If YouTube says your stream’s bitrate is too low, first check the encoder’s actual outgoing bitrate against YouTube’s recommendation for your ingest codec, resolution, and frame rate. If your connection cannot sustain that setting, lower the resolution and retest rather than simply raising the bitrate target. For a 24/7 stream, use settings your connection and encoder can sustain continuously; YouTube does not publish a special 24/7 preset.

What the “bitrate is too low” warning means

YouTube’s warning means the current stream bitrate is below the recommended level for the incoming stream. It can reflect a mismatch between the selected resolution and bitrate, or a connection that is not sustaining the encoder’s target. The warning alone does not identify whether the underlying cause is bandwidth, encoder configuration, or an interruption.

In YouTube Live Control Room, check the exact error beside the stream Health Indicator. Compare the encoder’s actual outgoing bitrate—not just its configured target—with YouTube’s settings for the codec, resolution, and frame rate you are sending.

YouTube live bitrate settings to use

The figures below are YouTube’s current live encoder ingest settings, accessed October 3, 2026. Each row gives the minimum and recommended video bitrate; the minimum is not the recommended target. These are for live ingest, not uploaded video files.

Resolution and frame rate Video codec Minimum Recommended
720p30 H.264 3 Mbps 8 Mbps
720p30 AV1 or H.265 (HEVC) 2 Mbps 6 Mbps
1080p30 H.264 5 Mbps 14 Mbps
1080p30 AV1 or H.265 (HEVC) 4 Mbps 10 Mbps
1080p60 H.264 6 Mbps 17 Mbps
1080p60 AV1 or H.265 (HEVC) 4 Mbps 12 Mbps

Use the recommended figure for the exact combination you send when your connection can sustain it. If it cannot, lower the resolution and choose the corresponding bitrate instead of pushing an unstable setting. YouTube does not publish a universal upload-headroom percentage, so do not treat any fixed margin as an official requirement.

Encoder settings beyond bitrate

Rate control, keyframes, and protocol

  • Rate control: Set live bitrate encoding to CBR (constant bitrate).
  • Keyframes: Use a two-second interval and do not exceed four seconds. At 30 fps, two seconds is 60 frames; set the interval in a way that matches your frame rate.
  • Protocol: YouTube supports RTMP and RTMPS ingestion and recommends RTMPS.
  • Video codec: YouTube’s encoder settings list H.264, H.265 (HEVC), and AV1. If YouTube reports an incorrect format, its error guidance specifically recommends H.264 video and AAC audio for proper ingestion.

Do not conflate the broader codec list with that particular troubleshooting instruction: use the codec supported by your encoder and verify the exact error YouTube displays.

Audio, dimensions, and scan format

  • Audio: For a straightforward stereo stream, verify one audio stream, AAC or MP3, stereo channels, 44.1 kHz sample rate, and 128 Kbps bitrate. YouTube lists 128 Kbps stereo audio and 44.1 kHz for stereo.
  • Resolution and frame rate: The dimensions and frame rate sent by the encoder should match the selected ingest settings. YouTube recommends automatic resolution and frame-rate detection by default; custom stream keys allow manual settings.
  • Scan format: Send progressive video. YouTube does not support interlaced video.

Fix the warning step by step

  1. Read the exact warning. In Live Control Room, inspect the message next to the stream Health Indicator. Note whether it identifies low bitrate, incorrect resolution, keyframes, audio, or format.
  2. Check what the encoder is actually sending. Compare its live outgoing bitrate with its target. A configured target does not prove the connection is delivering that rate.
  3. Match the ingest settings. Confirm the sent resolution, frame rate, and codec, then compare their combination with YouTube’s table above. Check that the stream key and ingest configuration use the intended settings.
  4. Lower resolution if needed. If your upload connection cannot sustain the recommended bitrate for the selected resolution, reduce the resolution and use the bitrate for that lower setting. YouTube’s advice is: “If you don’t have enough bandwidth for the resolution you chose, consider lowering your chosen resolution.”
  5. Verify encoding details. Check CBR, a two-second keyframe interval (never more than four seconds), supported audio and video codecs, one stereo audio stream at the listed settings, progressive scan, and matching dimensions.
  6. Test and monitor. Test before starting with similar audio and video movement, then watch stream health and error messages. YouTube does not specify a required duration for a 24/7 soak test.

What changes for a 24/7 stream

The bitrate recommendations do not change just because a stream runs continuously. The practical difference is that the connection and encoder must sustain the chosen settings over time. YouTube’s guidance does not establish a special 24/7 bitrate, guaranteed uptime, fixed upload margin, or mandatory hardware setup. Choose a setting the connection has demonstrated it can hold, and monitor Live Control Room rather than treating a successful start as proof of continuous reliability.

Latency is the delay between capture and playback. YouTube notes that lower latency can mean more buffering; if viewers do not need to interact with the stream, the lowest-latency setting may matter less than stable playback. See YouTube Help: Manage live stream settings.

Why a stream may still disconnect

A low-bitrate warning is not, by itself, a diagnosis of repeated disconnections. Separate a bitrate shortfall from network interruptions or encoder failures by reading the specific Live Control Room messages and checking whether the encoder’s outgoing stream stops, falls below target, or continues steadily. The cited YouTube guidance does not establish the root cause of a disconnect from this warning alone.

Copyright and channel considerations

Technical settings do not grant rights to the video or audio you stream. Before running a continuous playlist, confirm you have the necessary rights and review YouTube’s policies for live content and monetization; a technically healthy stream can still face copyright claims or other policy consequences. Avoid assuming that repeatedly looping a recording makes it eligible for monetization or exempt from reused-content rules.
