Yes. Google said inspections found that Street View cars had captured complete emails, URLs and passwords in some instances while collecting data from open, unencrypted Wi-Fi networks. Most of the captured data was fragmentary, not a continuous record of everything transmitted nearby.
What were the cars supposed to collect?
Google intended to collect Wi-Fi network identifiers, including SSIDs (network names) and MAC addresses (hardware identifiers assigned to network equipment), to support location-based services. Those identifiers are different from payload data: the content traveling over a network, such as parts of messages or web activity.
In an update published May 14, 2010, Google said code from an experimental Wi-Fi project begun in 2006 had been included in the software used for Street View collection. That code sampled payload data from open Wi-Fi networks. Google said the project leaders had not intended to collect or use that content.

On October 22, 2010, Google Senior Vice President of Engineering & Research Alan Eustace wrote: “It’s clear from those inspections that while most of the data is fragmentary, in some instances entire emails and URLs were captured, as well as passwords.”

Canada’s privacy investigation described other material in the collected data, including complete email messages and headers, IP addresses, machine hostnames, cookie contents, instant messages and chat sessions. The cars’ movement and frequent Wi-Fi channel changes meant much of the data was fragmentary. That qualification does not negate the finding that some items, including emails and passwords, were complete.
How did Google’s account change?
Google’s April 27, 2010 FAQ on its European site described collecting SSIDs and MAC addresses but said payload data was not collected. An editor’s note added to that FAQ on May 14 marked the claim as incorrect. Google said it had discovered the collection after a Hamburg data-protection authority requested an audit.

The sequence matters: Google first publicly denied collecting payload data, then corrected that statement after discovering the software behavior. Its later confirmation about complete emails, URLs and passwords followed inspections of the collected data.

In Canada, Google collected Wi-Fi data from March 30, 2009, to May 7, 2010, according to Parliament of Canada material published in 2011. The records cited here do not establish a single authoritative worldwide total of affected households or a complete country-by-country inventory.

Was the data used, and did collection stop?
Google said the payload data was not used in its products and that it halted Wi-Fi data collection. Its July 2010 update distinguished Wi-Fi collection from Street View imaging: after removing the Wi-Fi equipment and software, the cars could resume collecting images and 3-D imagery in selected countries without collecting Wi-Fi information.
Regulators in Canada, the United States, Germany and other jurisdictions examined the incident. The Canadian findings and FCC record provide independent documentation alongside Google’s own account; they are important context for a response that initially misstated what had been collected.
