For most options, open Settings > Personalization > Background; use the steps below to choose the method that fits your needs.
You can also set different static pictures on virtual desktops or different pictures on multiple monitors. If Windows blocks wallpaper changes, a virtual-desktop limitation or organization policy may be responsible.
1. Choose one picture in Settings
Settings gives you control over a single wallpaper, including how the image fits the screen.
- Open Start > Settings.
- Select Personalization > Background.
- Under Personalize your background, select Picture.
- Choose a built-in image, select an image under Recent images, or select Browse to find a picture on your PC.
- Under Choose a fit for your desktop image, select a display mode.

| Fill | Fills the screen but may crop part of the image. |
| Fit | Shows the complete image, which may leave bars around it. |
| Stretch | Expands the image to fill the screen and may distort it. |
| Tile | Repeats a small image across the desktop. |
| Center | Places the image in the center without resizing it. |
| Span | Spreads one image across multiple monitors. |
Use different pictures on multiple monitors
With Picture selected, right-click an image preview under Recent images. Choose whether to apply it to every display or a particular display. This per-monitor choice is unavailable when multiple virtual desktops are in use.

Use different pictures on virtual desktops
Windows 11 can assign a separate static picture to each virtual desktop:
- Press Windows + Tab.
- Right-click the thumbnail of the desktop you want to customize.
- Select Choose background.
- Under Personalize your background, select Picture and choose an image.
2. Use a solid color
A solid color is useful for a distraction-free desktop or if you do not want to maintain image files.
- Open Start > Settings > Personalization > Background.
- Under Personalize your background, select Solid color.
- Choose one of the displayed colors.
This changes only the desktop background. To configure the lock screen separately, go to Settings > Personalization > Lock screen.
3. Create a wallpaper slideshow
Use a slideshow to rotate images from a local folder.
- Open Start > Settings > Personalization > Background.
- Under Personalize your background, select Slideshow.
- Select Browse and choose the folder containing your images.
- Set Change picture every to the interval you want.
- Use Shuffle the picture order if you want the images shown in a random order.
- Choose a setting under Choose a fit for your desktop image.
To advance immediately, right-click an empty area of the desktop and select Next desktop background.
Slideshow limitations
Microsoft documents that desktop slideshow is not supported when multiple virtual desktops are in use. If Windows switches the setting back to Picture after you switch desktops, the folder is not necessarily faulty. Use separate static pictures for the virtual desktops instead.

On multiple monitors, each display shows a different picture from the selected folder. Windows does not provide separate slideshow folders or independent schedules for each monitor.
4. Enable Windows Spotlight
Windows spotlight displays Microsoft-provided images on the desktop, generally on a daily cycle, and may show information or suggestions related to the image.

- Under Personalize your background, select Windows spotlight.
Spotlight uses Microsoft’s images rather than a folder you select. For a collection of local photos, choose Slideshow. Desktop Spotlight is separate from lock-screen Spotlight, which is configured at Settings > Personalization > Lock screen.
Microsoft introduced desktop Spotlight for Windows 11 in the May 24, 2022 preview update, KB5014019 (OS Build 22000.708). Microsoft’s configuration documentation says that, after KB5046633, released October 22, 2024, the default Windows wallpaper changed to Spotlight in applicable configurations. On work or school PCs, administrators can allow, disable, or control Spotlight through policy; Microsoft documents support for Windows 11 version 21H2 and later on supported business editions such as Enterprise and Education.
5. Set an image from File Explorer
File Explorer is a quick option when you already know which image you want to use.
- Open File Explorer and browse to the image.
- Right-click the image file.
- Select Set as desktop background.
If the command is not visible in the first Windows 11 context menu, select Show more options. Its placement can vary by file type, installed applications, and Windows build, but the documented command name is Set as desktop background.

6. Set an image from the Photos app
When viewing a picture in Microsoft Photos, you can apply it directly as your wallpaper.
- Open the image in the Microsoft Photos app.
- Select the three-dot menu.
- Select Set as > Background.
This command sets the desktop background. Editing commands such as cropping, filters, and background replacement modify or create an image; they do not set the wallpaper by themselves. Windows 11 uses the newer Microsoft Photos app by default, released in October 2022. Photos Legacy is a separate app, so instructions for it may show different menus.
7. Apply a Windows theme
A theme can change the wallpaper along with other personalization settings. Microsoft defines a Windows theme as a combination of desktop background pictures, window colors, sounds, and mouse-cursor settings.
- Open Start > Settings > Personalization > Themes.
- Select one of the available themes.
- To find more, select Browse themes and choose a theme from the Microsoft Store.
After applying a theme, you can change individual components at Settings > Personalization, including Background, Color, Sounds, and Mouse cursor. A saved theme may use the .deskthemepack extension and can contain broader personalization settings, not just a wallpaper image.
Why Windows 11 may not let you change the wallpaper

A work or school computer may have a Group Policy or mobile-device-management policy that specifies the desktop image or prevents users from changing it. The Group Policy location for Desktop Wallpaper is:
User Configuration > Administrative Templates > Desktop > Desktop

The policy accepts a fully qualified local path, such as C:\Windows\web\wallpaper\home.jpg, or a network path, such as \\Server\Share\Corp.jpg. When configured, users cannot choose another wallpaper or change its presentation. If the specified file is unavailable at sign-in, Windows displays no wallpaper. The policy does not apply to Remote Desktop server sessions.
Mobile-device-management systems such as Intune can specify a desktop image through ./Vendor/MSFT/Personalization/DesktopImageUrl. If the computer is managed, an administrator must change or remove the policy; selecting another image in Settings will not override an enforced setting.

Windows normally supports common image formats, but an administrator can enable Allow only bitmapped wallpaper. Microsoft identifies its policy value as NoHTMLWallPaper. When that policy controls the Desktop tab, it restricts wallpaper selection to .bmp files; JPEG, GIF, PNG, and HTML files may not load through that route.
Do not confuse desktop and lock-screen settings
The desktop and lock screen use separate personalization systems. A slideshow configured at Settings > Personalization > Lock screen does not make desktop slideshow available, particularly when multiple virtual desktops are active. Configure the desktop at Settings > Personalization > Background.

What is the fastest way to change the Windows 11 wallpaper?
In File Explorer, right-click an image and select Set as desktop background. To choose how the image fits the screen, use Settings > Personalization > Background.
Can I use a different wallpaper on each monitor?
Yes. Select Picture under Settings > Personalization > Background, then right-click an image preview under Recent images and choose the display. This choice is unavailable while multiple virtual desktops are in use.

Why does Windows 11 change Slideshow back to Picture?
Desktop slideshow is not supported with multiple virtual desktops. Use a static Picture background and assign different images to the desktops, or stop using multiple virtual desktops.
Is Windows Spotlight the same as a wallpaper slideshow?
No. Spotlight displays Microsoft-provided images, while Slideshow rotates pictures from a folder you select. Choose Slideshow for your own image collection.
How do I change the lock-screen wallpaper?
Go to Settings > Personalization > Lock screen. Configure the desktop wallpaper separately at Settings > Personalization > Background.
Why is the wallpaper option disabled on my work computer?
A Group Policy or mobile-device-management policy may enforce the desktop image. An administrator must change or remove the applicable policy, such as Desktop Wallpaper or the MDM desktop-image setting.

For one image, use Settings > Personalization > Background > Picture, or right-click the file in File Explorer and select Set as desktop background. Choose Slideshow for a local folder, Windows spotlight for Microsoft’s rotating images, and Themes to change wallpaper and other Windows settings together. If wallpaper options are unavailable, check virtual-desktop limitations or organization policies.
