If YouTube says a live stream or its archive is “blocked in some countries or regions,” open the video’s copyright details in YouTube Studio and identify the matched material, claimant, territories, and available actions. The notice usually indicates a territorial Content ID block; by itself, it does not mean the video was removed or that your channel received a copyright strike. What to do next depends on whether the stream is still live, the archive is restricted, or YouTube has removed the video after a formal takedown request.
First, identify what happened to the video
YouTube scans live streams for matches to third-party content, including copyrighted material in another live broadcast. A Content ID claimant can apply a policy that blocks a video worldwide or only in selected territories; other policies may monetize or track it while leaving it viewable. See YouTube’s explanation of copyright issues with live streams and how Content ID claims work.
- Still live: A match may interrupt the broadcast if you continue showing the material. Stop or remove the matched content and follow the on-screen warning.
- Archived and territorially blocked: The stream may have finished, but the archived video has a Content ID claim that limits where it can be watched. YouTube notes that an archived live stream can receive a claim after the broadcast ends if you choose to archive it.
- Removed: If the video is unavailable because YouTube acted on a copyright removal request, that is a takedown process, not merely a territorial Content ID block. A valid removal request results in removal and a copyright strike.
These situations call for different actions. In particular, a counter notification is not the normal way to respond to a territorial Content ID restriction.
Check the claim in YouTube Studio
- Open YouTube Studio and find the affected live stream archive or video.
- Open the copyright restriction or claim details. Select Copyright details to see the material YouTube matched.
- Review the claimant, affected territories, claim policy, and every action Studio offers for this specific video.
- If the stream is ongoing, stop or remove the matched third-party material and respond to the warning. Continued use may interrupt or terminate the stream.
- If you have a license, verify that it covers the material, your use, YouTube, and the relevant territories. Then ask the rights owner to add your channel to its Content ID allowlist.
A license does not automatically stop a live interruption when your channel is not allowlisted. The claimant controls its Content ID policy, and YouTube does not decide ownership disputes for the parties. The available buttons can also differ when a restriction stems from contractual obligations rather than an ordinary Content ID claim; follow the options shown in Studio.

Choose an action that matches your rights

YouTube’s guidance makes the creator responsible for deciding whether to dispute. Do not submit a dispute or appeal simply because the restriction is inconvenient or you want the video restored quickly. Read YouTube’s dispute guidance before proceeding.
Know the difference between a dispute, appeal, takedown, and counter notification
Content ID claim
A Content ID claim is a match accompanied by a claimant’s policy. Depending on that policy, a video can be blocked globally or in selected territories, monetized, or tracked. A territorial block is not, on its own, a copyright strike.

Initial dispute
If Studio offers a dispute and you have a valid basis, you can ask the claimant to review the claim. The claimant has 30 days to respond. YouTube says it cannot decide whether you should dispute; that decision depends on your rights and the facts.

Appeal
If an initial dispute is rejected, Studio may offer an appeal. For some eligible block claims, you may see Escalate to Appeal, which skips the initial dispute stage. The claimant has seven days to respond to an appeal. An appeal is a more consequential step: if rejected, the claimant may submit a copyright removal request.

Copyright removal request
This is a formal request to remove content, distinct from a Content ID claim. If YouTube finds the request valid, it removes the video and applies a copyright strike. A scheduled removal request may give you seven days to take action before removal. See YouTube’s copyright removal request guidance.
Counter notification
A counter notification is a legal request to reinstate content that was removed following a copyright removal request. It is not the standard response to a video that remains online but is blocked in certain places. If YouTube forwards a valid counter notification, the claimant has 10 US business days to provide evidence of legal action to keep the material down. YouTube shares the counter notification with the claimant, so consider the personal information involved and do not submit false information. Read YouTube’s counter notification instructions.

Fixes for common cases
The stream is live and YouTube warns about matched content
Stop playback of the matched material or remove it from the live program, then follow the warning in the live control room. Do not assume a license will protect the ongoing stream automatically: ask the rights owner to allowlist your channel, and confirm the permission covers this use and territory.
The archive is blocked only in selected countries
Open Copyright details and note which material and territories the claim names. If you have a valid rights basis, use the available dispute path with relevant evidence. If you lack that basis, use an available removal or replacement option, or leave the claimant’s policy in place.

The claim is on music or another item you thought was cleared
Check whether your permission covers the particular recording and composition, platform, use, and territories at issue. If the license is valid, contact the rights owner about allowlisting and retain the license and correspondence. A purchase receipt or credit line alone does not establish the necessary rights.
Studio offers no appeal or counter-notification option
Some videos blocked under YouTube’s contractual obligations may not have those Content ID routes. Treat the actions shown for that video as controlling; a missing button does not make a counter notification appropriate.
You already appealed and the claimant rejected it
Do not treat rejection as proof that the claimant is legally right, but recognize the next-step risk: the claimant may file a removal request, which can result in a strike if valid. Consider your evidence and legal position before taking another step.
