Here, “XL” is interpreted as Microsoft Excel, though the letters “XL” are not established as a universal abbreviation. In Excel, cut, copy, and paste are cell-editing actions; in VBA code, a lowercase xl prefix commonly identifies an Excel-specific symbolic constant, such as xlPasteValues.
What cut, copy, and paste mean in Excel
These are spreadsheet editing actions for moving or duplicating cell contents. Cut removes the selected contents from their original location when you paste them elsewhere. Copy leaves the original in place and lets you paste a duplicate. Paste places the cut or copied content at the selected destination.
A typical operation is to select a range, copy it, select a destination, and paste. Available paste choices can depend on the Excel version and platform.
What the xl prefix means in VBA
In Excel VBA, xl is used at the start of symbolic constants specific to Excel. Example: xlPasteValues

If Excel reports a clipboard problem
A Microsoft Q&A response dated February 28, 2017 described a case in Excel 2016 where another application holding a system clipboard lock interfered with clipboard use, while pasting within the workbook could still work in that scenario.
