Build a useful first AI agent by starting with one bounded workflow, defining success and handoff rules, and giving a model only the tools and authority it needs. Then test realistic failures, deploy the smallest suitable runtime, and monitor what the agent actually does. An agent is more than a chatbot with an LLM in it: the model helps control a workflow and choose tools. That makes agents a better fit for work involving context, ambiguity, or exceptions than for tasks that fixed rules already handle reliably.

1. Choose a workflow and define success

Start with a specific task where a person must interpret context or handle exceptions, and where the agent’s result can be checked. A deterministic rule or fixed LLM prompt may be simpler and more reliable when the task is predictable. OpenAI’s practical guide to building agents recommends considering agents when the workflow benefits from judgment and tool use rather than assuming every AI feature needs an agent.

Write a completion test before writing a prompt

Describe the input, the expected result, and the conditions under which the workflow is complete. For example, for an agent that sorts incoming service requests, success might mean assigning a category and routing the request to an authorized queue, while leaving unclear or sensitive cases for a person. This is an illustrative design example, not a claim about a tested system.

  • Input: What information may arrive, and what may be missing or ambiguous?
  • Expected outcome: What observable result counts as completion?
  • Quality bar: Which errors are tolerable, and which require escalation?
  • Stop condition: When should the agent stop rather than guess, retry indefinitely, or take another action?
  • Human handoff: Who receives the task, and what context must the agent pass along?

Keep the first workflow narrow enough to evaluate. A broad goal such as “handle customer operations” is difficult to test; a defined task with clear inputs, outputs, and a handoff route gives you something you can measure and improve.

2. Bound the agent’s authority

Decide what the agent may read, what tools it may call, and which actions it must not take. Autonomy should mean that the agent can make limited workflow decisions within those boundaries—not that it has unrestricted access or can act without oversight.

Specify permissions and review triggers

  • Allowed: Name the tasks and tools the agent may use.
  • Prohibited: Identify actions it may never take, such as exposing restricted information or making an unapproved consequential change.
  • Data boundary: Limit what records and fields are available to the workflow.
  • User permissions: Ensure the agent cannot gain more access than the requesting user or service is authorized to have.
  • Human review: Require approval when an action is sensitive, consequential, hard to reverse, or outside the agent’s confidence or scope.

Match review to the risk and reversibility of an action. A reversible internal classification may need less oversight than an action that changes access or sends information outside the organization. Set these rules before connecting action tools, not after a successful demo.

3. Choose a model and establish a baseline

Evaluate a capable model on representative tasks first. Record task quality, cost, and latency, then test whether a smaller or less expensive model still meets the required quality bar. OpenAI’s guide recommends establishing a performance baseline before optimizing model choice; a cheaper model is not an improvement if it causes more failures or escalations.

Build a representative evaluation set

Collect examples that reflect ordinary inputs as well as important variations: incomplete information, unusual phrasing, ambiguous cases, and cases that should be handed to a person. Define how each result will be judged before comparing models. Track at least:

  • Task quality: Did the agent produce the right result and follow the workflow boundaries?
  • Cost: What does processing the evaluated workload cost under the configuration being tested?
  • Latency: How long does the workflow take, including any tool calls?
  • Escalation and failure: How often does it appropriately stop, and how often does it fail unexpectedly?

Use the same evaluation set and success criteria when comparing model configurations. Recheck after changing prompts, tools, or model versions, because a change that improves one case can degrade another.

4. Build a minimal tool-using loop

Give the model a small set of clearly named tools for retrieving relevant context and performing approved actions. An agent loop typically lets the application provide the task and context, the model decide whether to respond or call a tool, the application execute an allowed tool call, and the result return to the model or user. The application—not the model—should enforce permissions and validate tool inputs and outputs.

Make each tool narrow and predictable

  • Use separate tools for distinct operations instead of one broad tool with hidden side effects.
  • Define structured inputs and outputs so the application can validate required fields and types.
  • Version tool contracts so a change in an application or service does not silently break the agent.
  • Return only the context needed for the task, not an unrestricted dump of records.
  • Make the handoff path explicit when no tool is appropriate or the result is uncertain.

Start with one agent and a small set of standardized data and action tools. Add multi-agent coordination only when a demonstrated task complexity calls for separate responsibilities; orchestration layers add behavior that must also be tested, secured, and monitored.

5. Test failures and harden inputs

A successful ordinary example does not establish that an agent is safe or reliable. Test what happens when inputs are unclear, tools fail, or untrusted content contains instructions designed to redirect the model. OpenAI’s agent safety guidance describes prompt injection risks, including attempts to override instructions, expose private data through downstream tools, or induce unintended actions.

Include adversarial and operational cases

  • Ordinary requests that should complete normally.
  • Edge cases, missing details, and ambiguous requests that should trigger a question or handoff.
  • Tool errors, invalid responses, slow dependencies, and unavailable services.
  • Untrusted text that asks the agent to ignore its rules, reveal data, or take a different action.
  • Attempts to access information the user or task is not permitted to see.
  • Consequential actions that should require confirmation or approval.

Use structured output constraints, input checks, explicit policies, appropriate guardrails, and approval steps for sensitive actions. Keep untrusted content out of privileged developer instructions, and constrain what data can flow from the model to tools. These controls reduce exposure; none guarantees mistake-proof behavior. Where supported, retain traces and use evaluations or trace graders to find failure patterns.

6. Deploy the minimum required runtime

The application that submits work and handles results and tool calls is required. A separate execution environment is optional: question answering and calls to external services may not need one, while running commands, manipulating files, or using custom infrastructure may. OpenAI’s API architecture overview describes the distinction between an application server, tools, and an optional execution environment.

Choose hosted or self-managed execution by requirements

Decision area Hosted execution Self-managed execution

Private-network access or custom software Check whether the hosted option supports the network access and software your workflow requires; the reviewed sources do not establish a universal capability. Identity and least privilege Configure the available identity and permission controls so the agent has only the access it needs. Your team is responsible for implementing and maintaining identity and least-privilege controls.
Traces, evaluations, and recovery Check the service’s available observability and recovery behavior before relying on it. Your team must provide the required tracing, evaluation, resilience, and recovery mechanisms.
Latency and cost Measure them for your workload and configuration; no universal value is established. Measure them for your infrastructure and workload, including the cost of operating the environment.

Neither option is universally best. Compare control, private-network and software requirements, access management, observability, recovery behavior, latency, cost, and the operational work your team can own. Store credentials in an appropriate secrets-management system; do not put secrets in model prompts or untrusted inputs.

Keep execution and permissions in the application boundary

Validate tool requests before execution, enforce authorization outside the model, and return only the result needed for the next decision. For tools that can cause consequential changes, require an approval path that cannot be bypassed merely because the model requested the action.

7. Monitor, evaluate, and iterate

Production readiness is broader than a successful demo. Monitor both ordinary service health and agent-specific behavior: task outcomes, model decisions, tool invocations, errors, and handoffs. Keep only traces appropriate for your privacy and retention requirements, and make them useful enough to investigate failures without collecting unnecessary sensitive data.

Make failures recoverable

AWS’s guidance on building resilient generative AI agents recommends fault isolation, strict versioned request and response schemas, validation at tool boundaries, timeouts, and bounded retries with exponential backoff and jitter. Retries should have a limit and should not repeat an action blindly if the first attempt may already have succeeded. Treat external dependencies as failure points and define what the workflow does when they are slow or unavailable.

Review real outcomes and release changes gradually

  • Review failed tasks, unexpected tool calls, and human escalations for recurring patterns.
  • Add representative real-world cases to the evaluation set while respecting data-handling rules.
  • Re-run evaluations when changing prompts, tools, models, permissions, or runtime behavior.
  • Roll out changes gradually and keep a human escalation route available.
  • Track system health alongside quality, latency, and cost so a technically healthy service is not mistaken for a useful agent.

OpenAI’s guide describes deployment as an iterative path rather than an all-or-nothing launch. AWS’s Agentic AI Lens, dated June 10, 2026, likewise addresses bounded autonomy, oversight, security, reliability, evaluation, observability, performance, and cost as connected design concerns.
