WordPress.org requires two-factor authentication (2FA) on plugin owner and committer accounts. The policy took effect October 1, 2024; an account submitting a new plugin to the WordPress.org Plugin Directory must also have 2FA enabled. The requirement protects the WordPress.org account used to control plugin publishing—it does not add a second-factor prompt to each SVN commit.

Who must enable 2FA, and when?

The WordPress.org Plugins Team announced the policy on September 4, 2024, with an October 1 start date. Its October 1 update confirmed that 2FA was required for all plugin owner and committer accounts, and said accounts submitting new plugins to the Directory must have it enabled. WordPress.org’s announcement and the October update describe the policy.

The announcement also covered theme authors. This is not a blanket statement that every WordPress.org account has the same requirement: the handbook identifies other trusted roles and notes that some capabilities may be limited for accounts without 2FA. Check the WordPress.org 2FA handbook for role-specific guidance.

Why WordPress.org requires it

Accounts with commit access can publish plugin and theme updates, so a compromised account can affect software distributed through WordPress.org. In June 2024, the Plugins Team reported that attackers used credentials exposed in other data breaches to compromise five WordPress.org accounts and issue malicious updates to five plugins. That is the incident WordPress.org cited in its account and plugin security guidance; it is not a measured estimate of the risk across all plugins.

What 2FA protects—and what it does not

2FA adds a second factor when signing in to the WordPress.org account. WordPress.org documents authenticator-app codes and hardware security keys using WebAuthn. However, the existing SVN code repositories do not support applying the account’s 2FA step directly to each commit. As contributor Dion Hulse explained in the policy announcement, WordPress.org uses a layered approach instead:

  • Account sign-in: 2FA protects access to the WordPress.org account.
  • SVN access: a separate, high-entropy SVN password is used for repository operations; it is not the account’s main password.
  • Release safeguards: optional Release Confirmations can add a confirmation step when a tagged release is issued.

If a deployment script stores SVN credentials, update it to use the SVN-specific password rather than the WordPress.org account password. WordPress.org’s security-change announcement explains the separate credential.

How plugin developers should prepare and maintain access

  1. Enable a second factor: Sign in to the WordPress.org account that owns or commits to the plugin and follow the setup steps in the 2FA handbook. Supported choices include authenticator apps and WebAuthn hardware keys.
  2. Store recovery codes securely: The handbook explains that each backup code can be used once. If you lose access to both your authentication method and backup codes, follow its support guidance.
  3. Keep credentials distinct: Use a unique account password and keep it separate from the SVN password. WordPress.org recommends strong, unique passwords and a password manager in its security guidance.
  4. Review commit access: Remove stale committers and consider whether people who only handle support need commit access. WordPress.org says the Support Rep role can respond to plugin support topics but cannot issue plugin updates.
  5. Consider release confirmation: The optional Release Confirmations feature can require a committer to confirm a tagged release before it is issued; a plugin can request a two-committer confirmation requirement. Details and recommendations are in the Plugins Team’s safety guidance.

A physical FIDO2/WebAuthn key is one optional way to authenticate, not a compliance requirement or a WordPress.org-endorsed product choice. The handbook documents hardware-key support without recommending a particular make or model.

What to do if you lose your authenticator or key

Use a saved backup code if you no longer have access to your configured authentication method; each code is single-use, so keep unused codes protected. If you have neither a working authentication method nor backup codes, the WordPress.org handbook directs users to contact support. Do not assume that an SVN password can substitute for account recovery: it is a separate credential for repository access.
