A 403 means a request was rejected, but it does not identify one universal cause. First determine whether YouTube returned the error for a Live API request or whether FFmpeg was rejected while connecting to YouTube’s RTMP(S) ingest. Then check the relevant account permissions or stream key and endpoint; only after that troubleshoot transport and encoder health.
First identify which operation failed
Save the complete FFmpeg command and verbose output before changing settings. Redact the stream key anywhere you share logs or screenshots. Look for the point at which the failure occurs:
- YouTube Live API request: The response includes an HTTP status and API error details. Google documents several distinct 403 conditions, including insufficient permissions, live streaming not enabled, and restrictions on modifying or binding stream resources. The operation and error detail determine the fix. Google’s Live Streaming API error reference.
- RTMP(S) publish connection: FFmpeg is opening a connection to the ingest server and trying to publish using a stream key. A 403 in this context is not, by itself, proof of a particular API permission error. Check the key, destination and transport configuration.
If the log does not make the failing layer clear, retain the surrounding lines rather than relying on a single occurrence of “403.” Do not post a usable stream key.
Fix a YouTube Live API 403
Live streaming is not enabled for the channel
If the API detail is liveStreamingNotEnabled, Google defines it as meaning the user who authorized the request is not enabled to stream live video on YouTube. Check that live streaming is enabled for the channel and look for eligibility or account restrictions in YouTube Studio. YouTube’s channel guidance explains the live-streaming eligibility and activation checks: Get started with live streaming.

The authorized account lacks permission
If the error indicates insufficient live permissions, verify which Google account authorized the API request and whether it has permission for the specific action. If your application uses OAuth, check that its authorization is current and appropriate. Resetting an encoder key will not grant an account permission to perform an API operation.
The requested stream or broadcast cannot be changed in its current state
Some API 403 errors concern resource state or operation limits rather than account access. For example, YouTube documents restrictions on modifying stream properties after creation and on modifying resources in certain states. Identify the failed API method and resource, inspect the broadcast or stream’s current status, and follow the method’s documented constraints instead of repeatedly changing encoder settings. A request is being rate-limited
If the API response identifies a rate-limit condition, reduce repeated requests and check the quota or rate-limit details for the API operation. This is a separate problem from RTMP ingest and is not fixed by changing video resolution or keyframe frequency.
Fix a rejected FFmpeg publish connection
Refresh the stream key if FFmpeg cannot start
YouTube’s encoder-start troubleshooting recommends obtaining a new stream key in Live Control Room and updating the third-party encoder. YouTube’s instruction is: “You’ll create a stream key in YouTube, and then enter it into your encoder.” See YouTube’s encoder troubleshooting guidance.

- Open YouTube Studio and go to Create > Go live.
- Open the intended live stream in Live Control Room and copy its current stream URL and stream key from the stream settings.
- If needed, reset the key in the stream settings, then replace the old value in FFmpeg’s configuration. A channel owner or manager is required to reset a key. See YouTube stream settings.
- Restart FFmpeg with the updated values. Keep the key private; anyone with it may be able to publish to the stream.
Verify the URL and key are paired correctly
Use the settings for the intended live stream, not an old scheduled event or a saved endpoint from a previous setup. Check for leading or trailing whitespace, a stale key after a reset, and a URL/key reversal.
FFmpeg configurations can pass the ingest URL and stream key separately, or combine the URL and stream name as STREAM_URL/STREAM_NAME. Google’s LiveStreams reference describes ingestion addresses and the streamName; the required arrangement depends on how the encoder or command is configured. Compare your command with the values and field arrangement expected by your setup: Google LiveStreams resource reference.

Check RTMPS host, port and TLS details
If you are using RTMPS, confirm that the endpoint uses the secure protocol and the correct hostname. Google’s RTMPS guidance specifies port 443 and requires the server hostname for authentication through SNI. A wrong hostname or port, missing SNI, TLS/SSL handling problems, or accidentally using cleartext RTMP when RTMPS is expected can prevent a connection. These checks are relevant to transport failures; they do not explain every 403. See Google’s RTMPS ingestion guide.

A codec, bitrate or keyframe problem usually presents as an encoder configuration or stream-health warning, not as proof of an account-permissions failure. Once the connection is accepted, use YouTube’s encoder guidance and the specific warnings shown in Live Control Room to diagnose media issues.

- Protocol and video: YouTube lists RTMP/RTMPS as encoder protocols and supports H.264, H.265/HEVC and AV1 video.
- Bitrate mode: YouTube recommends constant bitrate (CBR).
- Keyframes: YouTube recommends a two-second keyframe frequency and says not to exceed four seconds.
- Audio: YouTube lists AAC or MP3 audio.
- Health checks: Investigate warnings such as unsupported audio codec, keyframes too far apart, open GOP, or insufficient incoming video. Test with representative audio and motion, and monitor stream health while publishing.
See YouTube’s encoder settings and live-streaming guidance and YouTube’s stream health troubleshooting. Changing these settings may resolve a health warning, but it will not repair a confirmed API authorization or eligibility rejection.
