Use Safe Mode to check whether a problem persists when Windows loads only a limited set of files and drivers. Use a clean boot to investigate whether a non-Microsoft background service or startup app is interfering with an application or another task. Both are diagnostic methods, not repairs.
What is the difference between Safe Mode and a clean boot?

In ordinary Safe Mode, Windows loads a limited set of drivers and services. Safe Mode with Networking also loads network drivers and services, so standard Safe Mode is the more constrained test.
A clean boot gives you more control over background software. Microsoft describes it as a way to identify software conflicts affecting apps or games. It does not test every possible hardware, Windows, driver, or application fault.
Which one should you use for your problem?
An app will not run, install, or uninstall
Try a clean boot if Windows starts. If the app works in that state, a disabled background service or startup app may be interfering. If it still fails, that kind of interference is not the cause; the app’s manufacturer may need to help. Microsoft’s clean-boot guidance explains how to isolate the component.

Try Safe Mode when it is available. If the problem disappears, default settings or basic device drivers are less likely to be responsible. Microsoft also includes Safe Mode among steps for troubleshooting some unexpected restarts and stop-code errors in its Windows troubleshooting guidance.
Windows will not start
A clean boot requires Windows to start, so it is not an option when you cannot reach Windows. Use the relevant recovery option in the Windows Recovery Environment instead.
The PC is managed by an organization
Check with your IT support before changing startup settings. Network policy may prevent clean-boot steps, and Microsoft cautions that changes to advanced boot options in System Configuration can make a computer unusable. Microsoft recommends getting support guidance in that situation.
How to start Windows 10 in Safe Mode
- Enter the Windows Recovery Environment (WinRE).
- Select Troubleshoot > Advanced options > Startup Settings > Restart.
- After the PC restarts, choose Enable Safe Mode (option 4), or Enable Safe Mode with Networking (option 5) if you need network access.
On an encrypted device, Windows may ask for the BitLocker recovery key to reach Startup Settings. A normal restart should exit Safe Mode. If Windows keeps starting in Safe Mode, open System Configuration and clear the Safe boot checkbox.

How to perform a clean boot
- Sign in with an administrator account, search for msconfig, and open System Configuration.
- On the Services tab, select Hide all Microsoft services first. Then select Disable all and Apply.
- On the Startup tab, open Task Manager. Disable each enabled startup item, keeping a record of what you change.
- Close Task Manager, select OK in System Configuration, and restart the PC.
- Retry the app or task that was failing. If it works, re-enable some disabled services or startup items, restart, and test again. Microsoft recommends testing groups—such as halves of the remaining items—to narrow the cause with fewer restarts.
A clean boot may temporarily remove some functionality because services and startup apps are disabled. The procedure disables startup components; it does not describe deleting user files.
How to return from a clean boot
- Open System Configuration again.
- Select Normal Startup and restore the services and startup apps you disabled.
- Restart the PC.
Restore the items you changed so Windows starts normally. If you identified a likely conflicting service or app, you can leave that item disabled only if you accept the effect on its functionality.
Windows 10 support status
Microsoft says Windows 10 support ended on October 14, 2025. Windows 10 continues to work, but Microsoft no longer provides free Windows Update software updates, technical assistance, or security fixes.
