Windows 11 Setup or Reset stopping at “Process Drivers for Migration” with error 0x80070002 does not, by itself, identify a specific missing file or a proven repair. Use SetupDiag and the matching setup, DISM, and servicing logs to find the first meaningful failure and the path or component it names. Do not apply Microsoft’s documented 0x80070003 servicing-stack fix unless your logs establish that separate diagnosis.
What does 0x80070002 at “Process Drivers for Migration” tell you?
It identifies an error reported during a particular setup phase, but the code and phase label alone do not establish what failed on your PC. In one January 2022 Microsoft Q&A report, SetupDiag showed a DISM image-session creation failure with 0x80070002 at Pre-Finalize / Process Drivers for Migration. That is one user’s historical case, not evidence of a universal cause or a general repair recipe. Read the Microsoft Q&A case.
The exact cause in your case remains undetermined until you examine its SetupDiag output and logs. The available information here does not establish your Windows build, whether you are upgrading or resetting, which fixes you have already tried, or what error context your machine recorded.

Microsoft documents a specific “Process Drivers for Migration” failure with 0x80070003, attributing that case to missing or damaged servicing-stack folder contents in WinSxS. Its explanation and repair are for 0x80070003—not proof that 0x80070002 has the same cause. See Microsoft’s 0x80070003 article.

Do not copy that repair procedure over to your 0x80070002 failure unless your own logs support the same diagnosis and the case meets Microsoft’s documented conditions. Microsoft’s related article explicitly warns against taking ownership of WinSxS or changing its folder permissions; do not use it as a reason to make broad permission changes.
What to collect before trying another fix
Capture the complete SetupDiag result
Save the full SetupDiag output, not just the error code or phase name. Include any matched profile, phase, operation, error, and DISM function or message. These details can distinguish a phase label from the underlying operation that actually failed.

Preserve the setup and servicing logs
Keep the relevant setup logs and compare entries from the time of failure. The log locations Microsoft identifies for its related 0x80070003 migration issue include:

Those locations are useful places to investigate this related migration failure, but the cited Microsoft article documents them in its 0x80070003 context. For 0x80070002, examine the actual messages and timestamps rather than expecting the same example error strings. Microsoft’s article lists the log families and example strings for 0x80070003.

Find the first meaningful failure
Start at the timestamp where setup failed, then compare the corresponding entries in Panther, DISM, and CBS logs. Look for the earliest specific error that names a file path, driver, component, or operation. A final rollback message may only describe what happened after the underlying failure.
Microsoft’s separate Windows Update 0x80070003 article illustrates using same-timestamp CBS entries to identify a missing driver path in that scenario. The timestamp-matching method can help structure log review, but that example does not establish a driver-path cause for 0x80070002. See the separate MicrosoftDocs update article.

When should you attempt the WinSxS servicing-stack repair?
Only consider it if the logs point to missing or damaged servicing-stack folder contents and your situation matches Microsoft’s documented 0x80070003 conditions. Microsoft’s procedure describes extracting the applicable servicing stack update (SSU) and copying its folders with robocopy /B. It is a condition-specific repair, not a generic response to 0x80070002.

Before any upgrade operation, Microsoft says: “Before you perform any upgrade operation, back up your system.” That warning appears in the 0x80070003 article and applies in the context of the upgrade procedure it describes; make sure you have a recoverable backup before attempting an upgrade-related repair.

Will a USB installer fix the error?
A USB installation drive provides another way to access Windows installation media; it is not, by itself, a repair for this error. The historical Q&A report mentions trying a USB-created installer but does not show that it solved the failure. Use external media only as part of a recovery or installation route you have chosen—not as evidence that the missing cause has been identified.
What to do if repeated fixes have not worked
- Stop repeating fixes without a matching diagnosis. Record what you tried and whether the failure changed, so the next log review can be tied to the actual attempt.
- Save the full SetupDiag result and logs. Keep the Panther setup logs and compare the failure timestamp with DISM and CBS entries.
- Identify the first specific error and referenced path or component. Do not infer a WinSxS problem solely from the phase label or 0x80070002.
- Choose a repair only when the evidence matches it. If the logs do not identify a cause, the available evidence is not enough to recommend a particular repair safely.
Microsoft’s specific 0x80070003 guidance is useful for understanding relevant log locations and why permissions should be left intact, but it does not resolve an 0x80070002 failure without matching evidence. Until you have that evidence, the responsible next step is diagnosis—not another unverified fix.
