The quickest way to combine several PDFs is to drag them into a merge tool, put them in the order you want, and save the result. Which tool to use depends on three things: your operating system, whether the documents can leave your computer, and whether you need whole files or only some pages. This guide covers seven documented workflows across Acrobat, PDFsam Basic, PDF24 and Foxit, and shows how to choose between them.
Which method should you choose?

Rules of thumb: for a one-off, non-sensitive job, use the browser. For confidential files, use an offline desktop tool. For odd page selections or scanner stacks, use PDFsam. For a long document that needs navigation, use Foxit or Acrobat.
1. Adobe Acrobat: combine and arrange files
Adobe says Acrobat can combine PDFs along with Word, Excel, PowerPoint, audio, video and web files into one sequential PDF. Before creating the file, you can preview, arrange, move or delete pages. Adobe documents the command as Menu > Combine files on Windows and File > Combine files on macOS. Add your files, order them, and create the PDF. See Adobe’s instructions.
2. PDFsam Basic: standard desktop merge
PDFsam says Basic is free and open source, runs on Windows, macOS and Linux, and processes files locally. According to PDFsam’s merge instructions:

- Open the Merge tool.
- Drag your PDFs into it.
- Arrange the file order.
- Choose an output name.
- Click Run.
3. PDFsam Basic: merge selected page ranges
If you need only some pages from each source, the merge module accepts page ranges, so you don’t have to create intermediate PDFs first. PDFsam’s documented format is comma-separated intervals, such as 1-10, 14, 25-. That means pages 1 to 10, page 14, and page 25 to the end. Details are on the PDFsam Basic page.
4. PDFsam Basic Mix: interleave pages
Merge appends files one after another. The Mix tool alternates pages from the input files instead. PDFsam’s FAQ describes it for a common scanner problem: a single-sided scanner produces one file of odd pages and one of even pages, and Mix combines them into one correctly ordered document. A reverse option handles the case where the second stack was flipped and scanned in backward order.

5. PDF24 in a browser: quick online merge
With the PDF24 merge tool, you select files, drag them into the right order, merge and save the result. PDF24 also documents a page mode for choosing pages individually, and it accepts other file types that it can convert to PDF.
Online use means your files are processed on PDF24’s servers. The PDF24 Help Center states: “Files that you use with the online tools are completely removed from the servers after one hour.” That is the provider’s published statement, not an independent audit. If your employer, client or privacy rules forbid uploading a document, use an offline option below.

6. PDF24 Creator: offline Windows route
PDF24’s help page says you can download and install the free PDF24 Creator desktop software to merge offline. It is the Windows alternative to uploading files to the browser tool. See the PDF24 Help Center.
7. Foxit PDF Editor for Mac: bookmarks and page selection
Foxit’s Mac 2026.2 manual documents combining files from local and other listed sources. You can arrange their order, select page ranges, keep or add bookmarks, and generate a table-of-contents page from those bookmarks. That suits a long compiled document, such as a report pack, that readers need to navigate. See the Foxit manual.

Check the result before you share it
- Confirm the file order before you save. Every workflow above sets order before the merged file is created.
- Open the output and scroll through it to check page order, orientation and any missing pages.
- For odd/even scans, confirm the pages alternate correctly, and use Mix’s reverse option if they run backward.
- Keep the original files until you’ve verified the merged copy.
