Yes, you can use some other people’s YouTube videos in a Short through YouTube’s built-in Remix tools—but that is not blanket permission to download and reuse any video. Whether a particular use is available or allowed depends on the source video’s eligibility and settings, the rights to its video and audio, the copyright rules that apply where you publish, and YouTube’s separate monetization policies.
“Clipping” is often used casually to mean taking an excerpt and editing it elsewhere; it is not a separate legal safe harbor. The practical difference is that Remix is YouTube’s in-product workflow, while an independently clipped video is edited or imported outside that workflow.
What is the difference between remixing and clipping?
YouTube Shorts Remix tools let you create from eligible material inside YouTube. Depending on the source and feature, you can sample audio or video, make a Cut, use Green Screen or Collab, or build from a Short’s structure with a template. Audio remixing can be started from a Short’s sound controls or a long-form video’s Remix menu. The resulting Short attributes and links to its source in the Shorts player or sound page.

The fact that a clip is short, appears in a reaction, or credits its creator does not by itself establish that you have permission or that a copyright exception applies.

In-product access is a platform feature, not a general license to take the source file and upload it wherever you want. It also does not guarantee that every use is legally protected or eligible for monetization.
Which videos can you remix, and how much can you use?
YouTube’s Remix help documentation identifies audio remix, Cut, Green Screen, Collab, and templates. The exact options depend on the source and the particular feature. For eligible music videos, the help page describes Cut samples of 1–5 seconds and audio samples of up to 90 seconds; partner agreements may limit some audio samples to 30 seconds. Those limits are specific to the described feature and eligible music-video sources—not a universal duration rule for every Short or a copyright-safe allowance.
A source may have no Remix option, or a remix may be unavailable or blocked. YouTube gives private videos and videos claimed by third-party owners who have not made the material available as examples. Creators and eligible partners can restrict remixing, and music licensing can also affect availability. Treat a visible Remix control as a signal that a particular YouTube feature is available for that source at that time, not as universal clearance for every use or territory.

Can the original creator turn remixing off later?
YouTube says Shorts creators are opted in to remixing by default and can turn off video remixing through YouTube Studio. They can adjust remixing settings while uploading or in bulk; partners using Content Manager can control audio and video remixing.
A published remix can also be affected by later changes to the source. YouTube says visual remixes are deleted if the source creator restricts remixing, deletes the source, or makes certain edits. Audio remixes may instead be muted, made unlisted, and scheduled for deletion after 30 days. The remixer is notified and may be able to download a version without the remixed audio before deletion. Do not assume a remix will remain available indefinitely.
Do you need permission to use a few seconds of someone else’s video?
There is no universal number of seconds—or percentage of a video—that makes reuse automatically safe. YouTube’s Fair use on YouTube guidance and the U.S. Copyright Office describe fair use as a case-by-case analysis under four factors:

- Purpose and character: Consider why and how you used the material, including whether the use is commercial and whether it adds a new purpose, meaning, or expression.
- Nature of the source: Consider the kind of work used. The source’s nature is one part of the analysis, not a standalone answer.
- Amount and substantiality: Consider both how much you used and whether the excerpt captures an important part of the original. A brief excerpt can still be substantial.
- Effect on the potential market: Consider how the new use could affect demand for or the market for the original.
Commentary, criticism, research, teaching, and news reporting can be relevant purposes, but none automatically qualifies as fair use. YouTube cautions that crediting the owner, adding a disclaimer, or using only a short excerpt does not, by itself, establish fair use. Simply adding material to the original is not enough if the result does not add new expression, meaning, or message.

For a particular clip, the answer depends on its facts and the law that applies where it is used.
What can happen if you upload an independently clipped video?
If you add protected video or music outside Shorts creation tools, YouTube warns that the upload may receive a Content ID claim or a copyright removal request. A Content ID claim can block a video, track it, or monetize it for the claimant, and the result can vary by geography. A claim is different from a removal request and a copyright strike; claims usually affect the video rather than the channel.

Content ID is automated and cannot decide whether a use is fair use. YouTube’s claims guidance describes one-to-three-minute Shorts with an active copyright claim as blocked, regardless of the claim policy, and includes a date-specific update for music partners. That policy detail can change and should not be generalized to every creator category or territory. Check YouTube’s current copyright-claims guidance before relying on a duration threshold. If you dispute a claim, do so only with a grounded basis and understand that the process can proceed through appeal and counter-notification stages.
YouTube identifies permission, applicable copyright exceptions, public-domain material, applicable Creative Commons terms, and YouTube’s music resources as possible routes for using protected content. None guarantees that a claim or strike will not occur. If you rely on a permission or license, keep a record of the grant and any limits on territory, format, duration, or monetization.

Can you monetize a reaction Short or a clip from another creator?
Copyright and monetization are separate tests. YouTube’s reused-content rules assess whether the channel adds significant original commentary, substantive changes, or educational or entertainment value. Its examples include critical reviews using clips, reactions with commentary, explained sports replays, and edits that add a storyline or commentary. The policy applies channel-wide and can apply even when the creator has permission. A video may avoid a copyright claim and still contribute to a reused-content monetization problem, or satisfy reused-content review while facing a copyright issue.

YouTube’s separate Shorts monetization guidance lists unedited clips from other people’s movies or TV, reuploads of other creators’ content, and compilations without an original addition as examples of non-original Shorts views that are ineligible for revenue sharing. That is a platform revenue-sharing rule, not a ruling on whether a use is lawful under copyright.
How to decide whether to use someone else’s video in a Short
- Check the source in YouTube. Look for the specific Remix option you intend to use, such as Cut or Green Screen. Its presence indicates feature availability for that source; it does not answer every rights or monetization question.
- Identify the rights involved. The video may include music or other third-party material in addition to the uploader’s footage. If you plan to add material outside an available YouTube feature, seek permission or assess whether an applicable copyright exception covers your use and territory.
- Make your contribution clear. If your purpose is commentary or critique, make the Short meaningfully about your analysis rather than a substitute for watching the original. That distinction can matter to copyright analysis and reused-content review, but it guarantees neither a legal exception nor monetization.
- Check platform outcomes separately. Review YouTube’s current copyright-claims guidance for claim consequences and its reused-content and Shorts monetization policies for revenue eligibility.
- Keep permission records. Save the license or written permission and note any conditions that limit how you can publish or monetize the material.
