An AI agent can complete and submit a signup form yet stop when the site asks it to verify an email address. Filling in a webpage does not give the agent permission to read the inbox that receives the verification code or link. To continue, the workflow needs an authorized way to retrieve that message—or a person must complete the check. For signup flows your team owns, a dedicated test inbox is often the most controlled option; browser-based email verification is an emerging alternative for sites that implement it.

Why the agent gets stuck after submitting the form

Email verification is a separate step from form submission. A site sends a code or confirmation link to the address entered, then expects someone—or an authorized workflow—to retrieve it. Chrome for Developers describes conventional flows as requiring the user to get the code or link from email. The browser interaction alone does not grant the agent access to that mailbox.

This is an access boundary, not proof that an AI model cannot interpret email. The agent may be able to process a message once it has authorized access, but connecting an inbox is a separate permission decision. A verification message can also contain untrusted content; the AI Agent Index discusses risks from agents processing third-party web content and connected services generally, but does not specifically assess email OTP workflows.

Choose a route that fits the signup

Approach Best fit What to verify before using it
Dedicated agent inbox or email API A workflow that needs its own address and programmatic access to incoming messages. Who can read messages, whether access can be scoped and revoked, how credentials are handled, and what retention or regional limits apply.
Test-domain catch-all Automated tests for a signup flow your team owns. Whether it is isolated from production, how messages are matched to a test run, what the agent can send, and how API tokens are stored.
Browser Email Verification API A signup site whose developers can implement Chrome’s proposal. Whether the browser and email provider are supported, whether the site validates the token, and whether its fallback and experimental status are acceptable.
Human-assisted confirmation A service that does not support an authorized inbox integration or the browser alternative. Whether the mailbox owner is authorized to complete the check and how the workflow pauses for them.

These options address different contexts; the cited documentation does not establish a like-for-like comparison of their reliability, security certifications, speed, price, or regional coverage.

For a signup flow you own, use an isolated test inbox

A test inbox can make end-to-end signup checks repeatable without routing development messages into real or production mailboxes. SMTP.dev describes using a catch-all on a development domain, generating a unique address for each run, and retrieving incoming mail through an API. Its guide says the sandbox has real MX records for receiving mail and restricts outbound mail to accounts inside the sandbox. Those are documented properties of that service, not a guarantee about every email-testing product.

  1. Use a development domain and sandbox. Keep test mail separate from real user inboxes and production mailboxes.
  2. Create a unique recipient for each run. A run-specific address helps keep one test’s message apart from another’s.
  3. Record the start time before submitting. Then wait for a message addressed to that recipient and received after the recorded time. Agentboxd documents this correlation pattern to avoid accepting an older verification message.
  4. Extract only what the test needs. Retrieve the code or confirmation link from the matching message and use it to complete the flow.
  5. Protect credentials and message contents. Treat inbox API keys, verification codes, and links as secrets; avoid exposing them in logs or handing broader mailbox access to the agent than the test requires.

The general feasibility of controlled verification testing also appears in a USENIX Security 2023 paper: researchers used their own email server and domain, monitored messages after signup, and clicked verification links in an account-creation methodology. That describes a research setup, not permission to automate arbitrary live services.

Dedicated inbox APIs have product-specific permission rules

An agent inbox API can provide a programmatic route to incoming verification messages, but its permissions and credential rules depend on the provider. AgentMail documents a sign-up flow that creates an organization, inbox, and API key. When a human email is supplied, the service sends a six-digit OTP. Without a human attached, the inbox is receive-only until a human is attached or, for US-region inboxes, the inbox is claimed through the console. AgentMail also says a lost API key cannot be recovered and that verification limits the key’s permissions. These are AgentMail-specific documented behaviors, not general rules for all email APIs.

When evaluating any such integration, check whether message access is limited to the intended inbox, how access can be revoked, how long messages are retained, and what happens if a key is lost. Do not assume an agent inbox is safe or suitable merely because it is designed for agents.

Programmatic signup can still depend on an email code

Replacing browser clicks with HTTP requests does not necessarily remove mailbox verification. Whisper Security’s “Programmatic Signup (for Agents)” documentation describes a two-request signup flow that sends a code to the supplied email address. For that product, the documented code expires after 15 minutes and allows five verification attempts; successful verification returns an API key. These are product-specific settings in documentation published May 16, 2026, and updated September 25, 2026—not industry-wide limits.

Browser-mediated verification is an emerging site-side option

Chrome for Developers describes an Email Verification API proposal in which a browser communicates with an email provider and returns a signed verification token to the site. Instead of asking the user to retrieve an OTP or click a link, the flow can confirm an active provider session. Chrome summarizes the idea this way: “Email verification confirms that the user has an active session with the provider of their email address.”

This is not a switch an end user can turn on for any website. The documented flow depends on provider and domain support, as well as an active browser session with the email identity provider. Chrome’s documentation says the feature is in an origin trial from Chrome 150 on desktop and Android. Sites must retain their normal confirmation flow when no token is available or validation fails.

Keep authorization separate from technical capability

A test inbox is appropriate for a signup flow your team owns. For an external service, automate account creation and connect an inbox only when the user is authorized to do so and the service permits that activity. The cited sources do not establish blanket permission to automate signups across third-party services. If there is no permitted inbox integration or supported browser alternative, pause and ask the authorized mailbox owner to complete verification.
