A protocol can have consensus in the group that developed it and still face objections from a committee reviewing it. There is no contradiction: the decisions may involve different people, different questions and different responsibilities. Consensus is a group’s judgment about a defined decision—not a guarantee of unanimity or automatic approval by every later reviewer.

What consensus means—and what it doesn’t

In the W3C process, consensus means that a substantial number of people in the relevant set support a decision and nobody in that set has a sustained objection. The W3C Process Document also says that abstentions are possible and that it does not require one particular percentage of eligible participants to support a motion. Consensus is therefore not the same as unanimity, and there is no single W3C percentage that settles every decision. W3C Process Document, §5.2.1.

That definition is tied to a particular group and decision. A later committee may be reviewing a different question or applying a different process. A member’s disagreement does not automatically negate the earlier group’s consensus; whether an objection is sustained and how it is handled depend on the applicable rules and the group responsible for assessing it.

Why a later review can reach a different outcome

“The protocol has consensus” and “the reviewing committee agrees” can both be accurate because the groups may have different authority and remits. A working group may reach a view on technical design, while a later body checks the proposal’s quality, process, or readiness for publication or approval.

W3C distinguishes group decisions from W3C decisions. W3C decisions are determined by the Team after Advisory Committee review, rather than being identical to a group’s decision. In the IETF, working-group chairs facilitate group activity; area directors may assist in assessing consensus and coordinate later review. These roles make clear that facilitating a group’s decision and conducting review are related but distinct responsibilities. W3C Process Document; RFC 9281.

Identify exactly what is being decided

Before treating a review objection as a reversal of consensus, separate the questions involved:

  • Technical design: Does the proposed protocol solve the problem, and are its technical choices sound?
  • Process compliance: Were the required steps followed, and were objections considered under the applicable rules?
  • Publication or approval: Is the proposal ready for the next stage, and does the body with authority to advance it approve?

A committee can accept that a working group reached consensus yet object to a technical issue, a process concern, or advancement to the next stage. Its objection should be understood in terms of its remit—not treated automatically as proof that the earlier consensus never existed.

How to make sense of a disagreement

  1. Find the decision record. Identify the exact proposal and decision the group said had consensus, including who was eligible to participate and which rules governed the decision.
  2. Read the reviewer’s objection. Determine whether it challenges the technical design, the way consensus was assessed, process compliance, or approval to proceed.
  3. Check how objections and abstentions count. Consensus need not mean unanimous support; the relevant process determines what qualifies as a sustained objection and how it is handled.
  4. Identify who has authority at each stage. Group chairs, reviewers and approving bodies may have different roles. Look for the rule that assigns the decision to the relevant body.
  5. Follow the stated escalation route. Use the appeal or dispute process that applies to that organization and decision. Do not assume that a route described in a different organization’s rules applies.

What the IETF documents establish—and their limits

RFC 2026, published in October 1996, describes an IETF standards-action decision by the IESG and a community Last Call. It also outlines a dispute route involving working-group chairs, area directors, the IESG and the IAB. It emphasizes the IESG’s collective judgment about a specification’s technical quality. Because RFC 2026 is a 1996 document, it should not be treated by itself as a complete statement of the current IETF process. RFC 2026.

RFC 2026’s procedural intervals are historical rules stated in that 1996 document, not universal current deadlines: it specified at least two weeks for a draft to be available before a standards-action recommendation, and a Last-Call period of at least two weeks—or at least four weeks for an action not initiated by an IETF working group.

A separate example has an even narrower scope. RFC 3929, an experimental document published in October 2004, proposes making an explicit call on the technical issue and, if needed, a separate call on whether to use an alternative method. That document does not compel a working group to use the alternative method, and it should not be read as a universal or current rule for resolving consensus disputes. RFC 3929.

What can—and cannot—be concluded

Without a named protocol, committee, decision record or governing process, a disagreement cannot be pinned to a particular controversy or explained by claims about participants’ motives. The general point is narrower: consensus records a judgment by a particular group under particular rules. A later review is a separate decision when another body has its own authority or remit.
