An app should keep its essential tasks available when the connection drops. That means showing locally stored information, saving suitable changes on the device, and making pending or conflicting updates clear when the app reconnects. The internet can add capabilities; it should not be a hidden prerequisite for every useful action.

What does it mean for an app to work offline?

Android Developers defines an offline-first app as one able to perform “all, or a critical subset of its core functionality without access to the internet.” The key test is not whether the app can detect a lost connection. It is whether a person can still do the essential job they opened it to do.

That does not require every feature to work offline. An app relying on current remote information or other online participants may have to limit some actions. It should still identify which core tasks remain possible and what needs a connection.

Keep useful information available locally

For essential reads, Android’s guidance recommends that higher layers of the app read from a local data source. The screen can then present information already on the device instead of waiting for a network request. Structured stores such as Room and DataStore, as well as simple files, are examples of local storage options in Android’s guidance. Android Developers’ offline-first architecture guide explains this approach.

Having app files cached is not the same as having useful app data offline. Apple’s archived Safari documentation describes caching resources such as HTML, JavaScript, CSS, and media. That can make parts of an application shell available to a returning web user, but app content and user changes need their own local-data design. The page documents a historical approach; it should not be treated as current implementation guidance. Apple’s archived Offline Application Cache documentation describes that distinction.

Save changes instead of making users start over

When an action can safely be completed without a server, save the user’s input locally and queue the work for synchronization later. Android’s example is an offline to-do entry: it should be saved locally so a lost connection does not erase the user’s effort. The interface should distinguish a saved change from one that has reached the service.

Some operations genuinely require a live connection. In those cases, explain why the action is unavailable or disable it while offline; do not leave the user guessing whether a tap worked. Android’s guidance covers local writes and later synchronization in its offline-first guide.

Plan what happens when the app reconnects

Reconnection is a data-reconciliation problem, not simply a signal to reload the screen. An app needs to decide how to send queued local changes and refresh remote information, and what to do if local and server versions differ. Android describes both pull-based and push-based synchronization and calls for reconciling local and network data. Short or intermediate outages can often be handled by refreshing when connectivity returns; after a longer gap, cached destinations are more likely to be stale or empty.

  • Show when information was last refreshed if its freshness matters.
  • Make pending changes visible until synchronization succeeds.
  • Define what happens when local and remote edits conflict rather than silently discarding one.
  • Choose sync timing with battery and data use in mind; Android recommends considering conditions such as charging and Wi-Fi.

These practices follow Android Developers’ guidance on offline reads, writes, and synchronization.

A connection indicator is not offline support

A badge that says “online” or “offline” reports connectivity; it does not make the app’s content or actions available without a network. Chrome Developers explicitly warns that detecting online and offline changes is not enough to guarantee an app works offline. The app must be designed to serve local data and handle user work through an outage. Chrome Developers’ Offline First guidance makes this distinction.

What users should be able to tell

A useful offline experience answers practical questions at the point they matter: which tasks still work, whether displayed information may be out of date, whether a change is saved locally or synced, and which actions need a connection. First launch and sign-in requirements vary by product; there is no universal offline behavior for those steps. The app should state its own limits plainly rather than implying that every screen and action will work offline.
