For a 480p, 30 fps YouTube Live stream, set H.264 video bitrate to 4 Mbps. If your encoder reliably supports AV1 or H.265 (HEVC), YouTube’s recommended bitrate is 3 Mbps. These are video-bitrate recommendations for the signal sent to YouTube—not guaranteed minimum mobile broadband speeds. Test the actual connection where and when you will stream, then monitor stream health.

These figures are YouTube’s current live encoder guidance, accessed in 2026; the page did not show a publication date. Treat the minimum column as the lowest listed value, not the target for a dependable stream. Choose a codec your encoder supports reliably rather than switching solely to use a lower recommended bitrate. See YouTube’s live encoder settings, bitrates, and resolutions.
Does a playlist change the bitrate?
YouTube’s encoder guidance does not define a special “playlist stream” workflow or give it a separate bitrate. If you mean a normal live stream whose replay is added to a playlist, use the standard live-ingestion settings above. If you mean automatically playing a sequence of prerecorded videos as a live stream, the playlist describes how the content is arranged; it does not establish a different bitrate in the cited guidance. Set up the encoder for a 480p30 stream
- Set the output resolution and frame rate: choose 480p at 30 fps in your encoder. Use the same settings in your test and live event.
- Set the video codec and bitrate: use H.264 at 4 Mbps, or AV1/H.265 at 3 Mbps if your encoder supports that codec reliably.
- Use CBR: YouTube recommends constant bitrate for live encoding.
- Set keyframes: use a two-second keyframe interval; YouTube says not to exceed four seconds.
- Use RTMPS: YouTube recommends RTMPS for sending the live feed. The encoder guidance lists H.264, H.265 (HEVC), and AV1 as supported codecs.
- Connect using your YouTube stream key: select the intended stream in Live Control Room and enter its stream key in the encoder. Keep the key private; anyone who obtains it may be able to send video to that stream. Confirm the selected stream and settings before starting.

Test mobile broadband at the streaming location
- Test the connection where the stream will run. Run an upload speed test on the same mobile broadband connection, in the same place and at a time representative of the event. YouTube recommends testing upload bitrate and testing before going live.
- Test representative content. Send a private or unlisted test stream with movement and audio similar to the real event. A still image or a test at a different location may not reveal the same connection problems.
- Watch stream health. Check the status in YouTube Live Control Room while the test is running and during the event. A one-time speed-test peak does not prove that a mobile connection will remain stable for the full stream.
- Adjust if the connection cannot sustain the settings. YouTube’s error guidance says to lower the selected resolution when bandwidth is inadequate. Retest after changing it rather than assuming that a brief improvement will last.
The cited YouTube guidance is global: it does not give an India-specific bitrate adjustment, minimum mobile-data speed, operator ranking, or performance guarantee. Actual upload stability can vary with the location, time, and connection conditions, so judge the link you will use rather than relying on a national carrier assumption. See YouTube’s live streaming error messages if the stream reports connection or bitrate problems.
Live bitrate is not upload-video bitrate
Do not substitute YouTube’s uploaded-video encoding figure for its live-ingestion recommendation. YouTube lists 2.5 Mbps for standard-frame-rate 480p video uploads; that is a separate workflow from sending a live stream to YouTube. For live H.264 at 480p30, the recommendation is 4 Mbps. What viewers receive
The encoder bitrate describes the feed you send to YouTube. YouTube transcodes live streams into multiple playback formats for viewers using different devices and networks, so sending a 480p stream does not guarantee every viewer will receive exactly 480p. Their playback option depends on YouTube’s processing and playback conditions.
