About 400,000 Internet-accessible hosts were identified as potentially vulnerable to 15 flaws that CISA listed among those routinely exploited in 2023. That figure comes from VulnCheck’s November 2024 analysis; it is not a count of confirmed compromises, nor a live inventory of vulnerable systems today. The largest reported exposure categories were Fortinet FortiOS, Cisco IOS XE, and Apache Log4j.
What does the 400,000 figure mean?
VulnCheck estimated the number of Internet-accessible hosts that matched its detection artifacts for technologies affected by the 15 CVEs in the government’s 2023 top routinely exploited vulnerabilities list. It measured hosts over a three-day period, according to its analysis published November 22, 2024. SecurityWeek reported the result as roughly 400,000.
“Potentially vulnerable” is an important qualification. A match does not prove that a host was running a vulnerable version, that its particular configuration was exploitable, or that an attacker compromised it. Nor should the category counts be treated as an independently audited census: they reflect VulnCheck’s detection coverage, and its table repeats rows for Cisco IOS XE and Citrix NetScaler. The reported categories are useful indicators of where exposure was observed, not a precise sum of unique machines.
The list itself is historical. CISA and partner agencies issued joint advisory AA24-317A on November 12, 2024, describing vulnerabilities routinely or frequently exploited during 2023. It is not a current patch-status feed or a 2026 scan.

Which technologies had the largest reported host counts?
These are the category counts VulnCheck reported for Internet-accessible hosts potentially vulnerable to flaws in the named technologies:

These figures are estimates from VulnCheck’s November 2024 analysis, not confirmed vulnerable installations or a current count. They should not be added together as an exact total: a host could be counted in more than one category, and the source table includes repeated rows for Cisco IOS XE and Citrix NetScaler. The 15-CVE set also includes flaws beyond the five largest categories shown here.

How quickly were the flaws exploited?
SecurityWeek’s November 22, 2024 account of the CISA list said eight of the 15 flaws were exploited as zero-days, four began to be exploited within days of public disclosure, and three were older flaws that remained in use. In other words, the list spans both vulnerabilities exploited before public disclosure and older weaknesses that continued to attract attackers.
VulnCheck reported that 14 of the 15 CVEs had at least eight public proof-of-concept exploits, while 13 had weaponized exploits. Five weaponized exploits were available before public evidence of exploitation. Those figures are VulnCheck’s analysis of the exploit landscape; public exploit code raises risk but does not by itself show that any particular system was attacked.

What did the report say about threat actors?
VulnCheck associated 60 named threat actors with 13 of the 15 CVEs and classified 24 of those actors as being of unknown origin. These are the analysis’s reported associations, not proof that a particular actor compromised a particular host. An “unknown origin” classification also should not be recast as evidence of state sponsorship.

Organizations should use the historical list as a prompt to verify their own exposure, not as a substitute for current asset and patch information. The next steps are to identify affected products, check current vendor guidance, and act on verified versions and configurations.

- Inventory potentially affected technologies. Check network appliances, externally reachable services, and applications that may include Log4j or the named products. Include systems managed by third parties where your organization remains responsible for risk.
- Verify versions and configurations. Match installed software and device firmware against the applicable vendor advisory. A technology name alone does not establish that an installation is vulnerable.
- Apply supported fixes or mitigations. Follow the current vendor advisory for each applicable CVE; the 2024 CISA advisory and VulnCheck analysis do not establish present-day patch status for an individual product or deployment.
- Reduce unnecessary Internet exposure. Restrict access to management interfaces and services that do not need to be public, using controls appropriate to the system and business requirement.
- Improve visibility and monitoring. Maintain asset records and use reliable threat information to track newly exploited vulnerabilities and reassess exposed systems as vendor guidance changes.
VulnCheck’s recommendation is to evaluate exposure to the technologies, improve visibility into risk, maintain strong patch management, and minimize Internet-facing exposure wherever possible. Its analysis does not supply a current, per-vendor remediation status; organizations need current vendor advisories for that.
