There is no bitrate specified specifically for 1080p at 25 fps in YouTube’s live encoder table. Its nearest listed reference is 1080p at 30 fps: for H.264, YouTube gives 5 Mbps as the minimum and 14 Mbps as recommended; for AV1 or H.265 (HEVC), it gives 4 Mbps minimum and 10 Mbps recommended. Treat these as 30 fps figures, not an exact 25 fps specification. YouTube’s live encoder guidance supports frame rates up to 60 fps but does not list a 25 fps row.
What bitrate should I use for a 1080p 25 fps YouTube Live stream?
Use YouTube’s 1080p30 entry as a published reference, then test your actual 25 fps footage and connection before broadcasting. Choose the row that matches your encoder codec:

These values are for 30 fps, not 25 fps. YouTube does not publish an exact 1080p25 live bitrate in this table, and its guidance does not establish a special figure for Indian news clips or for streams originating in India. News footage may include both relatively still studio shots and fast-moving field video, so test representative material rather than assuming one clip’s performance predicts another’s.
Recommended encoder settings and upload capacity
Set the frame rate and bitrate deliberately
- Frame rate: If your source and workflow are 25 fps, retain 25 fps rather than converting it solely to match the nearest table row. YouTube supports live frame rates up to 60 fps, but does not provide a separate 25 fps bitrate entry.
- Bitrate: Select the H.264 or AV1/H.265 reference above to match the codec you are actually sending. The cited YouTube guidance gives different figures by codec; it does not establish which codec produces better results for a particular newsroom workflow.
- Rate control: YouTube lists constant bitrate (CBR).
- Keyframes: Use a two-second keyframe interval as recommended by YouTube; do not exceed four seconds.
- Protocol: YouTube lists RTMP and RTMPS, and recommends RTMPS.
For the complete current encoder requirements, follow YouTube’s live encoder settings and check your chosen encoder’s labels, which may vary by software or hardware.

Leave bandwidth headroom
Your upload connection must carry the total outgoing bitrate. YouTube recommends leaving 20% of available upload bandwidth unused. For example, if one stream is configured at 14 Mbps, allow at least 17.5 Mbps of stable upload capacity to preserve 20% headroom; this is arithmetic based on YouTube’s recommendation, not a guarantee of connection stability. If you send primary and backup streams simultaneously, include both in the total when checking capacity. See YouTube’s encoder guidance and its bandwidth guidance.
Test a news clip before going live
- Configure the encoder for the resolution, 25 fps source, codec, CBR, keyframe interval and RTMPS settings you intend to use.
- Use the appropriate codec row above as a starting reference, recognizing that the listed bitrate is for 1080p30.
- Run a test with representative audio and motion: include a studio segment and, if relevant, footage with movement, graphics or live field shots.
- Confirm that the network has the recommended upload headroom for the total outgoing bitrate, including any active backup stream.
- Check YouTube’s stream health and encoder output during the test. YouTube’s instruction is direct: “Make sure to test before you start your live stream.”
Do not confuse live ingest rates with other video settings
YouTube’s upload-encoding guide lists 8 Mbps for standard-frame-rate 1080p SDR uploads, including 25 fps. That figure is for uploading a finished video, not for live-stream ingest, so it should not replace the live encoder reference above. YouTube’s upload encoding settings cover that separate workflow.

Google Cloud’s Live Stream API guidance lists 6000 kbps for its own 1920×1080 p25/30 output. That setting belongs to Google Cloud’s product, not YouTube Live ingest; do not transfer it as a YouTube bitrate recommendation. Google Cloud’s encoding settings describe that separate service.

- Stream health reports connection trouble: Check the actual sustained upload capacity, not only the plan’s advertised maximum. Reduce the outgoing bitrate or address the connection until there is room for YouTube’s recommended 20% headroom.
- You are using the H.264 value with another codec: Match the encoder codec to its corresponding YouTube 1080p30 reference; the table’s H.264 and AV1/H.265 rates differ.
- Keyframes are too far apart: Set a two-second interval if possible and keep it within YouTube’s four-second maximum.
- You are relying on an upload preset or a cloud-transcoder preset: Verify that its numbers are specifically for YouTube Live ingest. Upload encoding and Google Cloud Live Stream API output values describe different contexts.
- The test uses only static studio footage: Repeat it with representative motion and audio before the event; a low-motion preview may not reflect the demands of field footage.
