The company announced the planned change on October 2, 2026, after a dispute over whether Meta’s Muse Mac app accessed a journalist’s private messages without permission. Apple did not name Meta or Muse, and the new controls have no announced release date or published design.
What Apple announced about Full Disk Access
Apple says Full Disk Access “largely sidesteps” macOS privacy controls, allowing backup apps and some other software to reach data across a Mac. The company warns that developers may use the permission in ways that expose files, mail, messages and browsing history without users fully understanding the extent of access. For communications apps, that can also affect the privacy of the people a user communicates with.
Apple’s October 2, 2026 developer-news announcement says it will introduce additional controls so people who want to grant this “extraordinary level of access” must take “very explicit user action.” Apple also says the risks are increasing as AI agents become more capable and autonomous.
This is an announced intention, not a feature that Apple has said is already available. The statement does not describe new screens, offer more finely divided access choices, identify a macOS release, or give a shipping date.

What Full Disk Access lets an app do
Full Disk Access is a system-level macOS permission for access across the Mac’s storage. Apple says it exists in part so backup apps can function, but its broad scope means an app with the permission may be able to reach sensitive data that narrower controls protect.
On macOS 13 and later, users add apps that need full-storage access in System Settings; on macOS 12 and earlier, the corresponding location is System Preferences. Apple’s Platform Security guide also describes separate controls for categories such as files and folders, accessibility, and automation. Those existing controls are distinct from the additional FDA controls Apple has promised.

The announcement is about the breadth of a permission, not a finding that every app granted Full Disk Access misuses it. Apple has not published an app-by-app list of offenders.
What happened in the Meta Muse dispute
On September 30, 2026, TechCrunch reported that columnist Jason Aten said Muse appeared to know the contents of his private messages, even though he believed he had not authorized access to them. Meta disputed his account; the available reporting does not independently establish which permissions were active during the incident.

Meta vice president of communications Andy Stone said, “The Messages integration in the Muse app for Mac is entirely opt-in.” He said users must enable both Full Disk Access and Muse’s Messages connector. Meta executive David Singleton also described a sequence involving granting FDA, selecting a Messages access level in Muse, and confirming a system setting. Meta’s explanation is the company’s response, not an independent technical finding about what happened in Aten’s case.
TechCrunch’s account of the report and Meta’s response is available in its coverage of the Muse dispute. Ars Technica noted that Apple’s announcement followed the report and addresses similar potential exposure, but Apple did not say the incident prompted its planned change. A connection is plausible from timing and subject matter, not confirmed by Apple.

What Mac users can do now
Apple has not yet published a new consent flow to act on. In the meantime, users can review which apps have Full Disk Access in macOS privacy settings and remove access from apps they do not want to have it. The exact labels and navigation may vary by macOS version; Apple’s Platform Security documentation explains the existing distinction between full-storage access and other privacy controls.
For an app that connects to a particular data source, consider both layers of permission: the system-level approval and any app-specific connector or feature setting. In Muse’s case, Meta says both Full Disk Access and the Messages connector must be enabled; that statement does not resolve the disputed report.
