A coding agent can use the network its particular runtime allows—but a “network on” indicator does not tell you which destinations it could reach, what credentials it could use, or what it actually did. To assess exposure, check the effective network rules, filesystem and credential access, command exceptions, and connected integrations. If you are investigating past activity, look for tool and network-policy logs where the product provides them.
What does it mean for a coding agent to have network access?
An agent inherits the reach of its runtime: the files, credentials, and network available to the environment in which its code runs. OpenAI’s sandbox security guidance puts it plainly: “Agent-generated code can access the files, credentials, and network available to its environment.” That reach varies by product, host, session, operating system, configuration, and organization policy.
Network access can let an agent install packages, retrieve current information, or communicate with web services. It is also an outbound path: if an agent is misled by prompt injection or runs compromised code, permitted connections could be used to send accessible data elsewhere. The practical question is not just whether the network is on, but what the agent process can read, where it can write, what credentials it can use, and which routes it can reach.
What should you inspect in your setup?
Start with the exact surface the agent is using—such as a local command-line tool, IDE agent, or cloud session—and the operating system and organization policy around it. Defaults and enforcement can differ across these combinations; see the VS Code sandbox documentation and GitHub Copilot sandbox documentation for examples of platform-specific controls.

- Outbound and local-network rules: Find out whether internet access and local-network access are separate controls. Check whether outbound access is blocked, unrestricted, limited to selected destinations, or restricted through a domain allowlist.
- Effective enforcement: Determine whether policy is enforced by the operating system, a network namespace, or a proxy, and whether spawned processes can bypass it. Proxy environment variables alone may not prevent a program from opening direct network connections; OpenAI discusses this issue in its Codex safety article.
- Credentials: Check whether the process can access environment variables, Git or CLI credentials, keychains, or tokens. OpenAI advises keeping third-party credentials outside the environment, since secrets injected into it can be visible to agent-generated code. Also account for credentials supplied by a proxy or connected tool.
- Command exceptions: Check whether a blocked action can be retried outside the sandbox. In VS Code, an allowed domain may support state-changing actions, and a session-wide bypass can remove file and network restrictions for later terminal commands in that session.
- Integrations: Inventory MCP servers and other remote tools separately from the shell or code runner. Anthropic notes that MCP integrations can communicate even when Claude’s code-execution network-egress setting is disabled.
- Activity records: Find out whether the product records tool calls, approvals, destinations, and attempted or blocked requests, and how long those records are retained. Some systems expose logs or policy decisions, but the cited vendor documentation does not establish that every coding agent captures a complete network audit trail.
Relevant product documentation includes Claude network settings and OpenAI sandbox security guidance. Check the settings that apply to your actual session rather than assuming a product-wide default.
Why is “sandboxed” not enough to describe the policy?
Sandboxing can describe different boundaries and controls. A runtime might restrict filesystem access but allow broad outbound traffic, or limit network destinations while leaving credentials exposed. Anthropic’s engineering article says effective sandboxing requires both filesystem and network isolation. Neither the label “sandboxed” nor an allowlist alone establishes that the agent is safe or read-only.

A destination allowlist limits where a process may connect; it does not necessarily limit what the process can do after connecting. Microsoft warns in its VS Code sandbox documentation that an allowed domain may permit actions such as repository changes. Consider destination restrictions separately from available credentials, API scopes, and permitted operations.
The controls worth comparing are:

How can you find out what the agent actually did?
Separate capability from activity. A policy setting tells you what a process was permitted to do under that setting; it does not establish whether the process made a connection or transmitted data. None of the cited documentation proves what any particular agent did in an individual session.
- Identify the session and its policy. Record the product surface, operating system, organization controls, outbound and local-network rules, and any exceptions that applied.
- Review available activity logs. Look for the user request, tool calls, approval decisions, results, and relevant network-policy decisions or blocks. OpenAI describes this approach for Codex in its safety article.
- Check connected tools separately. A log of code-runner activity may not account for requests made through MCP servers or other integrations.
- Note the limits of the evidence. If logs do not record destinations or network events, they cannot establish a complete history of network activity. Avoid treating an absence of recorded events as proof that no connection occurred.
OpenAI says of its managed Codex environment, “We do not run Codex with open-ended outbound access.” That describes OpenAI’s setup, not a guarantee about other products or a record of an individual session.

How can you reduce unnecessary exposure?
Use the narrowest practical access for the task: allow only required destinations, keep credentials out of the agent environment where possible, and limit any credentials the agent does need to narrowly scoped permissions. OpenAI describes a managed Codex policy that allows expected destinations, blocks unwanted ones, and requires approval for unfamiliar domains. Anthropic describes a staged approach that starts with no egress, then adds package managers and selected domains as needed. These are examples of vendor approaches, not universal defaults.
As Anthropic explains in its Claude Code sandboxing article, effective sandboxing requires both filesystem and network isolation. Treat filesystem access, credentials, network destinations, command exceptions, and integrations as distinct parts of the boundary; tightening only one does not answer what the others permit.
