To strengthen air-gap security, define and enforce the separation boundary, tightly control every transfer and recovery path, and regularly test that isolation and recovery work as intended. An air gap is not a one-time setup: approved connections, portable media, and operational changes can all create paths across it.

1. Define and enforce the isolation boundary

Start by identifying which systems or recovery copies need isolation, what they depend on, and every physical or logical connection they use. NIST recommends considering an air gap around sensitive data recovery copies after a cyberattack, and says the level of isolation should reflect the data’s value and the capabilities of likely adversaries. See NIST SP 800-209.

Choose the strength of separation

Strict air-gapping means full physical and network-level separation. Some environments instead disable data ports or disconnect systems except during brief synchronization windows. That is a weaker, time-limited form of isolation—not equivalent to a fully separated system—and should be assessed against the data and threat being protected.

Document the boundary: which systems are inside it, which connections are permitted, who may authorize changes, and how access is controlled. Consider residual paths as well as obvious network cables. NIST notes that wireless transmission capabilities and visual, audible, or thermal signals may matter in strict implementations; an air gap should not be described as an absolute guarantee.

Keep recovery copies independent

A backup that depends on production systems, credentials, or infrastructure may fail alongside production. NIST advises that cyber-attack recovery copies should not be mounted, exported, or mapped to hosts and applications as a routine practice. Restore them into an isolated staging environment rather than directly onto target systems. The NIST SP 800-209 publication record provides the guidance context.

2. Control every transfer and recovery path

Every connection window, maintenance device, portable drive, and restore procedure crosses or approaches the boundary. Treat each as part of the security design: document the reason for the transfer, limit who can perform it, and define how the system returns to isolation afterward.

Manage removable media deliberately

USB drives and other portable media can carry both information and malware between otherwise separated systems. CISA warns that connecting removable media or other devices to multiple network segments can undermine segmentation. Its #StopRansomware Guide addresses this risk, while NIST NCCoE’s guidance on portable storage media in operational technology focuses on the related OT exposure.

  • Use a documented, authorized transfer process instead of casually reusing media across segments.
  • Restrict custody and access to portable storage, and scan or otherwise validate media under the organization’s approved process before use.
  • Encrypt sensitive data on removable media. Encryption protects stored contents, but it does not make the transfer path isolated or prevent infected media from crossing the boundary.

CISA recommends encrypting devices and removable media in its advice on protecting data stored on devices. An encrypted drive can support a controlled offline transfer, but no particular drive makes an environment air-gapped.

Protect backup and restore workflows

Keep recovery copies disconnected or otherwise isolated when they are not actively needed. CISA recommends disconnecting an external drive when it is not being used for backup. NIST also advises disabling unnecessary services and protocols on recovery storage and limiting any mounting or mapping to tightly controlled restore needs. During recovery, stage the copy in an isolated environment so that restoring data does not reconnect the protected copy directly to potentially compromised production systems.

3. Verify isolation and recovery

Configuration can drift: new equipment, maintenance work, or changed procedures may introduce a path that was not part of the original design. Audit the boundary and exercise the operational steps that maintain it.

  • Check for unapproved physical connections, network routes, wireless capabilities, and changes to access controls.
  • Confirm that only authorized transfer paths work and that temporary connections are closed after use.
  • Exercise isolation procedures to determine whether staff can separate the intended systems safely and promptly.
  • Restore recovery data into an isolated staging environment and confirm that the process does not rely on reconnecting the protected copy to compromised production.

For critical-infrastructure operators, joint guidance announced by CISA and partners on July 28, 2026, calls for mapping critical assets and connections, establishing separation points, and developing graduated isolation plans with regular testing. It also discusses temporary measures for organizations unable to physically isolate, while identifying physical isolation as the more risk-effective approach in that context. The announcement is scoped to vital operational technology and enabling systems during a crisis, not every home or enterprise environment: CISA’s joint guidance announcement.

A successful exercise shows that defined controls and procedures worked under the conditions tested; it does not prove immunity from every attack. The appropriate design depends on system purpose, data sensitivity, safety constraints, transfer needs, threat model, and recovery objectives.
