If a YouTube 24/7 stream buffers on BSNL broadband, first check YouTube Live Control Room’s stream-health message and timestamp, then compare your encoder’s actual bitrate with sustained upload capacity. A buffering stream does not by itself prove packet loss, upload jitter, or a BSNL-wide fault: encoder settings, Wi-Fi, shared bandwidth, the router or ONT, and the provider path can all be involved.
Capture what YouTube reports while the stream buffers
Open YouTube Live Control Room during the problem and note the stream-health indicator, any error text, and the time it appeared. YouTube’s live dashboard checks the incoming stream and displays errors beside the health indicator. Use the message and timestamp to line up the symptom with your own network observations.
Also check what the encoder is producing locally. If the local preview or a recording made by the encoder is already choppy, distorted, or missing frames, investigate the source, encoder settings, and computer load first. If local output appears healthy while YouTube reports trouble receiving the stream, focus next on the outbound connection and stream settings. Check encoder bitrate against sustained upload capacity
Download speed is not the relevant figure for sending a live stream. Check the upload direction and the encoder’s configured total bitrate, including video and audio. YouTube says the total stream bitrate must fit within available upload capacity and recommends leaving headroom: “Leave a bit of room (20% recommended).” Shared networks can reduce the bandwidth available to your stream. Use the live-stream settings for your mode
YouTube’s current H.264 live-ingestion recommendations include the following settings; they are recommendations, not guarantees that a particular BSNL connection can sustain them:

For H.264, YouTube recommends a keyframe interval of 2 seconds and says it should not exceed 4 seconds. Confirm the encoder’s actual resolution, frame rate, codec, video bitrate, audio bitrate, and keyframe interval against YouTube’s live encoding settings. Do not substitute YouTube’s upload-video encoding settings for live-stream settings.

Reduce the load if upload headroom is insufficient
If the configured total bitrate leaves less than the recommended upload headroom, lower the bitrate or choose a lower resolution or frame rate. Then run a representative test long enough to cover the times and conditions when the stream normally degrades. A brief speed-test peak does not show whether upload will remain stable during a continuous 24/7 stream.

When practical, connect the streaming computer to the router or ONT by Ethernet and repeat the observation at a comparable time, using the same encoder settings. Record upload-test results, YouTube health events, and their timestamps for both connections. Ethernet is a diagnostic comparison, not a guaranteed fix; an optional Cat6 cable can help make the comparison if you do not already have a suitable cable.

Measure upload behavior when the fault occurs
Run upload-focused network checks when buffering happens, rather than relying only on a test performed at a different time. Repeat the checks and keep their timestamps alongside the encoder bitrate and YouTube’s health messages. The available evidence here does not establish a packet-loss percentage or jitter threshold that diagnoses a BSNL fault, so do not treat one isolated test as proof of either.
Look for repeatable timing: for example, whether upload readings and YouTube errors worsen together, whether the problem appears only on Wi-Fi, or whether it occurs at particular hours. Such observations help narrow the next step, but they do not independently establish whether the cause is the device, local network, router or ONT, or BSNL’s path.

Escalate a persistent fault to BSNL with useful evidence
If repeated wired tests remain unstable, contact BSNL rather than assuming the provider is already confirmed as the cause. BSNL lists 1800-4444 for Bharat Fiber and landline support. Its technical complaint form includes Bharat Fiber Voice and Broadband as a service type: BSNL technical complaint form.
Provide the access type and plan, the times the issue occurs, whether tests were wired or over Wi-Fi, the encoder’s configured total bitrate, YouTube’s exact error text, and repeated upload observations. This gives support a concrete pattern to investigate without claiming that packet loss or jitter has been proven.
