Error 0x800f0991 has been reported when a Windows Server 2025 Datacenter system tried to install the July 2025 cumulative update KB5062553, but that report does not establish a universal cause or a confirmed fix. Before changing update components or trying another repair, identify the exact update, server build, and installation method. Microsoft’s instructions are specific to each package.
What is known about error 0x800f0991?
A Windows Server 2025 Datacenter user reported that the July 2025 cumulative update for Microsoft Server operating system version 24H2 for x64-based systems, KB5062553, failed with error 0x800f0991. The user said they had tried the Windows Update troubleshooter, reset Windows components, and used system recovery without deleting files and apps. That is a specific report, not evidence that every Windows Server 2025 installation showing this code has the same issue. The code alone is not enough to select a repair.

- Exact KB number and update title: confirm the update that failed rather than relying on the error code.
- Windows Server version, build, and edition: verify the machine is running the intended release and package architecture.
- Installation method: note whether the update came through Windows Update, WSUS, or a manual Microsoft Update Catalog download.
- Server workload: establish whether Exchange Server SE is installed before considering Exchange-specific notices.
Use the installation path that matches your update method
Windows Update or Microsoft Update
Confirm the KB and system details, then consult Microsoft’s page for that exact update. Do not assume instructions for KB5062553 apply to a different cumulative update.
WSUS
Check that WSUS is configured for the product and classification specified on the update’s Microsoft page. For KB5062553, Microsoft lists the product as “Microsoft Server operating system-24H2” and the classification as “Security Updates.” These settings are package-specific; verify them against the KB you are deploying.

Manual Catalog installation
Read the installation instructions on the exact KB page before installing. Microsoft notes that a Catalog update may contain multiple MSU files that need to be installed in a particular order. For KB5062553, Microsoft describes installing all applicable MSU files together with DISM or downloading and installing them individually in order; it also documents Add-WindowsPackage as a PowerShell option. Do not confuse the Exchange Server SE notice with this error
Microsoft’s KB5062553 page describes a separate issue present since the initial Windows Server 2025 release that was exposed by recent Exchange Server SE cumulative updates. Microsoft says that issue is addressed by KB5068861. The notice does not establish that the Exchange issue causes error 0x800f0991. Check whether the server runs Exchange Server SE and whether its symptoms match Microsoft’s description before linking the two.

Check for a newer applicable cumulative update
Do not assume an older failed package is still the right update to install. Microsoft’s update history is the place to check for the latest cumulative update applicable to the server’s release and environment. The latest update identified here is KB5099536, dated July 14, 2026, which Microsoft describes as including security fixes and improvements. When the error remains unresolved
If the exact KB’s documented installation path does not resolve the failure, retain the KB number, build, edition, deployment method, and relevant update-installation logs for investigation by your server administrator or Microsoft support. The available report does not establish a verified repair for 0x800f0991, so repeating general reset or recovery steps should not be presented as a confirmed fix.
