If a YouTube live stream keeps buffering despite fast broadband, first work out whether the problem follows the stream, the device, or the connection. Try the same stream on another connection and device, check Wi-Fi near the router, lower playback quality, and refresh the app. If you run the broadcast, investigate upload stability and YouTube’s stream-health warnings separately: viewer download speed and broadcaster upload bitrate are different things.
Find out what is buffering
One observation rarely identifies the cause. Check the same stream under a few different conditions and keep each result distinct:
- One stream or all live streams? Try another live stream and, if useful, a regular YouTube video.
- One device or several? Compare a phone, computer, or TV if available.
- YouTube only or multiple services? Check whether other video or internet services also stall.
- Wi-Fi only or other connections too? Try mobile data or another broadband connection.
- All the time or at particular hours? Note whether the problem recurs at peak or off-peak times.
These comparisons can narrow the problem, but they do not by themselves prove ISP throttling, a routing fault, or a YouTube delivery issue. YouTube says, “Network congestion and other factors may also cause live programming issues, which can delay the stream.” Its Help guidance also recommends at least 7 Mbps for HD viewing, but that is guidance, not a guarantee that a live stream will play without interruption.

Troubleshoot playback as a viewer
- Switch connections. Replay the same stream over mobile data or another Wi-Fi/broadband connection if possible. If it works elsewhere, the result points toward the original connection or its local network; it does not establish the precise cause.
- Test Wi-Fi close to the router. Move nearer, avoid enclosed or obstructed locations, and pause heavy use by other devices. YouTube notes that router range, metal obstruction, interference, and competing connected-device use can affect speed at the device even when the broadband plan is fast.
- Lower playback quality. Open the player’s Quality control and select a lower resolution. If playback improves, the connection may not be sustaining the selected quality consistently.
- Refresh the app or device. Close and reopen YouTube, check for app and device updates, and follow YouTube’s cache-clearing instructions where supported.
- Check live delay if watching on YouTube TV. YouTube describes Default broadcast delay as the setting that best minimizes interruptions. A lower delay can reduce spoiler risk, but leaves less player buffer and makes interruptions more likely.
Is an Ethernet cable worth trying?
If the device and router have Ethernet ports, a temporary wired test is a useful way to compare Wi-Fi with a direct local connection. If the stream becomes stable over Ethernet, that points toward Wi-Fi conditions in that setup; it does not prove or repair an ISP, routing, or YouTube-side issue. Treat it as a diagnostic, not a guaranteed fix.

If you operate the 24/7 stream
A viewer’s download speed is not the same as the broadcaster’s upload capacity. The encoder sends video to YouTube; viewers then download the delivered stream. If viewers report buffering while your broadcast looks healthy, investigate their playback conditions separately. If YouTube reports poor stream health, check the encoder and its connection to YouTube.
Check upload stability and encoder settings
YouTube’s encoder guidance recommends testing upload bitrate, testing with representative motion and audio, and monitoring stream health during the event. Its current H.264 guidance, accessed on 2026-10-03, lists these encoder ingest rates:

These are broadcaster encoder upload settings, not viewer download-speed requirements. YouTube’s recommended configuration includes constant bitrate (CBR), a 2-second keyframe interval (not exceeding 4 seconds), and RTMP or RTMPS; YouTube recommends RTMPS. Use the guidance for the codec, resolution, and frame rate you actually send rather than assuming one bitrate suits every stream.
Read YouTube’s stream-health warnings
Check the warning shown in YouTube Live Control Room or the API health status, then address the specific issue. YouTube’s API documentation gives examples such as keyframes not being sent often enough, which can cause buffering, and YouTube not receiving enough video to maintain smooth streaming. These diagnostics apply to the broadcast ingest path; they are not evidence that a viewer’s broadband is at fault.

Keep Indian government webcast requirements in context
The National Informatics Centre (NIC) specifies dedicated bandwidth of 2–4 Mbps per stream for the webcast service described on its site. For agency feeds, it also identifies a static public IP and outbound RTMP port 1935. These are requirements in NIC’s service context—not a household broadband target or a universal YouTube rule. They should not be substituted for YouTube’s encoder settings, which can call for higher bitrates depending on format.
When to contact your ISP or YouTube
Before escalating, record the date and time, device, app or browser, connection type, selected playback quality, whether other services were affected, and whether changing connections fixed the issue. Use YouTube’s in-app feedback path for a reproducible YouTube-specific problem. If comparisons point to a persistent issue on one broadband connection, share the same observations with your ISP. Avoid naming throttling, DNS, CDN, routing, or peering as the cause unless measurements actually isolate it.

There is no established India-wide statistic here showing how often YouTube live streams buffer, and these checks do not establish that Indian broadband as a category, any particular ISP, or YouTube’s delivery infrastructure is responsible.
