For an IEC 61508 project, consider PTC Codebeamer, Siemens Polarion, Jama Connect and Visure Requirements ALM first if you want vendors whose published materials expressly discuss IEC 61508 or functional-safety evidence. IBM Engineering Requirements Management DOORS and DOORS Next are broader enterprise requirements-management candidates; Valispace, Perforce Helix RM and ReqView are additional options whose IEC 61508-specific support or qualification is not established by the sources reviewed here. None is a universal winner, and buying a tool does not establish functional-safety compliance.

What the evidence does—and does not—tell you

Requirements software can help a team structure and version requirements, review changes, connect related engineering artifacts, and report status and verification evidence. Those capabilities support a controlled project process; they do not, by themselves, prove that the process or the resulting safety case meets IEC 61508.

Keep three kinds of evidence separate when comparing vendors:

  • Requirements-management capability: features such as traceability, baselines, approvals, history, and reporting.
  • Vendor statements about a standard: product materials that say a tool supports work in a standard’s context. These are useful leads, not proof that a particular deployment is qualified.
  • Independent, version-specific tool assurance: a certificate or assessment with a defined product version, scope, intended use, and assumptions of use. This is the evidence to examine if your assurance strategy requires qualified tools.

The sources available for these options are largely vendor-authored. They do not establish an independent comparative ranking, and they do not verify the current official IEC 61508 edition or clause-level requirements. Check the edition applicable to your sector and jurisdiction and obtain current, scope-specific documentation from the supplier or certification body.

Nine options and the IEC 61508 evidence to verify

This is a shortlist, not a ranked test. The table distinguishes the published evidence found for each product; use the linked material as a starting point, then confirm what applies to your intended version and deployment.

IBM Engineering Requirements Management DOORS

IBM describes DOORS as a mature requirements-management product with structured specification modules, round-trip import and export, baselines, customizable views, electronic signatures, and multilevel traceability. IBM also discusses compliance-related use cases and standards such as ASPICE, ISO 26262, and DO-178C on its automotive compliance page. Those references do not establish IEC 61508 qualification. It is a sensible candidate where established IBM infrastructure, complex programs, supplier exchange, or existing workflows weigh heavily; verify migration, licensing, deployment, and the safety-tool evidence your project requires.

IBM DOORS Next

Assess DOORS Next separately rather than treating it as a simple substitute for DOORS: IBM presents it as a web-based product for capturing, tracing, analyzing, and managing requirements changes. The cited IBM product material supports its general requirements role, not a blanket IEC 61508 qualification claim. Confirm architecture, feature fit, and the migration path for your specific environment.

Siemens Polarion Requirements / Polarion ALM

Siemens lists requirements authoring, approval and review, traceability, workflows, audit trails, electronic signatures, history, and ReqIF exchange. Older Polarion vendor collateral reports TÜV NORD certification or qualification in IEC 61508 and ISO 26262 contexts. Separately, an exida assessment report hosted by Siemens describes Polarion traceability from a software requirements specification to software requirements, including bidirectional mapping and reports. Treat these as limited-scope evidence: request current certificates, covered versions, assumptions of use, and applicability to your lifecycle.

PTC Codebeamer ALM

PTC describes Codebeamer as supporting requirements, tests, risks, end-to-end traceability, integrations, and regulatory templates, and explicitly names IEC 61508 among functional-safety contexts. PTC also publishes Codebeamer certification information, including a TÜV “Trusted Tool” certificate for safety-critical development. Before relying on it, obtain the certificate and check its exact product version, scope, assumptions of use, and lifecycle coverage. Tool certification does not replace your organization’s process, verification, validation, or safety case.

Jama Connect

Jama’s energy-systems materials expressly name IEC 61508 and describe traceability, risk tools, and collaboration. Its automotive materials describe configurable workflows, risk detection, live traceability, and connections among requirements, architecture, risks, tests, and decisions. These vendor statements make Jama worth evaluating for connected safety and engineering workflows, but they do not establish independent qualification for every version or deployment. Ask for current qualification materials and check whether the specific offering matches your configured process.

Visure Requirements ALM

Visure describes links among requirements, tests, risks, and design artifacts, along with traceability and compliance outputs. Its standards materials list IEC 61508, and its functional-safety guide compares Visure with IBM DOORS, Polarion, and Valispace. These are vendor claims. Verify the current platform version, the traceability configuration, any qualification evidence, and whether generated reports preserve reviewed and baselined project data.

Valispace

Valispace’s requirements-risk article describes requirements-risk management and connections to engineering data. Consider it if connected engineering parameters and system-level collaboration are priorities, but the reviewed material does not establish IEC 61508-specific support or tool qualification. Request documentation for the intended use and assess whether its assurance evidence and integrations cover your project.

Perforce Helix RM

The Valispace comparison describes Helix RM in terms of requirements, collaboration, and impact analysis; a Jama-published tool-selection article also names Helix as a requirements-management option. The sources reviewed do not establish current IEC 61508 qualification. Treat it as a general requirements-management candidate unless Perforce supplies current evidence scoped to your version and intended use.

ReqView

The Valispace comparison describes ReqView in terms of traceability, collaboration, and impact analysis. The reviewed evidence does not establish IEC 61508 support or qualification, so validate its fit against your project’s complexity, integrations, and assurance requirements before adding it to a safety-critical shortlist.

How to evaluate a tool for your safety workflow

Start with the evidence and work products your project must control, not a vendor feature-count score. Requirements should be traceable through the relevant lifecycle artifacts for your project; which artifacts and relationships matter depends on the sector and system.

  • Traceability: Can you create and maintain forward and backward links among source and derived requirements, architecture and design, hardware and software requirements, verification procedures, test evidence, defects, risks, and change records? Can you report coverage and orphan links?
  • Configuration and change control: Can the team manage versions, baselines, branches or variants, reviews, approvals, and impact analysis in a controlled, inspectable way? Are electronic signatures available if your process needs them?
  • Audit evidence: Can the system preserve history, reviewer decisions and rationale, requirement status, test results, and reproducible reports that reflect your configured process?
  • Safety workflow fit: Can you connect hazards, safety functions, integrity targets, safety requirements, and verification evidence while assigning lifecycle responsibilities? Treat templates as configuration aids, not as the safety process itself.
  • Tool assurance: Which exact releases, tools, integrations, and configurations are covered by an independent certificate or assessment? What assumptions of use and user-side measures apply?
  • Integration and exchange: Test the links to your model-based engineering, test, issue, code, document, and supplier systems. Confirm required import/export formats, ReqIF or API support, and whether links remain intact through upgrades.
  • Operating model: Compare available SaaS, self-hosted, or hybrid options; access controls and security; performance at expected scale; supplier collaboration; migration; administration; training; and total ownership cost. No current pricing or service-level comparison is established here.

Questions to take into a demo and assurance review

  1. Show a requirement traced from its source through derived requirements and design to verification evidence. Can we navigate and report the path in both directions?
  2. Demonstrate a change to a baselined requirement. What impact report, review history, approvals, and rationale remain available afterward?
  3. Export a project report and exchange requirements with the formats and tools we already use. What happens to identifiers, relationships, and review status on import and export?
  4. Provide the current certificate or assessment for the exact product release we would deploy. Which lifecycle activities, configurations, integrations, and assumptions of use are in scope?
  5. Show how our team can configure safety roles and workflows, restrict access, collaborate with suppliers, and retain auditable records at our expected scale.
  6. Explain upgrade, migration, administration, and training effort, and identify which of those activities are our responsibility.

Steve Neemeh, in an article originally from LHP Engineering Solutions and republished by Jama Software in 2020, wrote that “There is no one tool that meets the needs of requirements management in compliance with functional safety.” That is a useful caution, not an independent product comparison: fit depends on workflow, system complexity, industry, existing tools, evidence needs, and assurance strategy.
