsoft’s approach is an argument by an advocacy group, not a regulatory finding.

What is happening at Google’s planned Finland site?

Google plans data centers in Muhos, in northern Finland. AFP reported on October 4, 2026, that forest on land acquired by Google had been cleared, and that Finland’s Supervisory Agency was investigating whether Tuike Finland, which AFP described as representing Google, had cleared more than 300 hectares without a required environmental impact assessment. AFP compared the area with 420 football fields.

Hanna Halmeenpää, chair of the Finnish Association for Nature Conservation, called for work at the site to be suspended until compliance was clarified. She said: “From the satellite images, we’ve seen that nature sites which should be preserved have also been logged.” That is the conservation group’s account of what satellite images show; the agency’s investigation had not resolved the question in AFP’s report.

What Google says about the clearing

Google told AFP that tree-felling activities complied with Forestry Act requirements and that it was awaiting further guidance from the agency. Sondre Ronander, Google’s communications manager in Finland, said: “We have conducted extensive nature surveys covering the entire area as part of the zoning and Environmental Impact Assessment processes, to ensure high-value nature zones within the sites have been protected during forestry works.”

Those statements set out Google’s position and its description of the planning process; they do not establish the outcome of the regulator’s inquiry. The available reporting does not say whether the agency later found a violation or approved the work.

Local concerns around Finland’s wider expansion

AFP described Google’s announced 13-billion-euro ($15-billion) investment in Finland over two years as including expansion in Kajaani, Muhos, and Vaala, alongside an existing data center in Hamina. The investment figure and timeline are AFP-reported. Local reactions included hopes for jobs and business activity as well as concerns about energy demand, housing, public services, grid capacity, and environmental effects.

AFP also reported that an initiative calling for stricter rules on data center energy use and environmental consequences collected more than 50,000 signatures in three days. The figure is AFP’s report of the initiative’s signatories, not an independent estimate of public opinion.

Why is Microsoft’s landscaping program drawing criticism?

Microsoft’s separate “biomimicry” effort aims to make data center sites fit more closely into local landscapes and ecosystems. Tom’s Hardware reported on October 4, 2026, that the program involved restoring wetlands and planting native gardens at more than 20 sites. The coverage described it as part of new U.S. projects and sites in the United States and Germany.

Adrian Shelley, Texas director at Public Citizen, argued that landscaping does not settle concerns about the facilities’ power supply. Tom’s Hardware reported his description of the approach as “basically lipstick on a pig.” Regarding a planned 20-year agreement to buy power from a Chevron gas plant in West Texas, Shelley said: “I cannot really see any level of biomimicry investment that makes a gas plant a desirable neighbor.” These are Shelley’s criticisms; the landscaping itself is a restoration and design program, not evidence that the energy or other impacts have been addressed.

What do Microsoft’s emissions and renewable electricity figures show?

Microsoft’s 2026 Environmental Sustainability Report covers fiscal year 2025 and compares progress with a 2020 baseline. The company said it matched 100% of its annual global electricity consumption with renewable energy in FY2025. In the same report, it said total Scope 1, 2, and 3 emissions rose 25% year over year, driven primarily by data center infrastructure expansion and its decision to pause use of non-additional, unbundled renewable energy certificates.

These are company-reported figures and explanations. Matching annual electricity use with renewable energy does not mean the company’s total reported emissions fell: Microsoft reported an increase in those emissions during the same fiscal year.

It also reported allegations involving Microsoft’s Telangana site. Microsoft denied lake encroachment and improper waste disposal and said it was cooperating with authorities. Those disputes are geographically and legally distinct from the Muhos investigation.

What readers should take from the criticism

  • The Finland case is an open regulatory question in the cited reporting, not a confirmed finding that Google broke the law.
  • Microsoft’s landscaping work and its power choices are separate parts of the environmental debate. Restoring habitat does not, by itself, answer questions about electricity sources or emissions.
  • Local impacts depend on the project: communities have raised concerns about land, water, energy, infrastructure, environmental effects, and participation across different regions.
