If Windows 11 still starts, begin with a troubleshooter and choose a repair that matches what changed. If it will not start, use the Windows Recovery Environment (WinRE) and try a startup-focused option before resetting or reinstalling. Back up important files where possible, and find your BitLocker recovery key before using recovery tools on an encrypted device.
Choose a recovery path by symptom
First ask two questions: can you sign in to Windows, and did the problem begin after a Windows update, app or driver installation, or system change? These answers help narrow the options without jumping straight to a reset.

- My PC starts, but something isn’t right: Run a relevant troubleshooter first. If the issue is tied to Windows Update or system files, consider reinstalling the current Windows version through Windows Update. If it began after a recent update, consider uninstalling that update.
- My PC won’t start or is in a restart loop: Use WinRE to try Startup Repair or remove a recent update. System Restore may help if a suitable restore point exists. Reserve Reset this PC or external installation media for cases simpler repairs do not resolve.
Microsoft’s Windows recovery options guidance follows this least-disruptive-first approach. Before a reset, reinstall, or other recovery procedure, copy important files to a separate location if Windows still lets you do so. If the device is encrypted, locate its BitLocker recovery key before entering WinRE; some recovery tools may ask for it.

If Windows starts, try these repairs first
Run a relevant troubleshooter
Open Settings > System > Troubleshoot > Other troubleshooters, then select Run beside the troubleshooter that matches the issue. Follow its prompts and check whether the symptom is resolved before moving to a more disruptive option.

Repair Windows through Windows Update
For system-file or Windows Update problems, Windows 11 can offer a reinstall of the current version through Windows Update. It reinstalls Windows components while preserving apps, personal files, and settings. Open Settings > System > Recovery, then select Reinstall now under Fix problems using Windows Update, if that option appears. Keep the PC connected to power and the internet until the process finishes. Availability can depend on the Windows configuration.
Remove an update that triggered the problem
If the issue began immediately after a Windows update, uninstalling that update may be more appropriate than reinstalling Windows. When Windows starts, check Settings > Windows Update > Update history > Uninstall updates. If Windows cannot start normally, use the WinRE update-removal option described below. Microsoft says uninstalling a recent update does not affect personal files or apps.
If Windows will not start, use WinRE
The Windows Recovery Environment is a built-in set of recovery tools. It may appear automatically after repeated failed starts. If it does not, Microsoft’s Windows Recovery Environment guidance explains ways to reach it, including using recovery or installation media. Menu labels can vary by device and Windows version.

Try Startup Repair for boot problems
From WinRE, select Troubleshoot > Advanced options > Startup Repair, then follow the prompts. Microsoft Support describes it this way: “Startup Repair is a Windows recovery tool that can fix certain system problems that might prevent Windows from starting.” It targets startup faults such as damaged system files, boot configuration data, the master boot record, incompatible drivers, or registry errors; it is not a universal repair. If it cannot resolve the problem, return to WinRE and choose another option suited to what changed.

Uninstall a recent update from WinRE
If the PC became unbootable after an update, select Troubleshoot > Advanced options > Uninstall Updates in WinRE. Choose the update-removal option presented and follow the on-screen instructions. If the problem did not follow an update, try a different recovery tool rather than removing updates without a reason.

Use System Restore when a restore point fits
System Restore rolls system files, registry settings, and installed programs back to a selected restore point. It does not affect personal files, but programs or drivers installed after that point may be removed. From WinRE, select Troubleshoot > Advanced options > System Restore and follow the prompts. The option is useful only if a suitable restore point is available. Microsoft explains the feature in its System Restore guidance.

Quick Machine Recovery is a Windows 11 version 24H2-or-later feature. When enabled, it detects repeated startup failures and checks Windows Update for a Microsoft-provided fix. Microsoft says it is enabled by default on Windows 11 Home; Pro and Enterprise may require an IT administrator to enable it. When it applies a fix, it does not reset the PC or affect files, apps, or settings. Confirm your Windows version, edition, and configuration before relying on it; see Microsoft’s recovery options.
Reset Windows only after simpler repairs fail
Reset this PC reinstalls Windows. Depending on the option chosen, it can keep personal files or remove everything; apps and settings are removed either way. Read the prompts carefully and back up files first. If Windows starts, open Settings > System > Recovery > Reset PC. Otherwise, look for Troubleshoot > Reset this PC in WinRE. Prepare USB media if Windows recovery is unavailable
Use another working PC to create Windows installation media if the affected computer cannot start or local recovery tools are unavailable. Microsoft specifies a USB drive with at least 8 GB for installation media. The drive must be prepared; a blank USB does not arrive with Windows recovery files. Follow Microsoft’s Windows installation media instructions. Booting from the media can provide repair or reinstall choices; a clean installation can remove data, so do not choose it casually.
A recovery drive is a different preparation option. Its creation erases the USB drive, and the resulting drive does not contain a backup of personal files. Use an empty drive and follow Microsoft’s recovery drive instructions. For model-specific recovery media, check the computer maker’s support site; availability and contents vary by model and region.
