Wireless Application Protocol (WAP) addressed that constraint with a system for delivering compact, device-appropriate content over wireless networks. Its WML markup organized information into cards and decks, while a WAP proxy could translate requests and adapt responses between a handset and a web server. This is a historical account of WAP-era development, not a guide to building modern mobile websites.
What WAP was designed to do
WAP was intended to make web-like information and interaction practical on devices with small displays, limited memory and processing power, and constrained wireless connections. Jeff Stefan’s undated article, “Working with WAP”, describes a model in which a phone or PDA uses a WAP user agent to request and display content suited to those limits.
The key idea was not simply to shrink a desktop page. WAP used its own content format and protocol environment, and could rely on an intermediary proxy to mediate communication with conventional web servers.
How a WAP request and response worked
Stefan describes a client–proxy–server path. In that account, the handset’s WAP user agent requests a URL using compact binary WML bytecodes. A WAP proxy decompresses and translates the request into HTTP for the web server. On the return path, the proxy can filter HTML into WML and compress it; if the server already provides WML, the proxy compresses that content for delivery. The user agent on the handset then renders the result.

- The device requests content: its WAP user agent sends a request for a URL.
- The proxy bridges protocols: it translates the WAP-side request into HTTP for the web server.
- The response is adapted: the proxy may convert HTML to WML or prepare existing WML for compact delivery.
- The handset displays it: the device’s user agent renders the returned content.
This is the transaction model Stefan’s article describes; it should not be taken as a universal account of wireless browsing or as a description of current mobile web traffic.
How WML cards and decks organized content
Wireless Markup Language (WML) was XML-derived markup designed for constrained devices. It used a card-and-deck model: a deck held one or more cards, and each card represented a small unit of content or interaction. As Stefan puts it, “A card is the fundamental WAP display unit.” An archived Open Mobile Alliance WAP specification reference also describes the card/deck structure and WML’s purpose for narrowband devices.

A card could contain text, a menu, or an entry field. Rather than assuming every device had the same screen or input method, the user agent determined how to render the card on its particular device. Stefan’s example has a “Next” action that moves from one card to another and a “Last” action that returns to the earlier card. That demonstrates navigation within a WML deck, not a pattern to copy into a current web interface.
What WMLScript added
WML handled content structure and basic interaction; WMLScript supplied scripting functions. Stefan describes it as a function-oriented language with constructs such as conditionals, used for tasks including checking user input, displaying a local alert, manipulating WML variables, and navigating between cards. The article says WMLScript source was compiled to bytecode and interpreted by the client.

The page’s code examples contain missing or garbled markup, so they are not reliable as runnable samples. Treat the language details as a description of the period WAP environment rather than as a verified implementation reference.
Application development versus building the WAP stack
Writing a WML/WMLScript application and implementing WAP on a device were different kinds of work. Stefan distinguishes application authors, who created content and scripts, from engineers who ported the protocol stack to a target device. The first task worked at the content and interaction layer; the second involved the components that enabled the device to communicate through WAP.

The article identifies six stack layers:
- Wireless Application Environment (WAE): the application environment, including WML and WMLScript.
- Session: including Wireless Session Protocol (WSP).
- Transaction: including Wireless Transaction Protocol (WTP).
- Security.
- Transport: including Wireless Datagram Protocol (WDP).
- Bearer services: the underlying network services.
This division explains why a small card-based application could appear straightforward while adapting the underlying protocol stack to a specific handset was a substantially different engineering problem.

WAP was not a single unchanging technical design. The archived specification reference records WAP 2.0’s move toward more familiar web technologies, including XHTML, HTTP/1.1, TCP/IP, CSS Mobile Profile, and TLS. That later direction provides useful context, but it does not make Stefan’s WAP 1.x-oriented account a complete explanation of WAP 2.0.

In broad historical terms, the evolution involved both the content model and the network path: the original WML card/deck approach and WAP-specific proxy translation gave way in the WAP 2.0 direction to greater use of established web standards. This is a comparison of historical specifications, not a claim about compatibility with present-day devices or services.
What to know about the tools and references
Stefan mentions development kits and products associated with Nokia, Phone.com, and Apache, as well as compatible handsets. Those are period references; the article does not establish that the tools can still be downloaded, are maintained, or serve a practical role in current development. A WAP development book, WAP 2.0 Development by Chris Tull, is listed by O’Reilly as a 400-page technical book from March 2002, with a preview that discusses WAP applications as cards and functions linked through URLs. It is optional historical reading, not evidence of a current SDK or setup path.
