A TV converter box, in the over-the-air broadcast sense, is a separate tuner that receives digital TV signals from an antenna and converts them into a format an analog television can display. You need one only if your TV lacks a compatible digital tuner and you want to watch antenna broadcasts on it.
What a TV converter box does
The box sits between an antenna and an analog TV. It tunes in digital over-the-air broadcasts and converts them for the television’s available input. The FCC describes the purpose this way: “The converter box will convert the over-the-air digital signals into signals that analog TV sets can receive and display.” (FCC consumer advisory)
In the historical U.S. coupon program, the legal definition described a stand-alone device whose function was to enable that digital-to-analog conversion, with a remote control permitted. (U.S. Code, 47 U.S.C. § 309)
When you need one—and when you do not
- You may need one: Your television is analog-only, you want to keep using it, and you receive programming with an antenna.
- You likely do not need one: Your television already has a compatible digital tuner, or you watch through a cable or satellite subscription. Provider equipment may be a set-top box, but it is not the antenna-fed broadcast converter discussed here.
The FCC identified a digital television or a converter box as ways to receive digital broadcasts on a television during the transition; subscription television was another viewing option. (FCC consumer advisory)

How it connects to an antenna and television
- Connect the antenna’s coaxial cable to the converter box’s antenna input.
- Connect the box’s output to an input on the TV. Match the connectors the two devices actually have; older descriptions include composite video with stereo audio, or an RF output that could be set to channel 3 or 4.
- Select the corresponding input or channel on the TV, then use the converter’s setup or channel-scan controls to tune available broadcasts.
Those composite and channel 3/4 connections appear in NTIA’s 2006 proposed description of coupon-program boxes; they are historical examples, not a promise that every box sold today has those ports. Check the specific model’s supported broadcast standard and connector compatibility before buying. (NTIA proposed rule, 2006)
A converter does not guarantee that every channel will be receivable. Antenna reception varies with geography and other factors, so the antenna setup and available broadcast signal matter. (NTIA proposed rule, 2006)

Why the term can be confusing
“TV converter box” is also used loosely for television set-top devices. A cable or satellite provider’s box handles that service’s programming and is not necessarily a digital-to-analog antenna converter. This article uses the term in the narrower broadcast sense: antenna input, digital over-the-air reception, and output suitable for an analog TV.

The FCC’s transition-era consumer advisory described February 17, 2009 as the U.S. full-power television transition date.
