In YouTube Studio’s Live Control Room, set the stream to “Yes, it’s ‘Made for Kids’” if it is directed to children, or “No, it’s not ‘Made for Kids’” if it is not. A cartoon style alone does not decide the answer. The setting affects features such as live chat and personalized ads, while an always-on stream has a separate practical risk: YouTube says streams longer than 12 hours may not be captured as replays.

Set the audience for the livestream

Choose the audience setting for the individual stream in YouTube Studio’s Live Control Room. The setting is separate from the channel-wide default, and an individual video’s audience setting takes precedence over that default.

  1. In YouTube Studio, click Create, then Go live to open the Live Control Room.
  2. Enter the stream’s basic information and choose its privacy setting.
  3. Scroll to Audience.
  4. Select “Yes, it’s ‘Made for Kids’” or “No, it’s not ‘Made for Kids’” according to the content’s intended audience.
  5. Continue the stream setup.

You cannot set the audience using Classic live streaming tools; use the Live Control Room. To choose a channel-wide default, open YouTube Studio → Settings → Channel → Advanced Settings → Audience. There you can designate the channel as made for kids, not made for kids, or choose to review the setting for each video. Individual video settings override the channel setting. To update an archived stream, go to Studio → Content → Live, select the stream, and edit its Audience setting.

Decide whether the cartoon is directed to children

Make the choice based on the overall content and intended audience, not just whether children might watch it or whether it is suitable for families. YouTube treats mixed-audience content that targets children as one of its audiences as Made for Kids. A cartoon intended for children is likely to qualify, but animation by itself is not conclusive: some animated characters and programs are made for general audiences.

Consider the full picture, including:

  • The subject matter and the audience the stream is intended to reach, as well as evidence about its actual audience.
  • Whether child actors or models appear, and whether the characters, celebrities, or toys are likely to appeal to children.
  • Language, child-oriented activities such as simple games or early education, and songs or stories intended for children.
  • Whether the content is advertised to children.

Family-friendly suitability, a traditionally child-associated activity, or incidental viewing by children does not automatically make content Made for Kids. YouTube says Analytics is not designed to determine whether content is child-directed, and advises creators not to rely on its automated systems to make the decision for them. Its guidance also warns that an inaccurate designation can create compliance issues with the FTC or other authorities and may lead to action on the YouTube account; YouTube may override a setting if it detects an error or abuse.

The FTC’s COPPA guidance also considers factors such as subject matter, visual content, animated characters, child-oriented activities, music or audio, models’ ages, child-appealing celebrities, language, advertising, audience evidence, and intended audience. The FTC FAQ says the COPPA Rule was amended on April 22, 2025; the FAQ presents staff views and is not binding on the Commission. The guidance does not determine the legal classification of any particular cartoon stream. COPPA is US-specific, and YouTube says creators must consider other applicable laws as well.

Know what the Made for Kids setting changes

YouTube limits data collection and use on Made for Kids content to comply with COPPA and other applicable laws. The following features are unavailable on a video or livestream marked Made for Kids:

  • Autoplay on Home; cards and end screens; video watermarks; comments; and Miniplayer playback.
  • Live chat and live chat donations; the donate button; Super Chat and Super Stickers; and the notification bell.
  • Channel memberships on the content; merchandise and ticketing; personalized advertising; and saving to playlists or Watch Later.

YouTube separately lists channel memberships, the notification bell, posts, and Ask Studio as unavailable at the channel level when a channel is marked Made for Kids. YouTube Help also says, “Videos that you set as ‘made for kids’ are more likely to be recommended alongside other kids’ videos.”

Plan for the replay and DVR limits

An always-on broadcast is not the same as a guaranteed full-length replay. YouTube says a stream under 12 hours can be automatically archived, but a stream that exceeds 12 hours may not be captured at all. Its separate DVR guidance says rewind may be limited or unavailable for streams longer than 12 hours. YouTube recommends keeping a local recording as a backup.

The official guidance does not specify a restart schedule or a segmentation plan that guarantees both uninterrupted viewing and a replay of every segment. If preserving replays matters, check how the encoder or streaming service you choose handles recording and restarts, and verify the resulting archives rather than assuming a single continuous broadcast will be saved.

Choose how to keep prerecorded video streaming

The Made for Kids audience decision is made in YouTube Studio; a streaming tool does not make that classification for you. For continuous prerecorded playback, YouTube’s encoder guide lists cloud tools as well as hardware and software options. Those listings identify options, not a guarantee that a particular setup will suit every channel.

  1. StreamNeo: It keeps an uploaded video or playlist looping to YouTube from the cloud, so your computer and home connection do not need to stay on. Any quality up to 4K 60fps streams as uploaded at one flat price per slot; the first day is free with no card. See StreamNeo.
  2. DIY encoder or other tools: YouTube lists OBS among free, open-source software, Gyre as a cloud tool for 24/7 prerecorded YouTube streams, and AJA HELO Plus as a standalone H.264 encoder with scheduled prerecorded playback to YouTube Live, including playback without a computer. AJA HELO Plus is an optional advanced device, not a requirement for setting the audience or looping a simple cartoon stream.

These options differ in whether they require a dedicated computer, support scheduled or continuous prerecorded playback, offer local recording, and how much setup and operating work they involve. YouTube’s listings do not establish comparative reliability or value.

Or let it run in the cloud

With StreamNeo, upload a recording or build a playlist, add your YouTube stream key once, and go live. It plays uploaded videos to YouTube; it does not broadcast from a camera. Nothing has to stay on at home, and your uploads stream as made up to 4K 60fps at one price per slot. StreamNeo can recover automatically if YouTube drops the stream. The first day is free with no card; monthly billing is $9.99 per month. StreamNeo is YouTube-only. Choose the Made for Kids setting in the Live Control Room based on the content, then start a StreamNeo free day.

Check these points before going live

  • Confirm the audience designation reflects the stream’s intended audience and the factors above; do not use animation or broad family appeal as the sole test.
  • Review the stream’s visibility setting and verify that its audience selection is correct in the Live Control Room.
  • If the broadcast may run beyond 12 hours, plan for limited or missing DVR rewind and an archive that may not be captured. Keep a local recording if you need a backup.
  • Check the chosen streaming tool’s playback, restart, and recording behavior for your setup; YouTube’s general encoder listings do not guarantee a specific continuous-stream or archive outcome.

This reflects YouTube and FTC guidance available on October 3, 2026; YouTube’s settings and feature list may change, so check the current guidance when configuring a stream.
